2 Target countries for CBHE in ASEM Asia: Eligible partner countries: - Kazakstan and Russian Federation (since 1993/94 ; former Tempus II, III and Tempus IV) - Mongolia ( under Tempus II and III, Asia-link 2003) - Bangladesh, Cambodia, China, India, Indonesia, Laos, Malaysia, Myanmar, Pakistan, Philippines, Thailand, Vietnam (Asia-link ) Non eligible countries: Australia, Brunei, Japan, Korea, New Zealand, Singapore

4 KA2 Cooperation for innovation - Higher - HE Strategic Partnerships Raise HEIs capacity to modernise 1. Strategic Partnerships: more intense cooperation between institutions. 2. Knowledge Alliances: structure partnerships between HEI and businesses 3. Capacity Building in HE for neighbourhood countries, Western Balkans and the rest of the world (Asia, Latin America & ACP) Knowledge Alliances University-business cooperation for more innovation Capacity Building in HE Partnerships between HEIs from Programme Countries and Partner Countries for exchange and transfer of experience
5 What is it about? Objectives of the action: - Support the development / modernisation / reform of HE in Partner Countries; - Promote cooperation between Europe and Partner Countries (as well as among Partner Countries); - Promote voluntary convergence with EU developments in HE; - Promote people-to-people contacts, intercultural awareness and understanding
6 How does it work? (1) - Short and mid-term projects (2 or 3 years) - put forward by consortia of institutions from Europe AND the Partner Countries - selected on the basis of open and highly competitive calls for proposal - Each project is coordinated / represented by a coordinating HEIs from Europe or the Partner Countries (power of attorney)
7 33 Programme Countries from Europe collaborating with 28 EU Member States + Turkey, Iceland, Liechtenstein, Norway, Former Yugoslav Republic of Macedonia 150 Beneficiary / target / Partner Countries - Eastern Europe and Southern Mediterranean countries - Russian Federation - Western Balkans - Asia and Central Asia - Middle East* & South Africa - Latin America - ACP countries * Iran, Iraq, Yemen
8 5 main principles: How does it work? (2) - Targets: institutions and systems rather than individuals (not directly a mobility action) - Relevance to needs of countries/institutions - International cooperation as a means (exchange of experience & practice, peer learning inspite of diversity) - Bottom-up approach (voluntary process, grass root initiatives, creating innovation hubs) - Emphasis put on institutional cooperation (institutional commitment, structural & sustainable impact)
9 How does it work? (3) 2 categories of projects: Joint Projects: operate at micro level and target higher education institutions in the eligible Partner Countries Structural Projects: operate at macro level and target national higher education systems and policies in the eligible Partner Countries
10 How does it work? (4) Composition of partnerships: Projects may involve one or more Partner Countries (from the same or different regions) with at least 2 HEIs each. Projects must involve at least 3 different Programme Countries (3 HEIs). At least as many Partner Countries HEIs as Prog. Countries HEIs
11 Type of activities 3 main topics: How does it work? (5) - Curriculum development activities - Reform of university governance and management - Strengthening relations between HE and the wider socioeconomic environment Main activities: - Training, lecturing - Study visits - Meetings & conferences - Publications, text books - Design of procedures / methodologies, etc.
12 Funding Type of funding: the grant is intended to support the costs related to the implementation of the project: - Staff costs (max. 40%) - Travel costs and costs of stay - Equipment costs (max. 30%) - Subcontracting (max. 10%) Level of the grant: between 0.5 and 1 Million Euros per project
13 How to apply? - Annual Calls - Apply directly to the Executive Agency in Brussels - Only HEIs can apply on behalf of the consortium Second Call to be launched in Autumn 2015 with a deadline in February 2016 (selected projects will start their activities in October 2016)
14 Lessons from the first Call (2014/2015) (1) - First Call in October 2014 (deadline 10 Feb 2015) - Available budget: Asia (33.4 Meuros), Central Asia (8.7 M) Russia (6.7 M) - Selection process is on-going (results by summer, start of activities on 15 October 2015) - Number of applications received: - Region 4 - Russia: 57 - Region 6 - Asia: 36 - Region 7 - Central Asia: 80 (including KZ: 46)
