17 Take-away 1: Need for an infrastructure for secure exchange of e-invoices, with a low entry-barrier Low entry-barrier: Easy to apply, accessible, quick to implement and inclusive Infrastructure: A common structure of systems, roles, solutions and agreements that ensure participants can exchange invoices securely Cooperation among service providers is a solution to achieve this A common infrastructure is necessary to get rid of the current model of islands 17 Workshop 1: Scoping a cooperative e-invoicing infrastructure August 28th All rights reserved.

21 Guiding principles as agreed upon June 28th 1. The current market dynamics and strong focus on the large (corporate) buyer does not result in mass adoption of e-invoicing; 2. The current practice, in which interoperability is governed by bilateral agreements between service providers, is not scalable in the long term nor will it result in an optimal situation for the end-customer; 3. Competition among participating service providers should focus on delivering added value to end-customers rather than the reach of their respective (sender and receiver) networks; 4. The infrastructure should facilitate reach towards any (potential) trading entity; 5. The infrastructure should fit within international developments, and be based on best practices of existing (European) e-invoicing initiatives where possible; 6. 26 Functionality supported by the scheme Suggested scope: 1. Support of a basic e-invoicing process that can be implemented by the participants within the timeframe of the project 2. 29 How will users easily find each other? Suggested scope: 1. Infrastructure facilitates reach 2. Any sender of e-invoices is able to reach any receiver 3. Any receiver of e-invoices is reachable for any sender 4. End-customers are able to exchange invoicing details as easy as telephone numbers 5. 30 Example: How does PEPPOL addressing work? PEPPOLs registry locator (DNS) Resolving a REST-URL for the participant. 32 Re-use of initiatives, standards and solutions Suggested scope: 1. Initiatives: Re-use EESPA-material for agreements on internal control, disputes, SLA Re-use PEPPOL material for addressing 2. Message standards: One primary standard for exchange of invoices within the scheme Outside the scheme, service providers are able to communicate with their customers in any desired format Support of at least 2 versions of the standard chosen Investigate whether UBL2.0 can be used as the single messaging standard An implementation manual of the standard 3.
