3 Rationale: Open Data Achieving efficiency gains through sharing data inside and between public administrations; Potential for re-use by third parties in new products and services; Related initiatives and examples: Addressing societal challenges having more data openly available will help us discover new and innovative solutions; Fostering participation in political and social life and increasing transparency of government. Reuse of public sector information (PSI), INSPIRE, Copernicus EU Open Data Portal - data of the EU institutions, agencies and bodies KLIP (BE): central platform where all public administrations could share their information regarding the location of underground cables and pipes TransportAPI (UK): data aggregation and analytics service for public transport data in the UK Topo GPS (NL): mobile navigation application based on open data from the base registry of topography in the Netherlands

4 Rationale: Achieving efficiency gains through re-using services inside and between public administrations; Open Service Certain components can also be provided by different actors, resulting in new or value added services; Open public services combined with data can result in personalised or location-based service offerings. Related initiatives and examples: CEF Digital Service Infrastructures Joinup.eu collaborative platform to find, re-use, develop open source software Points of Single Contact as egovernment portal for businesses WebDIV (BE): In Belgium, car owners are obliged to register their cars with the Directorate of Vehicle Registration (DIV). However, via the WebDIV insurance companies can do this online. This allows citizens to just contact their insurance company to buy a car insurance and at the same time to register their car at the DIV. ESD (UK): Effective Service Delivery network has developed a range of toolkits and shared services for collaborative working and for evidence-based improvements of locally delivered services.

5 Rationale: Open Process Opening up the organisational structures and work processes of the public sector allow for wider inputs; Increasing transparency, legitimacy and accountability of government; Related examples and initiatives: Fostering participation of citizens in political and social life. Futurium online platform that engages stakeholders in the co-creation of futures and policy ideas Participative budgeting initiatives in various European cities Also open processes between administrations; the once-only principle Idées Paris / Paris participatory budget (FR): Empowering Parisian citizens to make proposals for spending 5% (or 500 million) of the city s investment budget. Vouliwatch (GR): a platform for citizens and civil servants to engage in the legislative and political process in order to achieve better laws created with active citizen support. Refugees Welcome (DE): Citizens can register and offer a room at their home, in order to provide a home for refugees.

From silos to joined-up and open government Re-use existing building block digital service infrastructures (see the CEF) Consider breaking down business processes and tasks into fundamental (modular) services that can be re-used coupled with other services in different contexts (start small, agile, flexible) Consider the role of (open/big) data (accountability & collect, connect, analyse) Opening up data and services gradually; starting with high impact (economic, social, democratic) domains & ensure continuity and quality of open data (SLAs) Common architectures, shared services (catalogues) and open standards

14 Conclusions Small is beautiful (local where people live their lives ) Prioritise (e.g. start from feedback mechanisms on human services rather than collaborative policy design) Implement mechanisms across all units to ensure systematic feedback to participants about how their input has been used (approx. 30% of the resources should be used after the launch of the services) Cross-sector partnerships will be important for the next generation of intelligent cities and spaces Agile public procurement procedures, such as PCP / PPI Harnessing open government opportunities at local level (hackathons, crowdsourcing of ideas, public sector innovation awards, and awards for citizens' contributions, etc.) - ensure procurement budget
