6 MEGCIP GENERAL OBJECTIVES The Mozambique egovernment and Communications Infrastructure Project (MEGCIP) was financed by the World Bank and implemented by the Ministry of Science and Technology, Higher and Technic Professional Education and the Ministry of Transport and Communications from January 2010 to June The MEGCIP Project General Objectives: Connectivity Development Contribute in the reduction of data communication costs and on the extention of the geographical coverage of broadband networks in the country. Promotion of Good Governance and Transparency Contribute in the improvment of eficiency, eficay, and transparency in the governance process through the use of egovernment Systems in the provision of public services. 6
7 COMPONENT I: TECHNICAL ASSISTANCE Objectives: Improve the capacity of national institutions to develop, implement, and monitor policies, strategies, legislation, and regulation in the ICT area; Ensure security and privacy in using electronic transactions in Mozambique; and Introduce new telecommunications operators in the country.
8 COMPONENT I: TECHNICAL ASSISTANCE ACTIVITIES RESULTS IMPACT 1. Training. Trained more than11504 public officers in different areas: 536 in technical aspects of ICTs; 54 in Data Management; and 33 in Process Reengineering and Change Management in Public Administration. Improve the ICTs technical capacity of government employees leading to the improvement of their performance in providing public services using ICTs in general and egovernment services in particular; Level of citizen satisfaction in the target areas (Land registration and civil identification, and business registration) has improved; Improve the capacity of Government IT personnel to develop and manage egovernment systems in the targeted areas. 2. Preparation of the National Broadband Strategy. 3. Revision of Law.8/2004, Telecommunicatio ns Law Mozambique Broaband Stragey (Finalized in 2016) Telecommunications Law, Law 4/2016 Telecommunications Strategy (Finalized in 2015) Teleommunications Regulations Approved (Sharing of infrastruture and National Roaming) Extension of geographical coverage of data communication networks; 28 ISPs, 3 Mobile Operators, and 3 providers of national broadband services, 2 providers of submarines cabe services, and one provider of fixed telephony services; More than 13 million citizen benefit from the fixed and mobile telephony services, incluind Internet access. 53% of the population in Mozambique is now covered by telecommunications networks and services; and Significant reduction of the telecommunications costs. 8
9 COMPONENT II: CONNECTIVITY Objectives: Improve the access to connectivity services for strategic users; and Extend the coverage of telecommunications services to rural areas. 9
10 COMPONENT II: CONNECTIVITY ACTIVITIES RESULTS IMPACT 1. Establishing the Legal Entity of the Mozambique Internet Exchange (MOZIX) and Purchase IT equipemnt for MOZIX 2. Extension of GovNet to 25 districts and improvement of the GovNet data processing and storage capacity. 3. Increase the GovNet international data coomunication capacity 4. Establishment of 29 CMCs and Design of the CMCs Business Model The MOZIX (Mozambique Internet Exchange) Associatiion established; Improvment of MOZIX Operating Environment at the CIUEM (Center of Informatics) of the Eduardo Mondlane University. IT and telecommunications equipement installed in 25 districts as part of the GovNet (Government Electronic Network); IT and Storage Equipment Installed at the GovNet NOC at INTIC. Established two international links to the Internet using the SEACOM submarine cable totalizing 310 Mbps (155 Mbps for each connection) for a period of 20 years totalizing 465 Mbps. 29 Community Multimé dia Centers (CMCs) established in the same number of districts; CMCs provide services to more than 6 million citizens, including Internet access. Segregation of Internet traffic at the national level; Improvement of the Internet access quality; e Improvement of the eficiency and eficay of the use of the Mozambique international connections to the Internet. More 25 districts, interconnect by GovNet, totalizing 96 districts, with benefits to more than 567 Government institutions at the district level, using egovernment systems to improve public services delivery. Improve the capacity of more than 567 Government institutions at the district level to access tthe Internet and to GovNet services; Significant reduction of Internet access costs to the Government; International capacity available for 20 years. Extend the ICTs services to rural areas; Population at the rural areas with opportunities to participate in the digital economy. 10

To provide access to information to improve business and simplify citizens lives. Flagship Projects: 1. Common Communication Platform and Interoperability Framework; 2. Transparency/Accountability Financial Transactions Enablement; 3. Citizen Identity Registry System (Unique Citizen Identification Number NUIC); 4. Business and Legal entity Registration and facilitation System; 5. Land and Property Management System; 6. Government Horizontal Integration System. 13

Implementation of the Land Information Management System (SiGIT) egovernment Interoperability Platform implemented and operational; Government Portal Revised More than 6000 licenses of Microsoft products centrally contracted by the Government of Mozambique; IT equipment installed in Maputo, Gaza, Inhambane, Sofala, Tete e Manica Provincial Land Management Services. 35 technical personnel of the Land Management Services Training on SiGIT Harmonization of egovernment applications development and eservices provision; Reduction of avarege unitary costs of licenses for desktops and servers. Improvement of the capacity to manage the software contracted by the Government Land occupation and management improved on the provinces covered; and Improvement of Digitalization of DUATs (Right of Access and Use of Land) processes. 4. Provision of IT equipment for the Integrated Platform for the Provision of Public Services tpo the citizen 5. Implementation of the Vital Statistics and Civil Registry System (e-rcev) IT equipment procured and installed ffor the Integrated Platform for the Provision of Public Services (ebau); Provision of Connectivity Services to the e-rcev sites. IT equipment provided to 12 Conservatories of Civil Identification; 6 IT technical personnel of DNRN trained in ICTs; and e-rcev installed in 15 sites. Improvement of the registration of business; Improvement of the capacity to store and process data related to the ebau system. Improve the provision of civil registration services to the citizen; Digitazation of the Civil Registry data base; Technical capacity building of IT personnel and users of ercev 14

19 CONCLUSION Consolidation of Legal and Regulatory Environment for the promotion of the Digital Economy in Mozambique with the finalization and adoption of legal instruments in the telecommunication s, electronic transactions, and egovernment Have the CMCs as the Digital Platforms and catalyzers of ICTs use in rural, as well as spaces for social innovation in the districts for the provision of several eservices in areas like health, education, agriculture, Improve Mozambique participation in the Internet through the operation of MOZIX (Mozambique Internet Exchange) as well as of the promotion of content (eservices and Data Bases) development to be localized in Mozambique in the National Data Take the Benefits of Broadband services to the citizens thorugh the implementation of the National Broadband Strategy that allows for the deployment of high speed data communications networks and access to the Internet in all regions of the country. Use the MoRENet as the platform for the promotion of ICTs use by the research and education community in Mozambique and for access to international global research and education networks. The expectation of the Government of Mozambique is that more actors from the private and public sectors, as well as from academia and civil society will improve the use of ICTs with the ultimate goal of contributing for social and economic development of areas; tourism, etc. Centers.
