2 WHAT IS CES-CV? CES-CV is a consultative organisation of the Valencian Regional Council and other Valencian public Institutions dealing with economic, social & employment subjects. It was created in 1993 according to Law 1/1993, July 7th, repealed by Law 1/2014, February 28th currently in force. The headquarters are located in Castellón de la Plana, Calle Enseñanza, where most of the meetings take place, although on some occasions they are held in different places of the Valencia Regional Community.

3 INSPIRED PRINCIPLES OF CES-CV According to 1/2014, 28th February Council Regional Regulation: Act as consultative organ of the Valencian Regional Council and other Valencian public Institutions in economic, social & employment subjects. Contribute to the Valencian economic government debate & in the EU Structural Funds Programmes with special emphasis on the economic and social development of the Valencian Region as well as in territorial and environment programmes. Provide understandings among the different parties in collective working conflicts, bearing in mind the principle of collective autonomy and foster conciliation, conflict mediation & arbitration measures. Participate and promote congress, seminars, workshops and round tables as well as new iniciatives dealing with studies, debates and dissemination of information in matters in which CES- CV holds competences. CES-CV becomes the dialogue forum and meeting place for economic & social agents, not only among them but also with the regional Council in the search of mutual agreement and consent.

4 OUR FUNCTIONS Among the most outstanding: Give advisory but not binding opinion on regulation proposals from the Valencian Government in matters related to CES-CV competences. Give opinion on any facultative matter requested to CES-CV. Issue reports & studies by own iniciative dealing with economic, social & labour aspects. Elaboration and putting into practice of CES-CV internal regulation. Elaborate CES-CV Annual Memoire on economic & social conditions in the Valencian Community Recommend proposals to the Regional Council according to our competences.

7 BUDGET & ECONOMIC RESOURCES Annual Regional Council Budget Regulation establishes CES-CV Funds and the economic resources for its daily activity. For 2018 our budget has been fixed at euros. During the first six months of the year, the President and the General Secretary of CES-CV elaborate the drafting of the Budget Project. Once it is approved by the Executive Board & the Assembly it is sent to the Regional Council for its consideration and final approval. Moreover, the Valencia Regional Council provides CES-CV statistical, technical and any other type of assistance for the fulfilment of its tasks.

10 In relation to digitalization, at present we are engaged in the Digital Agenda Comunitat Valenciana Horizon ICTs are necessary tools to improve efficiency and effectiveness of public administration They enable us to reduce administative charges for citizens and enterprises The objective is to reduce in Spain administrative charges by at least 30%

16 Recently, our regional government has, in close cooperation with the townhalls of the Valencian Community, drawn up the Digital Broadband Map Comunitat Valenciana, identifying 641 new zones without coverage. The aim is to create a permanent forum with the different townhalls in order to achieve high speed broadband in the entire territory of our Community.

18 SUMMARY ICTs diffusion and data use have a great potential in social progress (health, education, concilliation, environmental protection, food safety, transport systems, energy efficiency and city management, among others). It is essential to analyse the positive and negative aspects of ITCs and how they can affect productivity and work. Public authorities and social partners must develop common strategies to transit to digital economy skilfully and efficiently in order to achieve competitive advantages and to compensate its negative effects.

19 Type of employment & jobs will considerably change with robotization an digitalization. Self-employed workers, digital workers platforms and telecommuting are examples of this evolution. 8 up to 10 young adults will work in new jobs to be created in the coming years. Besides, digitalizationtalisation gives rise to new employment conditions that may affect social protection systems. We have to face up to this fast and unceasing process in which administrations, workers and employers must play a key role.
