2 5.1 Regional Connectivity Update and Report on Strategies for Telecoms in the Pacific for the next 5-10 years This update will provide an outlook of the current and future connectivity programs in the Pacific made by various organisations and intends to provide a scope of what could be expected in the next 5 10 years, with the study on Strategies for Telecoms for a common goal of harnessing the potentials of ICT and the catalyzing of resources in the Pacific, for achieving key national development goals for a digital economy and digital society. ITU Regional Office for Asia and the Pacific 5.2 Challenges and Opportunities of small island / small carriers Most small carriers have the same challenges no matter where they operate - access to infrastructure, spectrum, devices, complying with regulatory mandates and deploying networks in difficult - hard to serve areas. There is immense benefit of working together in PITA leveraging on the PITA spirit, and externally with organisations having common goals and needs, such as to help provide information policy and advocacy guidance, share business and operational experiences not only within PITA but also with small carriers in the Asia/Pacific rim market place as well as the US mainland. This contributory talk by CCA will aim to share some major policy issues that impact smaller carriers from their experience, in their aim from members interests and works to educate policymakers on the key issues that impact our members ability to compete, survive, and thrive. ;- from infrastructure - small cell deployment, to mm wave spectrum policy, Mobility II, WEA. At Facebook, we re working to change that. Connecting these often-rural regions to broadband networks with existing backhaul solutions can be expensive and unsustainable. The Facebook connectivity team is developing new technologies and business models to bring affordable internet to more people, faster. Next-generation High Altitude Platform Stations (HAPS) can provide inexpensive and reliable backhaul connectivity, and work as an effective tool for MNOs and other last-mile service providers to reach more people with broadband. There are new choices with next generation HTS satellites, whist on the other hand, there are aggressive funding schemes by donors for submarine cable. In the funded schemes, Submarine cables terminate only to main centers, but there is also the need to expand high speed connectivity to the rural and outer islands. Are the funding schemes also aggressive towards submarine cable connectivity to the domestic maritime islands? What are the national plans for this rural coverage for high speed? There is also a new role of government and PPP in this space. How will it work and what will be the successful recipes for the needed efficiencies and development? 8
9 Without funding assistance, these huge commitments in costly submarine cable schemes may tie up needed funds for development in the network access and applications, that can, in return, accelerate the needed growth and scale, drive local content and create new ecosystems. Should some countries consider high speed HTS satellites to allow this acceleration for the needed local scale? So, what are the roles of Satellites in this high speed and low latency connectivity demand for the unconnected and connected economies with submarine cable? How about strategies for any cable failure and outage as these can be disastrous for small island country if there are any unplanned outages and no back up.
