5 What is HFA 1. HFA is the final document that was approved and endorsed by 168 Governments at the World Conference on Disaster Reduction in The overarching Goal of the HFA is to Building the resilience of nations and communities to disasters 3 Strategic goals 5 Priorities for action Cross-cutting issues (gender) Implementation and follow-up 3. The focus of HFA is on national and local implementation, with bilateral, multilateral, regional and international cooperation

9 2007 Delhi Declaration on DRR in Asia Expansion of the biennial AMC-DRR to the Regional Platform for DRR Ministers in charge of disaster reduction to provide the political leadership for the Asia RP/DRR Core functions for the RP, i.e.: Review the action taken by the national governments and other stakeholders for the implementation of the HFA; To take stock of initiatives taken in various sub-regions of Asia for promoting and enhancing cooperation among all stakeholders; To share and exchange best practices and lessons learned from disaster risk reduction in various fields including application of science and technology, community based disaster preparedness, public-private partnership etc; and To further enhance regional cooperation for DRR.

10 The 3 rd. Asian Ministerial Conference on Disaster Risk Reduction Dec Kuala Lumpur The objectives of the AMCDRR were to: review implementation of the HFA by all stakeholders; ensure follow-up to the decisions taken by the ISDR Asia Partnership; take stock of DRR initiatives taken in of Asia for promoting cooperation and building partnerships; share and exchange good practices and lessons learned on DRR; Discuss key global DRR processes e.g. GP, GFDRR; develop a vision and roadmap to strengthen existing partnerships and forge new ones; and promote adequate policy and financial support at the national level.

11 2008 Kuala Lumpur Declaration on Disaster Risk Reduction in Asia First Asian Ministerial Conference focusing on action with the Kuala Lumpur Declaration being supported by an action plan developed through the IAP in March The conference launched the Kuala Lumpur Initiative on Public Private Partnership for disaster risk reduction, under the leadership of the Governments of Malaysia, India and Republic of Korea The meeting also launched the first regional Champion on DRR, in Senator Loren Legarda of the Philippines. Of the numerous outcomes of the meeting, the repeated call made by Governments for the allocation of 10% of humanitarian funding for DRR was the most prominent

12 The ISDR Asia Partnership (IAP): Set up in 2003 and composed of four UN bodies (UNDP Regional Centre Bangkok, UNESCAP, UNOCHA Regional Office for Asia and Pacific, ISDR secretariat for Asia and Pacific) and two regional organizations (ADRC and ADPC) as an informal group to promote disaster risk reduction matters in the Asia & Pacific region In 2007, the IAP was expanded to include other UN agencies and regional bodies, as well as donors, intergovernmental organizations and civil society (over 35 partners). Chaired by UNISDR Asia and Pacific and characterizes itself as an informal multi-stakeholder forum with the role to facilitate the coordinated and coherent implementation of disaster risk reduction and the HFA in the Asia region. The IAP also declared to support the Asia RP/DRR

14 Proposed IAP Roles in Support of Asia RP/DRR (2 of 3) Supporting the biennial HFA progress reporting process of the ISDR system. The concrete IAP engagement will include HFA progress reviews Monitoring the Implementation of AMC-DRR Recommendations Improving coordination & coherence, and strengthening synergies through information sharing and mapping of initiatives Regional Mapping of DRR Initiatives

16 Pacific Regional Platform for DRR The APEC Senior Leaders met in August 2008 in Peru, and endorsed an APEC draft regional strategy in support of HFA and disaster risk reduction. The Leaders also formalized APEC s membership to the IAP. UNISDR provided key inputs to the creation of the Pacific Platform for DRM, including the assistance in the development of the background document and in regional consultations and briefings. The Platform is the new formulation of three regional DRM meetings i.e. annual Disaster Managers Meeting, annual meeting of the Pacific DRM Partnership Network and the CEOs meeting, and was endorsed by the 37th SOPAC Governing Council at its meeting held in Tuvalu from October 2008.

17 Major challenges 1. The World is still lack of understanding and capacity to reduce disaster risks, especially at national level. 2. Governments have not allocated adequate human and financial resources for reducing existing disaster risks in order to protect development gains. 3. Development sectors have not yet made disaster risk assessment as part of their development plans and programmes at all levels. 4. Mainstreaming Gender concerns and needs in DRR still remains unsatisfactory. 5. Disaster risk reduction has not been fully recognized as a tool for climate change adaptation, especially at national level.
