2 Annual Report Overview In the 211 calendar year, total Part 1 and Part 2 offenses went down 19.88% from 21. In 21 there were 171 Part 1 and Part 2 crimes reported. In 211 there were 137 Part 1 and Part 2 crimes. In 211 Part 1 crimes went down 24.56%; Part 2 crimes went down 1.52%. Other offenses (including DWI, drug, and non-traffic related offenses) increased 98%. In 21 there were 133 other offenses. In 211 there were 264 other offenses. There were 14,298 calls for service in 21 and 14,246 calls for service in 211. Calls for service decreased less than 1 % (.364%) from 21 to 211. There were 745 original reports written and 548 supplemental reports in 211; for a total of 1293 reports written. The Criminal Investigation Division had a clearance rate of 53% in 211. The total number of arrests in 211 increased 7.38% from 21. In 21 there were 323 total arrests. In 211 there were 349 arrests. Officers conducted 3679 traffic stops in 211, resulting in a total of 288 traffic summonses. The total number of traffic accidents reported decreased 4.92%. There were 325 accidents reported in 21, and 39 reported in 211. Shrewsbury Police Department employees received a total of 1,748 hours of training in 211. There were a total of 21 CIT (Crisis Intervention Team) reports written in 211, which is a 5% increase from 21. Twenty CIT reports were written in 21. Of the 163 reports written, 25% were on State Arterial Roadways and 39% were on County Arterial Roadways. Of the remaining reports, 32% were on Private Property and 16% were on City Roadway. Over the past 5 years the average amount of accident reports written per year is 184. In 211 there were 21 less reports written than the 5 year average; 11% below the average. 12

Provider Training 76 Total Training 1748 All Shrewsbury officers qualified with their duty weapons twice during 211. One training/qualification course was conducted at the Webster Groves Police Department s range with Shrewsbury Police Department Firearms Instructors and the other was held at the St. Louis County & Municipal Police Academy range with one of their Firearms Instructors. The firearms training/qualification included duty weapons, off duty weapons, department shotguns and patrol rifles. All officers received the following in-service roll call policy training refreshers: department philosophy, all hazards plan, unusual occurrences, drug and alcohol, use of force, vehicle operations, officer deployment & vehicle operations, internal affairs, grievance, discipline system, harassment & discrimination in the workplace, dealing with the mentally ill, department authorized weapons, vehicle pursuits, standards of conduct, bias-based stops & citizen contacts, and AS4 BAC instrument operation. All officers also received Taser operation refresher training, OC Pepper Spray refresher, Weapon Retention/Disarming, Pressure Point Control Tactics, Defensive Counter Strikes, Traffic Control Procedures, and Use of Force Simulator training. 16 Crisis Intervention Team The Shrewsbury Police Department currently has sixteen police officers trained and certified as Crisis Intervention Team (CIT) members. The Crisis Intervention Team members receive in depth training on how to recognize and deal with those suffering from mental illness. The goal of the Crisis Intervention Team is to properly deal with and assist those who are mentally ill. The program is administered by the St. Louis County Police Department and the St. Louis County Circuit Courts has organized a Mental Health Division as a jail diversion program. The Mental Health Court was designed to assist offenders who have been officially diagnosed with a mental illness and have been charged with a crime as a result of their condition. The goal of the St. Louis County Mental Health Court is to provide offenders with resources to assist them effectively deal with their mental illness so they can live productive lives. The Shrewsbury Police Department joined the Crisis Intervention Team in 25 and joined the St. Louis County Mental Health Court in 26. The goal of the Shrewsbury Police Department is to get 1% of the patrol officers trained as CIT members and remain dedicated to the Crisis Intervention Team s efforts. The complaint was received internally and was related to an officer s driving performance. The complaint was sustained, and the officer received appropriate discipline, counseling and training. 16
