The site has many functions for sharing information on meetings, training resource materials and other items of regional TIM significance. The intention is to serve as a clearinghouse or one-stop-shop for all things TIM-related in S.C. Site content management and posts to the social medial channels are being updated regularly. 2 Statewide FHWA SHRP2 Training Efforts continue to deliver the Federal Highway Administration (FHWA) TIM training known as Strategic Highway Research Program 2 (SHRP2) to every S.C. first responder. Here is a breakdown of training by disciplines or agencies so far: 38% Law Enforcement 28% DOT 17% Fire 9% Other 6% Towing 2% EMS These numbers do not reflect the approximate 1,000 DPS-related personnel who completed the training. As of the now, S.C. has trained slightly more than 1,200. The state has seen higher participation rates than Alabama, North Carolina and Texas, all without formal train-the-trainer sessions. Right now, coordination is being established with regional TIM teams to begin identifying trainers who can participate in the future train-the-trainer courses, which consists of a day and a half of instruction. A representative from City of Columbia Fire Department requested assistance to schedule / complete five weeks of the four-hour SHRP2 training in early 2015 to train as many as 500 firefighters along with other participating agencies. Once these training opportunities are established, promotional efforts will be shared with other agencies to increase awareness / participation. Future Columbia-area SHRP2 training can be shared with the state EMS association and DHEC listserv, among others. It is possible that SHRP2 could be presented as part of the EMS conference in Myrtle Beach (late Feb. 2015), fire services conference in Myrtle Beach (June 2015) and emergency managers association quarterly meeting (Jan. 2015). Need contact details to secure SHRP2 training sessions, training track / conference inclusion and other presentation opportunities with the various agencies mentioned. 3 SCDOT / 511 OneView Use The 511 site now includes live streaming video. The new OneView option will give government agencies and related responders unique login privileges to access specific traffic cameras for the purposes of scene management and incident response. Multiple cameras can be opened at once and customized wall-type views can be set, but there will not be tilt, pan or zoom options. This access is being offered without cost, but consent forms must be requested and completed prior to use. Allow up to two weeks to review access requests. Agencies and responders need to request OneView access by completing forms supplied by Mike Bowman. Responder Safety and Traffic Control Federal law requires everyone completing work in the public right-of-way to wear reflective materials such as vests. Exceptions are made for firefighters actively engaged in hazmat or fire suppression and law enforcement in tactical engagements. All agencies and responder communities are encouraged to remind their personnel to adhere to the heightened safety standards and to maintain high visibility. A greater emphasis will continue regarding high visibility, proper traffic control techniques and scene safety for the sake of all responders. 4 Interoperable Communications The state s TMC facilities are continuing efforts to grow cooperation and communications with area DPS dispatchers and 911 centers. The more that TMC personnel know about a scene, the more accurate the information will be that is posted though 511 and interstate message boards. Further discussions are suggested regarding possible common communication channels (mutual aid) to include DOT personnel and all others providing response to scenes of significant impact. Lexington County 911 has a script of questions and instructions they use to get motorists to move their wrecked vehicles out of travel lanes when no injuries are present to stay in compliance with state law and limit travel disruptions. Towing Other jurisdictions are using various incentive programs and other initiatives to promote quick clearance through their area s towing and recovery professionals. Some examples offered included TRIP in metro Atlanta and Washington State s instant dispatch / instant tow programs. There may be room for such efforts in the state for the sake of propelling safe, quick clearance of wrecks to increase responder safety. Future meetings might include discussion of towing and recovery efforts, particularly the determination of all applicable issues and priorities. Baselines of existing conditions would also need to be discussed / established prior to any activity.

5 After Incident Reviews TIM meetings are great opportunities to review traffic incidents and other situations involving responders to highlight best practices and lessons learned. The information gathered can also be shared with other agencies through the SC TIM Network site and related outlets. Future Meetings and Activities The next Columbia TIM meeting will likely occur in six months (May 2015). If another meeting is needed in advance or a smaller gathering of a few key personnel, Mike Bowman can schedule it.
