There will be a need to develop new strategies to have these realized. Where needed, member countries can work closely with each other on sharing new innovations, access to latest applications, core technologies, and raise the consistency of best practices and technology across the region that will be crucial for diversity, while also raising the scale when dealing with external markets and suppliers. This session is to examine what technologies are out there that members can consider adopting for the above aims. Also, this session will raise discussions points on impacts on telecoms by disruptive technologies, the role of IoT, Cloud and Virtualisation, and OTT in these respects, as well as Spectrum Session Moderator: Session Presentations: 8.1: Keynote: Spectrum for bridging the digital divide This session will provide overview of critical factors enabling new technologies and the benefits of such technologies in bridging the digital divide with mobile and wireless systems, DTT, and new generation satellites and 5G roadmap Joaquin Restrepo, ITU Radiocommunications Bureau 8.2: Opportunities for WiFi offload WiFi offload can help reduce network costs and improve customer retention on 3G/4G networks. If you don t already have WiFi offload, how you can justify the capital 4

expenditure. If you do, you may be looking to grow your network organically and maximize its monetization potential. This presentation will provide an overview of the various business models that can be built around your WiFi offload, and to demonstrate how you can use WiFi offload to create new products and services for SMEs. Amelia Power, ALEPO 8.3: Back to the Drawing board, building RAN from the ground up To discuss the benefits of the next generation Mobile networks and new technology that to enables 5G networks, which can be used in 4G networks today, and bring signification cost benefits to the Operator Jan Schaar, Mavenir 8.4: The benefits of a virtualized LTE mobile core as a service for small MNO s Learn how a fully managed solution for LTE packet core, IMS, and more solves financial and technical problems faced by smaller MNO s when deploying LTE and IMS networks and how this can be achieved by enabling a cost-effective build/operate service using disruptive technologies. Andreas Hipp Member of the Board Cirrus Core Networks : Lunch Sponsored by Kacific (PITA AGM GOLD Sponsor) : BREAK OUT Exhibition 9. Continuing the Disruptors and Strategies Conference Conference session: Technology Contributions: Technical and Commercial presentations Room: Hyatt Main Ballroom 1 st Floor Session Moderator: Session Presentations: 9.1 Facebook Innovations for Broadband Internet [HAPS] Approximately 4 billion people worldwide are unconnected, including many who live in regions that lack access to a broadband network. At Facebook, we re working to change that. Connecting these often-rural regions to broadband networks with existing backhaul solutions can be expensive and unsustainable. The Facebook connectivity team is developing new technologies and business models to bring affordable internet to more people, faster. Next-generation High Altitude Platform Stations (HAPS) can provide inexpensive and reliable backhaul connectivity, and work as an effective tool for MNOs and other last-mile service providers to reach more people with broadband. Our focus on catalysing a viable ecosystem around these platforms will be discussed further in this session. Tom C Varghese, Facebook Workshop on VoLTE and VoWiFi 9.2: The Strategy for VoLTE 5

The business case for introducing VoLTE and IMS is often unclear. This session discusses the compelling reasons why carriers should launch VoLTE, and the foundation it provides for the next generation of mobile voice innovation, such as network slicing, scaling for the IOT and multi-persona/multi-device offerings. Building on VoLTE, these innovations will allow carriers to compete effectively in todays fast-changing and disruptive environment Nicholas Beckett, Metaswitch 9.3: How to make VoWiFi & VoLTE commercially and technically accessible for small MNO s How an out of the box turnkey IMS solution enables MNO s to rapidly launch VoLTE and VoWiFi services in 3G, 4G and WiFi networks with easy integration into an existing legacy network and therefore accelerating time to market and dramatically reducing deployment costs. Andreas Hipp Founder and CEO of Cataleya 9.4: LTE on a Budget: Challenging the CAPEX Model The biggest challenge of Mobile Operators is the extremely fast evolution of the technologies (2G to 3G, 3G to 4G, etc ) which, linked to the very strong consumers demands, does not allow them to see any benefit of their investment and put them under constant CAPEX pressure. This leads to incomplete coverages and lack of value added services. To reverse that negative spiral, new concepts emerged such as LTE in the cloud or LTE as a Service. Stephane Palomba, Speedcast : Afternoon Break Sponsored by Speedcast (PITA AGM GOLD Sponsor) : BREAK OUT Exhibition & Workshop 10. Workshop: Digital Leadership. For more case studies delegates from Government and interested participants. Room: Hyatt Main Ballroom 1 st Floor Session Moderator: Session Presentations: 10.1 Research study on Internet penetration in Pacific Island and impacts that results Mark Lipton, Pacific ICT Regulatory Resource Centre (PIRRC) 10.2 Financial Inclusion the role of Mobile Money Challenges and opportunities for financial inclusion in the Pacific Challenges and opportunities for financial inclusion in the Pacific 6

The Pacific poses unique challenges for providing financial services to businesses and communities. These challenges range from a sharp digital divide both between and within nations, and geographically dispersed and isolated populations. Conversely, these same challenges hint at the opportunities for increasing access. Telecom operators are in a privileged position of being able to use their infrastructure to bridge digital chasms. But how do you provide unified services to sparse communities? How do you scale and build partnerships across nations? In this presentation, we ll look at what it takes to bring mobile financial services to the Pacific and examine innovative approaches to tackling these challenges. Amelia Power, ALEPO 10.3 Smart E-Government a session to examine the complicated information exchange, interoperability, policies and processes required for providing E Services across national platforms, and case studies on key sectors such as Healthcare, Registry. Arvo Ott, E Governance Academy- Estonia 10.4 Digital platform for disaster management: Overview and functions of emergency management platform with a focus on communication structures for people and emergency responses to natural disasters. This session is to provide an understanding for Government and PITA attendees on capabilities to support peoples situational awareness in disasters affecting the region Shane Dobson, TELSTRA : PITA AGM Happy Hour Join us at the Exhibit Hall for Appetizers, Cocktails and Entertainment. SECURING THE DIGITAL LIFESTYLES Plenary Session Panel Discussions Room: Hyatt Main Ballroom (1 st floor) The dual challenge: Part One The national access and connectivity With the need to meet future demands from digital transformations and the information revolution, most Telcos are not only facing challenges to upgrade their coverage & reach of High Speed Broadband (4G+), but also to ensure there is greater ubiquity, as well as diversity and resilience in them for disasters. There is also the opportunity of the next generation HTS satellites with lower orbits that could complement/replace most terrestrial networks; What recipes seem to be successful? Session Moderators: (1) Joaquin Restrepo, ITU- Radiocommunications Division & (2) Attila Matas, Satellite Communications Expert, OrbiSpectrum 7

Session Presentations 11.1: Building effective access with Public WIFI, and fixed wireless hybrid with 5G-to- Wi-Fi solutions, to expand access for digital lifestyles in the Pacific This presentation will provide the key technical models and followed case studies of building effective public WiFi, with 5G capable speeds fixed wireless connectivity in a hybrid manner that could also serve as WiFi Offloads for other telecom traffic Eddie Stephanou Cambium Networks 11.2: Growing broadband micro markets in the Pacific Opportunity with latest built HTS satellites for growing the broadband micro markets, where ISPs and remote agencies can be empowered to respond to unmet demands in micro markets. Jacques-Samuel Prolon from KACIFIC Satellites Broadband 11.3: Delivering Digital services To discuss on SES Networks infrastructure joining the ecosystem in providing more automated and intelligent platform for delivering services, including cloud, IoT based services for the mobile landscape John Turnbull from SES Networks 11.4: A Connected Pacific Way forward to 3G/4G with HTS This session will share on case studies, using the new HTS Epic NG satellites to upgrade mobile networks, to raise penetration, and provide mobiles services to the unconnected people, efficiently and more economically Robert Suber from Intelsat : Morning Tea Break Sponsored by SES (PITA AGM SILVER Sponsor) SECURING THE DIGITAL LIFESTYLES Main stream and Alternative Connectivity Room: Hyatt Main Ballroom 1 st Floor The dual challenge: Part Two - International connectivity With the digitalization and the growing broadband to the community, most Telco s are facing challenges to grow their international capacity and at the same time consider the most economic solutions. There are new choices with next generation HTS satellites, whist on the other hand, there are aggressive funding schemes by donors for submarine cable. In the funded schemes, Submarine cables terminate only to main centers, but there is also the need to expand high speed connectivity to the rural and outer islands. Are the funding schemes also aggressive towards submarine cable connectivity to the domestic maritime islands? What are the national plans for this rural coverage for high speed? There is also a new role of government and PPP in this space. How will it work and what will be the successful recipes for the needed efficiencies and development? 8

Without funding assistance, these huge commitments in costly submarine cable schemes may tie up needed funds for development in the network access and applications, that can, in return, accelerate the needed growth and scale, drive local content and create new ecosystems. Should some countries consider high speed HTS satellites to allow this acceleration for the needed local scale? So, what are the roles of Satellites in this high speed and low latency connectivity demand for the unconnected and connected economies with submarine cable? How about strategies for any cable failure and outage as these can be disastrous for small island country if there are any unplanned outages and no back up. Session Moderator: Maui Sanford, MS Consulting Pacific Panelists 1. Robin Russel CEO Belau Submarine Cable Corporation 2. Leo Ben Teriong, Acting General Manager, Palau National Communication Corp 3. Hon Afamasaga Tupai Rico, Minister of Communications and IT, Samoa 4. Naibuka Saune, Corporate Finance Consultant, ATH 5. John Hawker, Satellite ABS 6. Samuel Py, Regulatory Markets, Sandvine 7.
