1 DEPARTMENT OF NEW HAMPSHIRE VETERANS OF FOREIGN WARS GENERAL ORDERS #2 AUGUST 2011 General Orders are to be read at each Post Meeting and placed on file For the benefit of newly elected and appointed officers, the General Orders are designed to keep you and your membership informed of activities at National and State levels and to provide answers to questions you may be asked during your year. They are prepared and e- mailed to reach you the first week of each month. Best wishes for a most successful year. 1.) REGISTRATION VFW NATIONAL CONVENTION: In accordance with the requirements of Section 222 of the By-Laws, Posts are urged to complete and mail the registration forms and payment of delegate fees to National for the National Convention in San Antonio, Texas; August 27-Sept. 1, NATIONAL CONVENTION POST AND DELEGATE REGISTRATION: Section 222 of the National By-Laws states "Each Post will pay, in advance, a National Convention registration fee of twenty-five dollars ($25) which shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the National Convention will pay a ten dollar ($10) delegate fee. " Each Post is encouraged to register at least one (1) delegate and one (1) alternate for each thirty 30) members or fraction thereof. Delegates and alternates shall be elected in accordance with the Manual of Procedure. 2.) MESSAGE FROM STATE COMMANDER PAUL LLOYD: 1) Thank you everyone that attended the Department outing, a record (in recent years) turn out. Thanks also to John Lilly and The Franklin Post for doing an outstanding job on the meals. Thanks to Winchester VFW Post, Ladies and Men's Auxiliaries for the support and allowing us to hold our events there. 2) Trustee Audits: In past years an acceptable practice was to allow only 2 trustees to sign the reports, no where is that allowed in the bylaws, starting with the June audit the trustee reports will have all 3 trustee signatures, plus the Commanders signature and the QM's information before they will be accepted at the Department QM's office, if not they will be returned. 3) It is the responsibility of all duly elected and appointed Department Officers and Chairmen to attend required meetings, if you absent yourself from 2 consecutive meetings you can be removed as per National Bylaws. District Commanders if you cannot make the Council meetings please ensure that your Sr or Jr will be there. If anyone can not attend a meeting please notify myself and/or the Department Adjutant. 3.) HOMECOMING "RICHARD DENOYER : The Department of Massachusetts, welcomes you and sincerely hopes you will join "The Homecoming Celebration" they have planned for National Commander-In-Chief Richard Denoyer, on September 15-18, 2011 in Quincy, Mass. HOMECOMING "GWEN RANKIN : The Department of California welcomes you and sincerely hopes you will join "The Homecoming Celebration" they have planned to honor National President Gwen Rankin, on September 22-25, 2011 in Sacramento, CA. Contact State Adjutant Dana Hussey for further information. 5) REQUEST FOR DEPARTMENT REPRESENTATIVE: Request for a Department Representative for a special event, must be submitted in writing to the Department Adjutant, PO Box 6025, East Rochester, NH or stateheadquarters@nh.vfwwebmail.com 6) STATE COMMANDER S SPECIAL PROJECT: New Hampshire National Guard Chaplain Emergency Relief Fund State Commander Paul Lloyd has chosen the New Hampshire National Guard Chaplain Emergency Relief Fund as his special project. It is the Commander s goal to Raise as much money as possible this year in support of New Hampshire active duty and their families. Please help the Commander honor and support our military and their families. Please send all donations to State Quartermaster Bill Champagne if you wish to get credit. 7) FALL CONFERENCE/ PROGRAM REVIEW AND COUNCIL OF ADMINISTRATION: The Fall Conference/Program Review will be at the Laconia VFW on October 22, Registration at 8:30 AM Conference starts at 9:00 AM. Council of Administration meeting will be October 22, 2011 at 2:00 PM at the Laconia VFW Post Home in Laconia, NH. Finance and Budget Committee meetings will be at 1:00 PM on October 22, 2011 Veterans Service Committees will be at 1:00 PM on October 22, ) REPORTS: All reports will be filed On Line starting this year. State Adjutant Dana Hussey will be in every District providing training for anyone having a hard time with this concept. So far the State Adjutant has done training in District One and District Four. We have had a good turn out and the training is well received. On-Line Training will be August 7, 2011 in Kingston at 9:00 am for District Seven, August 14, 2011 in Nashua at 1:00 pm for District Six and October 16, 2011 in Union at 2:00 pm for District Three. This does not mean that you have to wait until the Adjutant is in your area if you need help. You can attend any one of the training sessions or, if urgent, call me and I will come to your post. The topics we train on are: On-Line Program Reporting for New Hampshire, The new web mail system for all Commanders, Adjutants, Quartermasters, Service Officers Department Officers and Chairman and how to use the On Line Membership System effectively with National. 9) DISTRICT MEETING ASSIGNMENTS: AUGUST District 5 Winchester 10:00 AM Jr. Vice, James Golden SEPTEMBER 2011: 25 District 4 Bristol 10:00 AM State Chaplain, Bruce Carbone 25 District 7 Hampstead 10:00 AM State Sr. Vice, Greg Lynch

9 What is the Chaplain Emergency Relief Fund? The fund ( CERF for short) was created to provide quick, temporary financial help for military members and their families who are facing unexpected financial needs. Managed by volunteer trustees, who are military chaplains from various branches, CERF was created in 1990 as a private, non-profit, tax-exempt entity registered with the IRS. It s express purpose is to assist military families with emergency financial needs such as rent and mortgage payments, heating fuel and other utilities, car repairs and insurance, medical bills, prescriptions, and the like. It is intended to be treated as an emergency safety net and not an additional source of income. Grants are normally given once per family per calendar year but may be given more than once if the sum of the requested amounts does not exceed the current yearly limit in effect. Grants are considered a gift and not a loan and are not required to be repaid. Where does the money come from? The fund is supported and sustained entirely by the generosity of members of the military community and the community at large. Donations come from a variety of sources such as civic groups, churches, individuals, military unit Family Readiness Groups, and fund raisers by a variety of organizations. Local corporations and businesses are also valued partners in supporting our military families through CERF. Where does the money go? Eligibility requirements are simple: any participating service member of the military, regardless of branch, who resides in or drills in New Hampshire, is eligible to receive these benefits. With the exception of sundry expenses such as stationary, stamps, and fees, 100% of contributions flow directly to the needs of military families. There are no salary or overhead expenses. How are the funds dispersed? The funds are dispersed to the individual in the form of a check that is made out to the creditor(s) and mailed directly to the applicant requesting help. How do Service Members Apply? Following a few simple steps brings relief from financial stressors. 1. Get an application. CERF resources may be accessed from multiple starting points. Application forms are available from : Deployment Cycle Support Care Coordinator NH American Red Cross. Call or visit your local office. Military Family Assistance Center. NHNG Chaplain s Office. Phone numbers and closest locations are available through your unit. 2. Complete application form. Follow the simple instructions on the form.. 3. Provide Copies. Bill(s) 4. Submit packet. Mail application to the address on the application. 5. Wait for check to arrive. Allow at least a week to process the application.
