2 SES-SESAR SESAR does not apply to military operations and training A safeguard clause concerning security and defence exists The military community shares SES-SESARSESAR objectives to enhance the performance of the European air transportation system and clearly indicated its willing to positively contribute NATO Defence Planning System and NATO Standardisation are key processes to promote civ-mil/mil-mil interoperability in ATM/CNS and to support decisions on military procurement However. 3-4 MARCH

3 CONCERNS So far, no evidence of concrete value for military operations or training Possible advantages : Easier access to airspace as needed for manned and unmanned state aircraft Larger volumes for military training, when required Reduced equipage requirements and costs based on equivalence of performance Support to the military systems for Air C2 and ATM No limitations to the operations of legacy defence assets Possible degradation of the operational effectiveness of the collective European security and defence posture Limited military budgets can cover essential security and defence requirements only It is unlikely that civ-mil interoperability is viewed as essential requirements Mil-mil interoperability at risk if technology upgrade is sustainable by a few MODs only Civ-Mil interoperability indicated as a key SES/SESAR objective Incentives from Transport sector (route charges?) would facilitate mil compliance 3-4 MARCH

4 CONCERNS Complex interrelations between pan-european transportation policy and trans-atlantic collective defence policy of the Alliance SES/SESAR stressed the need to involve relevant military authorities NATO Integrated Air Defence System is responsible for the security and defence over the European airspace NATO has not been invited to join SES/SESAR yet NATO offers for expert contributions to SESAR WPs not yet accepted Only the Alliance seems to be ready for a NATO/EU cooperation in this field Industrial disclosure vis-à-vis Allied information exchange Allied consultations on security and defence matters cannot be compromised Cooperation with industry is part of the allied mission Compatibility between military info-exchange and industrial disclosure to be identified 3-4 MARCH

6 EU Treaty Lisbon (CSDP - Art.27) Budapest 2011 Momentum for NATO-EU cooperation on airspace issue Commitment and cooperation in this area shall be consistent with commitments under NATO which, for those states which are members of it, remains the foundation of their collective defence and the forum for its implementation NATO Defence Ministerial (June 2010) Ministers recognised the need for the Alliance to engage in ATM modernisation programmes (such as SESAR) at both strategic and technical levels to ensure safe access to airspace, effective delivery of services and civil-military interoperability to conduct the full range of NATO missions NATO Summit Declaration (Lisbon Nov 2010) NATO and the EU share common values and strategic interests, and are working side by side in crisis management operations. We are therefore determined to improve the NATO- EU strategic partnership, as agreed by our two organisations. encouraged the Secretary General to continue work with the EU High Representative and to report to the Council on the ongoing efforts in time for the NATO Foreign Ministers meeting in April 2011 decide to develop a missile defence capability to protect all NATO European populations, territory and forces 3-4 MARCH

7 The EU is invited to consider the strengthening of the civil-military dimension in SES/SESAR through a comprehensive NATO-EU approach at all levels In line with the high level guidance received, NATO coordinator for SES/SESAR continues to stand ready to engage with EU/EC officials at any time to identify the technical forms of this possible NATO-EU cooperation 3-4 MARCH
