1 The Barbados Association of Professional Engineers GUIDELINES ON CONTINUING PROFESSIONAL DEVELOPMENT(CPD) 1.0 Introduction Participation in a mandatory CPD program has become a requirement for international trade in professional services. Professional organisations around the world are moving relatively quickly to implement compulsory CPD programs for their members with varying consequences. We recognise the speed with which technology is changing and hence the need for continuing education for engineers in order to remain current and to stay relevant. BAPE is working tirelessly to ensure that the Engineering profession in Barbados is properly positioned to participate in the global market place. Effective June 1, 2018, the Barbados Association of Professional Engineers (BAPE) will require full active members (registered Engineers) to devote time to maintaining existing skills, broadening knowledge and exploring new and relevant areas of Engineering and to report annually on these activities. Consequently, the BAPE has commenced the management and implementation of CPD for all members and for all practising engineers in Barbados.. A list of members who have attained the required level of continuing development will be published on our website annually. 2.0 Definitions For the purpose of these Guidelines: - approved means approved by the Barbados Association of Professional Engineers CPD Committee; ERB means the Engineers Registration Board of Barbados; BAPE means Barbados Association of Professional Engineers BIA means the Barbados Institute of Architects CPD means Continuing Professional Development; CPD points means the number of points accredited by the BAPE for an approved event; CPD event means an activity/event/function that qualifies for CPD credit points; Full Member means Corporate Members and Fellows of the BAPE; Registered Engineer means a person registered as an Engineer under the Engineers (Registration) Act, and as amended by the Engineers (Registration) (Amendment) Act,

2 The singular includes the plural and the plural includes the singular; the masculine gender includes the feminine and neuter genders; the word "person" includes bodies corporate, companies, partnerships, syndicates, trusts and any association of persons; and the word "individual" means a natural person. 3.0 CPD Requirements 3.1 The BAPE has decided that, in the public interest and in keeping with the global trend to maintain the very high professionalism in Engineering, all full members and registered Engineers shall accumulate a minimum of 25 CPD points every year; 3.2 The completion of the required minimum CPD points will qualify the member to be listed in BAPE s annual list of CPD compliant engineers in Barbados. 4.0 CPD Points 4.1 Members must ensure that at least half of their CPD points for the year are from events which are Engineering (Technical) related. 4.2 The number of CPD credit points allotted to the various CPD events are shown in Appendix I. 4.4 Excess Credit Points 4.41 All members who have accumulated more than the minimum CPD requirement for the year can carry forward in full the excess points to the subsequent year There is no limit to the number of events and total points that a member can accumulate in a given year Such excess points can be carried forward for one year only. 5.0 CPD Events 5.1 CPD events are the activities that qualify for the CPD points that have been approved by the BAPE. 5.2 To comply with CPD requirements, members may participate in CPD type events listed in Appendix I. 5.3 Members must ensure that CPD type events not listed in Appendix 1 in which they participate have been accredited by the BAPE. The onus is on the member to seek prior confirmation from the BAPE.

3 5.4 Application for recognition of CPD events shall be submitted to the BAPE through the BAPE Secretariat using the Application for Recognition of CPD Form at Appendix III. 6.0 Submission and Monitoring of CPD Records 6.1 Every member must complete and submit his/her annual CPD Record Sheet as per Appendix II to the BAPE Secretariat by the 15 th of December each year. 6.2 In January of the following year, the BAPE will check that the record sheets have been correctly filled out and that members have undertaken the minimum required CPD for the previous year. The BAPE may select a random sample of the submitted CPD Record Sheets for auditing. 6.3 The BAPE may ask those members selected for auditing to submit applications, supporting documentation/certificates and/or additional information to satisfy itself that the member in question has satisfactorily completed the required CPD for the year. 6.4 At any time, members can request from the Secretarial the number of approved CPD activities that they have completed. Members will also be informed of the number of approved CPD activities that they have attended with their annual subscription notices. 6.5 Members who do not submit annual CPD Record Sheets and/or do not adequately respond to a request from the BAPE to supply supporting/additional information or refuse to comply with the BAPE CPD program will be reported to the ERB as not meeting continuing professional development requirements. 6.6 The BAPE may suspend a person s membership at any time if the BAPE is satisfied that the member has submitted fraudulent documentation. 7 Exemption from the CPD program.

4 7.1 Members who are actively enrolled at University, Community College, BIMAP, or similar approved learning (including distance) institutions are exempt from the CPD program during the year that they are enrolled. Proof of enrolment must be submitted. 7.2 Members who are not practising Engineering and who are not registered with the Engineers Registration Board. 7.3 Members who have retired and are no longer practising Engineering. 8 Date of Implementation 8.1 The above process and regulations becomes effective from June 1, Members are asked to keep records of their CPD participation (please refer to Clause 6.0 and Clause 10.0 of these Guidelines) also beginning from June 1, Correspondence All correspondence relating to CPD should be addressed to: - The President Barbados Association of Professional Engineers Christie Building The Garrison ST. MICHAEL, BB14038 Tel: [246] engineers@caribsurf.com 10.0 Explanatory Notes 10.1 The activities that will qualify for CPD points can either be specific Engineering related activities or general non-engineering (Technical) career development activities. Non-Engineering (Non-Technical) topics include management, accounting, law, economics, foreign languages and other topics that can assist Engineers in performing their duties Functions that are routinely performed by Engineers that form part of their employment do not qualify for CPD points. For example, lecture notes prepared by lecturers to teach students do not qualify for the CPD points. However, papers specially prepared for and presented at conferences/seminars at the national and international levels are acceptable The CPD events are grouped into six (6) categories as follows: 1. Symposia (Conventions, conferences, seminars, workshops, talks etc.) 2. Service to the profession

5 3. Presentations/Publications 4. Post-Professional Studies (Research/Fellowships/short courses) 5. General CPD Activities 6. Other Symposia Points can be claimed by members for attending a variety of symposia including conventions, conferences, seminars, workshops, CPD talks and technical site visits organized by the ERB, PMI SCC, BIA, RICS or BAPE. Conventions, conferences, seminars and workshops run by other acknowledged professional institutes or experts at national or international level could also be considered provided they are related to professional development and are officially recognized by the BAPE Services to the Profession Points can be claimed by registered Engineers for services to the profession particularly activities that contribute to the continuing professional development of others. Examples of such services are membership of the Engineers Registration Board, Engineering representative on other boards related to the built environment, BAPE/BCCI Executive and Committees, ERB/ BAPE/ representatives and expert groups at both the national and international levels in accordance with Appendix I Presentations/Publications Points can be claimed by members who prepare and present papers for conventions, conferences, seminars, workshops, talks, courses, etc. organized by the ERB/BAPE or who publish books or articles in journals related to Engineering. This, however, excludes the publication of company brochures, websites etc. Points can also be claimed by members who prepare and present papers for conventions, conferences, seminars, workshops, talks, courses, etc. organized by others if the papers are on Engineering related matters or contribute to the advancement of the profession and are officially recognized by the BAPE Post-Professional Studies

6 Points can be claimed by members for attending full time or part time studies, for research and for short courses if the subjects of these studies, research and courses are related to Engineering and are officially recognized by the BAPE. The name and location of the institution, dates for start and completion of study and degree/ diploma/certificate earned should be included on the CPD Record Sheet General CPD Activities Points can be claimed by members for general CPD activities that are not structured such as Engineering reading (e.g. CPD sections of Engineering magazines, webinars, newly published codes, development orders, contracts), study tours, site visits to famous buildings/engineering landmarks, Engineering/design exhibitions etc. provided a written report of the activity is compiled Other If a member believes that he/she is undertaking other types of CPD activities not described above, such as being chairperson or organizer of an Engineering event or competition, he/she should make an application to the BAPE for recognition of the activity as a CPD Event Supporting Documentation The supporting documents, as applicable, to be submitted if and when required by the BAPE include, but are not limited to:- (i) (ii) (iii) (iv) (v) (vi) certificates or other documentary evidence of attendance at ARB/BAPE symposia and/or other approved CPD events. proof of attendance at professional (ERB/BAPE related) meetings. proof of presentation at a ERB/BAPE or other approved CPD event. proof of authorship of articles, books, research. proof of attendance/registration in recognized courses or other supporting documents. written reports, photographs.
