12 Type of Actions engagement of the MS in the implementation Part of the actions require MS to lead and provide the resources. EC will help by supporting, organising exchanges of best practices, etc EC and MS working together : Actions aiming at ensuring cross-border public services Implementation of the enabling conditions: EC lead notably on measures such as adopting legal instruments, setting standards, ensuring interoperability, formulating common frameworks, implementing generic tools, providing technical building blocks and ensuring interoperability

15 The European egovernment Action Plan Targets By % of citizens will have used egovernment services (42% in 2010) 80% of businesses will have used egovernment services (75% in 2010) A number of key cross-border services will be available on-line Other targets will be set with MS during the lifetime of the AP
