2 I. CONCLUSIONS AND RECOMMENDATIONS The Committee at its ad-hoc session: 1. Endorses the draft Asia-Pacific plan of action on space applications for sustainable development ( ), with the actions matrix, and the draft ministerial declaration for the third Ministerial Conference on Space Applications for Sustainable Development in Asia and the Pacific as its annex. 2. Decides to present the draft plan of action and draft ministerial declaration to the third Ministerial Conference on Space Applications for Sustainable Development in Asia and the Pacific, on 10 October 2018, for adoption. 3. Requests all members to report to their Ministers or Heads of delegation, to the third Ministerial Conference on Space Applications for Sustainable Development in Asia and the Pacific, on the result of the session. 4. Expresses appreciation for open, collective and inclusive drafting consultation process which resulted in a substantive country-needs driven plan of action. 5. Notes the emerging challenges on effective utilization of space applications, and recognizes that the draft Asia-Pacific plan of action could help overcome these challenges. 6. Expresses support, through enhanced regional cooperation, for the implementation of the Asia-Pacific plan of action for space applications for sustainable development ( ). 7. Appreciates the efforts made by all members of the ICC Plus and Drafting Committee, under the Chairmanship of the Executive Director of GISTDA, and Vice-Chairs of both Committees, as well as the support provided by the secretariat in finalizing the draft Asia- Pacific plan of action on space applications for sustainable development ( ). 8. Requests the Chair, with the support of the secretariat, to send the report of the session to all ICC members by 20 October 2018, for adoption by circulation. 2
3 II. PROCEEDINGS A. Organization of the meeting 9. The Ad-hoc Session of the Intergovernmental Consultative Committee (ICC) Plus on the Regional Space Applications Programme for Sustainable Development (RESAP) was held from 8 to 10 October 2018, in Bangkok, Thailand. The meeting was organized by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). B. Attendance 10. The meeting was attended by the following ESCAP member States: Bangladesh, Bhutan, Cambodia, China, Fiji, India, Indonesia, Islamic Republic of Iran, Japan, Kazakhstan, Kyrgyzstan, Lao People s Democratic Republic, Mongolia, Myanmar, Pakistan, Republic of Korea, Russian Federation, Sri Lanka, Timor-Leste, Thailand, Tonga, Turkey, United Kingdom and Viet Nam. Representatives from the following United Nations organizations also attended: the United Nations Convention to Combat Desertification (UNCCD), the Operational Satellite Applications (UNOSAT) of the United Nations Institute for Training and Research (UNITAR). Representatives from the following regional and technical agencies also attended: Asian Disaster Reduction Center (ADRC), Asia-Pacific Space Cooperation Organization (APSCO), Bangkok Produce Merchandising Public Company Limited, World Geospatial Industry Council/Geospatial Media and Communications (WGIC). The complete list of participants is included in of this report. C. Agenda item 1: Opening of the session 11. The session was opened by the Director of Information and Communications Technology and Disaster Risk Reduction Division of ESCAP. In delivering her opening statement, the Director expressed her appreciation to all for their contributions in the long drafting and preparatory process for the Third Ministerial Conference on Space Applications for Sustainable Development in Asia and the Pacific. She reiterated the main objective of deliberations in finalizing the two key documents for submission to, and adoption at, the Ministerial Conference. She highlighted the progress which has been made in the region in integrating geospatial information to support sustainable development efforts, as well as the challenges which still remain. The Director outlined the significance of the plan of action in scaling up the use of space technology and geospatial information applications, and the potential to achieve a developmental transformation in the region, which can serve as a global model on the cooperative use of innovative technologies for a common good. Finally, the Director welcomed the finalization of the draft regional plan of action and the draft Ministerial Declaration and requested all members to closely liaise with their respective delegations to ensure smooth coordination for the upcoming Ministerial Conference. 12. The elected Bureau of the Ad-hoc Session of the Intergovernmental Consultative Committee (ICC) Plus on the Regional Space Applications Programme for Sustainable Development (RESAP) consisted of: 3
4 Dr. Anond Snidvongs, Executive Director of the Geo-Informatics and Space Technology Development Agency (GISTDA) of Thailand, as Chair of the Committee; Dr. Diwakar Gururao Parsi, Scientific Secretary, Indian Space Research Organization (ISRO), as Vice-Chair; Mr. Jigme Thinlye Namgyal, Director General, Department of Information Technology and Telecom (DITT), Ministry of Information and Communications (MoIC) of Bhutan, as Vice-Chair, and; Mr. Leveni 'Aho, Director of the National Emergency Management Office (NEMO), Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) of Tonga, as Rapporteur. 13. The agenda was adopted by all members as contained in document ESCAP/ICC plus/1, taking into consideration the request, as detailed above. The amended agenda is included in Annex 1. D. Agenda Item 2: Deliberation on the draft Asia-Pacific plan of action on space applications for sustainable development ( ) 14. The Secretariat presented the suggestions and comments received from respective Seats of Government. The Chair led the process of reviewing all suggestions and comments, and facilitating further discussion on the plan of action, while the secretariat made necessary changes and provided appropriate clarification where relevant. E. Agenda Item 3: Deliberation on the draft Ministerial Declaration of the Third Ministerial Conference on Space Applications for Sustainable Development in Asia and Pacific 15. The Secretariat presented the the suggestions and comments received from respective Seats of Government. The Chair led the process of reviewing all suggestions and comments, and facilitating further discussion on the Ministerial Declaration. while the secretariat made necessary changes. F. Agenda Item 4: Preparation of the Third Ministerial Conference on Space Applications for Sustainable Development in Asia and Pacific 16. The secretariat provided an overview of the final arrangements and protocols for the third Ministerial Conference on Space Applications for Sustainable Development in Asia and the Pacific, to be held on 10 October 2018 in Bangkok Thailand. G. Agenda Item 5: Adoption of the report of the Committee at its ad-hoc session 17. The secretariat presented, for deliberation and endorsement, the draft conclusions and recommendations (Part I) of the Report. The Committee adopted Part I of the Report by consensus, and agreed to adopt the proceedings (Part II) by consensus, through . 4
5 Agenda Item 6: Closing 18. The Director of Information and Communications Technology and Disaster Risk Reduction Division of ESCAP, delivered her closing remarks. She expressed her appreciation to the ICC and experts from the open-ended Drafting Committee for their support in formulating the draft plan of action and the bureau of the Committee for their guidance in bringing the Committee to a successful conclusion and outcome. She reiterated the opportunity the meeting provided, in facilitating in-depth discussions that have guided the development of the plan of action, and its potential to integrate geospatial information with digital innovations to support sustainable development. She reiterated the importance of the third Ministerial Conference on Space Applications for Sustainable Development in Asia and the Pacific, to solidify member States commitment to reginal cooperation and support the work of the space community towards the delivery of the Regional Road Map for the Implementation of the 2030 Agenda.
