1 Defense Institution Building PME Bi- Monthly Report Defense Education Enhancement Program (DEEP) Africa Military Education Program (AMEP) September- October EXECUTIVE SUMMARY Highlights include DEEP instructors observing delivery of a pilot Civil- Military Relations course at Kazakhstan s National Defense University from September. The complete 40- hour course will be taught for this first time this fall as a required core module in both the staff college- and war college- level courses. Also, the NDU Commandant, Gen- Maj Ryspayev, and the Education Advisor to the Minister of Defense, Dr. Tulembayeva, visited Washington, DC, from 29 October- 1 November. They attended meetings at the U.S. NDU to determine future collaboration between both institutions, received a Joint Staff J7 briefing on the U.S. Professional Military Education (PME) system, and met with the Office of the Deputy Assistant Secretary of Defense (DASD) for Central and South Asia to discuss the future of Kazakhstan DEEP program support. DEEP declared capacity for the Mongolian Staff Officer Course (MSOC) and faculty development components of Mongolia s DEEP. Mongolia s NDU President, Maj Gen Choijamts, complimented the success of DEEP in his country by referencing courses now solely taught by NDU faculty: "This program is providing Mongolian officers the opportunity to prepare for [assignments to] multinational operations' staff headquarters. DEEP changed the mind- set of the MNDU, increasing the impulse for reform." In Ukraine, a multinational team conducted a detailed review of the DEEP NCO program, with the U.S. represented by SGM Jason Leeworthy from the U.S. Army Sergeants Major Academy, El Paso, TX. The DEEP team made very positive comments about the Basic and Intermediate NCO Courses, as well as the Basic and Intermediate- level NCO Instructor Courses, finding all to be in compliance with NATO standards. The review concluded with an out- brief to the First Deputy Minister of Defense (MoD) and members of the Ukraine Armed Forces General Staff. AMEP made significant progress with the creation of a Botswana Defence Force (BDF) Air Wing Junior Officer Course, in collaboration with the U.S. Air Force Squadron Officer College, Maxwell AFB, AL, which completed a curriculum development workshop from 26 August- 3 September. The workshop resulted in the identified course and individual subject objectives, and lesson themes. In addition, the U.S. Military Academy, West Point, delivered a faculty development workshop on the principles of learning to the Chadian Military Academy. U.S. Ambassador Pasi expressed her strong support for the AMEP during an out- brief with the AMEP team at the conclusion of the visit. 1

2 The following summarizes the overall numbers of events executed during September and October 2017, as well as those planned over the next 4 months (November February 2018). Events Completed Number of Countries DEEP 5 3 AMEP 3 3 Events Planned Number of Countries DEEP 4 3 AMEP DEEP: RECENT EVENTS, MILESTONES & SENIOR LEVEL MEETINGS 4 events in 3 countries, 1 milestone event, and 1 senior- level meeting Kazakhstan (2 events) NDU Civil- Military Relations Pilot Course Observation September 2017, Astana Dr. Marybeth Ulrich, U.S. Army War College, the DEEP proponent for the Kazakh NDU Civil- Military Relations course, traveled to Astana to observe and provide feedback to the NDU faculty on their instruction of three pilot course lessons. Kazakh NDU Commandant and MoD Education Advisor Visit to the U.S. 29 October- 1 November, Washington, DC (Senior Level Meeting) Gen- Maj (one star) Ryspayev, Kazakh NDU Commandant, and Dr. Tulembayeva, Education Advisor to the Kazakh MoD, traveled to the U.S. for meetings at the U.S. NDU to determine future collaboration, received a briefing from Joint Staff J- 7 on the U.S. PME system, and a met with staff members from the Office of the Deputy Assistant Secretary of Defense (DASD) for Central and South Asia to discuss the future of DEEP support to Kazakhstan. (The Kazakh News Agency published the story prior to the meetings with the Office of the DASD.) delegation- gets- to- know- u- s- military- education- system_a Macedonia Initial Site Survey 29 October- 2 November, Skopje To launch a new DEEP in Macedonia, Dr. Bob Antis, Joint Forces Staff College faculty, accompanied a multinational team to conduct an initial site survey of the Macedonian Military Academy (staff college and pre- commissioning courses). 2

3 Mongolia (Milestone Event) Declaration of Capacity for Mongolia DEEP Components NATO declared capacity for the Mongolian Staff Officer Course (MSOC) and the faculty development components of Mongolia s DEEP. As the NATO Press Release (link below) indicates, Mongolian NDU President Major General Choijamts described the DEEP program s success: "This program is providing Mongolian officers the opportunity to prepare for multinational operations' staff headquarters. DEEP changed the mind- set of the MNDU, increasing the impulse for reform. He also stated, As a result of the program, 45 military personnel from the Mongolian Armed Forces, the General Authority for Border Protection, and the National Emergency Management Agency have participated in the Mongolian Staff Officer Course and gained knowledge and skills to carry out their duties on an international peacekeeping operations staff. Ukraine (2 events) Master Instructor Workshop October, Kiev Two DEEP experts delivered the first of three Master Instructor Workshops for the faculty of the pre- commissioning Military Institute of Taras Shevchenko University (ROTC- course- equivalent) in Kiev. NCO Curriculum Development Review October, Kiev and Desna NCO Training Center A multinational DEEP team conducted a detailed review of all Ukraine NCO curricula for the basic and intermediate levels of NCO education. SGM Jason Leeworthy from the U.S. Army Sergeants Major Academy, El Paso, TX, represented the U.S. The DEEP team made very positive comments for the Basic and Intermediate NCO Courses, as well as the Basic and Intermediate- level NCO Instructor Courses, finding all to be in compliance with NATO standards. DEEP: UPCOMING EVENTS 4 events and 2 senior- level meetings in 3 countries over the next 4 months Georgia NCO 6-10 November, Gori A multinational DEEP team comprised of senior NCO s will deliver a workshop in support of the development of a Senior NCO Course. 4 Kazakhstan (3 events) Annual Action Officer Working Group Meeting November, Astana (Senior Level Meeting) The 2019 Fiscal Year DEEP plan for the NDU and the Army Defense Institute (ADI) will be developed at the annual U.S. Central Command- Kazakh MoD Action Officer Working Group Meeting. NDU Special Operations Course December, Astana Two faculty members from Joint Special Operations University, Tampa, FL, will deliver the third of five curriculum development workshops to create a special operations course for the Kazakh NDU. NDU Strategic Planning Course Between 5 February- 3 March 2018 (exact dates TBD), Astana Two faculty members from Joint Forces Staff College, Norfolk, VA, will deliver the first of five workshops to collaborate with the Kazakh NDU faculty in the creation of a strategic planning course. Serbia NCO Senior Course Curriculum Review January- April 2018 (exact dates TBD), Belgrade Two experts from the U.S. Army Sergeants Major Academy, El Paso, TX, will conduct a review of the Serbian Senior NCO Course. Uzbekistan Annual Action Officer Working Group Meeting December, Tashkent (Senior Level Meeting) The 2019 Fiscal Year DEEP plan for the Armed Forces Academy will be developed at the annual U.S. Central Command- Uzbek MoD Action Officer Working Group Meeting. 4. AMEP: RECENT EVENTS AND MILESTONES 3 events in 3 countries Botswana Air Wing Junior Officer Course 2 26 August- 3 September, Molepolole Experts from the Squadron Officer College at Air University, Maxwell AFB, AL, conducted the second curriculum development workshop for the Botswana Defence Force (BDF) Air Arm. The workshop began shaping the overall Air Force Junior Officer Course curriculum, including course and individual subject objectives, and lesson themes. 4

5 Burkina Faso October, Po Faculty from the U.S. Military Academy, West Point, NY, delivered a leadership curriculum development workshop for the Military Academy. Chad Military Academy Faculty Development Workshop September, N Djamena Two SMEs, led by MAJ Ben Griffin, U.S. Military Academy, West Point, NY, delivered a faculty development workshop on the principles of learning for the Military Academy. The Military Academy Commandant and all faculty attended each session. The participants responded particularly well to exercises involving artwork and discussions of military history. During a meeting with U.S. Ambassador Pasi at the conclusion of the visit, she expressed her strong support for Chad s AMEP, believing it will enhance the partnership between the embassy s Office of Security Cooperation and the Chadian armed forces. Next steps include hosting three Chadian Military Academy faculty members at West Point over a one- week period in mid- January The trip will showcase the cadet development model, as well as demonstrate active learning methods used by West Point. 5. AMEP: UPCOMING EVENTS 17 events in 13 countries over the next 4 months Benin (2 events) Master Instructor Workshop November- December (exact dates TBD), Cotonou A U.S. Naval Academy, Annapolis, MD, team will deliver a Master Instructor Workshop for select members of the Staff College faculty. January (exact dates TBD), Cotonou A U.S. Military Academy, West Point, team will deliver a curriculum development workshop for the Military Academy. Botswana Air Force NCO Academy Initial Site Survey Week of January 2018 (exact dates TBD), Molepolole An initial site survey will be conducted for the creation of an Air Force NCO Academy. MSgt Kristopher Worcester, USAF Europe NCO Academy, serves as the AMEP academic lead. Cameroon (2 events) December- February 2018 (exact dates TBD), Maxwell AFB, AL The Commander of the Cameroon Staff College and members of his staff will travel to the USAF Command and Staff College to discuss and observe how Counter 5

6 Terrorism (CT), Peacekeeping Operations (PKO), and classroom management are conducted in a U.S. PME institution. War College Initial Site Survey February (exact dates TBD), Yaoundé An initial site survey will be conducted for the Cameroon War College. Dr. Pat Hannum, Joint Forces Staff College, Norfolk, VA, will serve as the academic lead. Chad Introduction of New AMEP NCO Academy Lead December- February 2018 (exact dates TBD), N Djamena SGM Patrick Mason, U.S. Army Sergeants Major Academy, El Paso, TX, will be introduced to the NCO Academy leadership and confirm a detailed agreement for the two- year Program of Cooperation. Djibouti Military Academy 9-17 November, Djibouti City. U.S. Naval Academy, Annapolis, MD SMEs will deliver a physical education curriculum development workshop for the Military Academy. Ghana (2 events) December February 2018 (exact dates TBD), Accra Two Joint Forces Staff College, Norfolk, VA, faculty will deliver a curriculum development workshop for the Staff College. Air Force NCO Academy 4-11 November, Accra Two USAF Europe NCO Academy SMEs will conduct a detailed analysis of the current Air Force NCO core course curriculum. Based upon this analysis, adjustments to the core curriculum will be proposed. Kenya Center for Military Intelligence Initial Site Survey Week of January 2018 (exact dates TBD), Nairobi An initial site survey will be conducted for the Kenyan Defence Force Center for Military Intelligence. Ms. Beth Leeder, U.S. Army Intelligence School, Ft. Huachuca, AZ, will be the AMEP academic lead. Mozambique Master Instructor Workshop January, Maputo A two person SME team led by Dr. John Hagen, Lt Col, USAF (Ret), will deliver the first of three Master Instructor workshops. 6

7 Niger (2 events) Physical Education November, Niamey U.S. Military Academy, West Point, NY faculty will deliver a Physical Education (PE) curriculum development workshop for the Military Academy faculty. This workshop will be designed to link PE to tactics and the development of a standardized PE test. Leadership November, Niamey U.S. Military Academy, West Point, NY, faculty will deliver a leadership curriculum development workshop for the Military Academy faculty. This workshop will identify lesson objectives and assessment techniques, and develop teaching approaches for either Module 1 or for Modules 1-4. These activities will include: the selection of course readings; the discussion of delivery strategies and course organization; and use of embedded assessments. All four modules will be implemented during successive site visits. No focus on teaching will begin until the July 2018 site visit. Nigeria Army War College Initial Site Survey February 2018 (exact dates TBD), Abuja An initial site survey will be conducted for the newly created Nigerian Army War College. COL Chris Wyatt, U.S. Army War College, Carlisle, PA, will be the academic lead. Rwanda December- February (exact dates TBD), Leavenworth, KS Rwanda Defence Force Staff College faculty will travel to the U.S. Army Command and General Staff College (CGSC), Leavenworth, KS, to discuss and observe CGSC curricula teaching and exercise enactment for potential adaptation. Sierra Leone 4-12 November, Freetown SGM Jason Leeworthy from the U.S. Army Sergeants Major Academy faculty will deliver a curriculum development workshop for the NCO Academy. Uganda January, Jinja SMEs from the U.S. Army Command and General Staff College, Leavenworth, KS, will deliver a curriculum development workshop for the Staff College. 7
