4 NGN Definition (ITU) A Next Generation Network is a packet-based network able to provide services including telecommunication services and able to make use of multiple broadband, Qos-enabled transport technologies and in which service-related functions are independent from underlying transport-related technologies. It offers unrestricted access by users to different service providers. It supports genralized mobility which will allow consistent and ubuquitous provision of services to users. (ITU)

9 NGN First question under the sufficient communications environment among worldwide people, What will be the next to voice communications and SMS? The answer is various services over NGN, Next Generation Network.
10 NGN Next Question is What is the NGN, and for what NGN will be used not only in cities but in rural areas? As for the First question, NGN can be summarized by the following two features. - Convergence of telephony and internet - Convergence of fixed, mobile and broadcasting networks.
11 NGN Second question What will NGN killer applications be especially in rural areas. If the NGN services could not be spread to rural areas, NGN penetration would not reach over 50 percent which should be mandatory as the next of current mobile networks
12 NGN Killer Application In cities: the answer is quite simple, because people have already been familiar with internet. High speed or broadband internet-based services provided by NGN, through FTTH, 3G, WiMAX and/or LTE, will be accepted naturally when the NGN provides existing services much more powerfully with human friendlily and dependability.
13 NGN Killer Application In rural areas: There is currently almost zero capability for internet, since the telephone wire penetration for ADSL is still around 5 percent only and SMS cannot convey internet services due to its poor data rate. This situation is considered as the Digital Divide and solutions are urgently required in ITU.

16 SHARE and APT-J3 Case SHARE projects with support of Asia Pacific Telecommunity were newly started to respond Digital Divide solutions by using NGN as a powerful and efficient tool for innovating current governmental services over agriculture, healthcare and education to bring people in rural areas much better total life. Key conductors of SHARE projects will report basic principle and current situations. APT-J3 case: Pilot Project for Promotion of e-local e community with ICT solution in Indonesia.

18 Implementation Approach Due to poverty avelliation, education, health care and environment issues including agriculture using telecenter with approach of Public-Private Partnership (PPP) model, Fighting community right for development and Priority to fulfill social need to overcome FEW (food, energy, and water) crisis including climate change burden them and conducted through SHARE (Success and Happiness activating Regional Economy)
19 Implementation Approach All stakeholders involvement combined with SCM (integrated, internetworking, end to end, interdependent and communication principles) through implementing APT-J3 Pilot Project for Promotion of e-local e Community with ICT solution in Indonesia in Tanah Datar Regency, West Sumatra Province, Indonesia focus on e-health care. With this endeavor, it would enable rural and remote areas to be ready with flat world.
20 3. APT-J3 pilot project Promotion of e-local community with ICT solution in Indonesia
21 APT (Asia Pacific Telecommunity) What is APT Pilot Project? -Established in July Members, 4 Associate Members and 110 Affiliate Members -Office in Bangkok, Thailand 1. OBJECTIVE The objective of this programme is to solve the digital divide in the Asia-Pacific region, through the promotion of pilot projects to ensure the access to ICT in rural areas of each country, and to promote and develop ICT and Broadband in the region. 2. OUTLINE This programme will provide financial support for each pilot project in establishing ICT access points and telecenters in the rural areas of APT Member countries, etc. The results of the projects will be reported at a meeting on Broadband and ICT development held in Year 2007 and will be posted on the APT web sites.
22 Project Site : Tanah Datar Regency Tanah Datar Regency Batusangkar, West Sumatra, Indonesia Tanah Datar Regency (Basic Data) Population: 343,993 (Number of households: 86,424) Area: km sq. Average Temperature: 20 25C (Highlands) Medical Facilities: 133 (including healthcare clinic Puskesmas ) Schools: 630 (Current Activity) Mobile CAP was contributed by MCIT/KOMINFO e-local government program will be supported by MCIT/ KOMINFO and JICA Indonesia
23 Project Outline In Tanah Datar, there are 3 main reasons of the unavailability of sufficient medical services for the residents. (1)Expensive in cost, (2)Few hospitals with far distance, (3)Insufficient knowledge of diseases Regarding reason (1), the Tanar Datar autonomous local government has already started the medical services for residents free of charge. To solve the remaining issues (2) & (3), Telecenter will be established by the APT-J3 pilot project to encourage the people to use medical services when needed. Telecenter will also have some education contents that will provide a reminder against some contagious diseases by growing in knowledge of diseases. In the very near future, the expansion of Telecenter will be planned for the better usage for the local community. For example, agricultural contents will be provided since 70% of the resident works in agricultural sector. Furthermore, the good result and experience through this project will be able to expand into a lot areas where the similar issues has occurred. A health and body checkup kit will be installed in the two selected sites. Service output The data from measurement will be stored with a identification number (e.g. resident registration number) in Data Warehouse.
