1 Secretariat International Solar Alliance SCHEME: Indian Technical and Economic Co-operation Training Programme in Solar Energy for Master Trainers from ISA Member Countries Background It is critical for any industry to have trained manpower in field. The preliminary gap assessment indicates that ISA Member Countries need a robust Capacity Building Program in the field of solar energy. Hon ble Prime Minister of India in his address on the occasion of Founding Ceremony of ISA on 11 th March, 2018 had promised to provide 500 training slots to ISA member countries, every year, with an objective to build capacity in International Solar Alliance (ISA) Member Countries in the field of solar energy. In accordance with Hon ble Prime Minister s announcement, to start with, the Government of India has decided to support International Solar Alliance by providing training to Master Trainers through ITEC scheme in the field of solar energy. The National Institute of Solar Energy (NISE), India was consulted for offering these courses. NISE, in consultation with a number of experts, designed a comprehensive and a standardized training program on solar PV for engineers. Under this programme, five professionals from each member country will be identified with the help of National Focal Points of the respective ISA Member Countries. Nominations with complete Application Forms will be sent to Director General, National Institute of Solar Energy (NISE), Surya Bhawan, NISE Campus, Gwal Pahari, Faridabad-Gurugram Road, Gurugram, Haryana , India at address: international@nise.res.in and NFP coordinator of ISA at address: rajeevgyani@isolaralliance.org by National Focal Point of respective ISA Member Country. Master Trainers will be Professional/ Graduate in Engineering/Science working in the field of energy in Government /Public or private sector. Preference will be given to persons with experience of 5 to10 years in the field of solar energy. The duration of the training would be 21 days. All costs will be borne by Government of India as per the norms of the Indian Technical and Economic Cooperation (ITEC) Programme of Ministry of External affairs, Government of India. APPLICANTS How to Apply Steps to be followed: i) MEA to issue new ID to ISA Secretariat and permission to NISE to upload the five ISA training programmes on ITEC website ii) ISA programmes to be uploaded by NISE on ITEC website and ISA Secretariat to issue letters to NFPs for registration of applicants on ITEC website. iii) Registartion of applications for ISA training Programmme on ITEC website to be closed.

2 iv) ISA to send the applications to NFPs for scrutiny & selection of up to 5 candidates for participation in training programme. v) NFPs to select the 5 candidates from their Country and send the nominations to ISA Secretariat by . It is requested that 5 such professionals from your country may be selected and the nominations be sent to Director General, International Solar Alliance, Surya Bhawan, NISE Campus, Gwal Pahari, Faridabad-Gurugram Road, Gurugram, Haryana , India by at : international@nise.res.in and to Sh. Rajeev Gyani, NFP Coordinator of International Solar Alliance at: rajeevgyani@isolaralliance.org. vi) vii) viii) ISA Secretariat to send the final list to MEA. MEA to allot the programme to NISE and send the requests to their missions for issuing of visas and tickets and make arrangements for training programmme. Candidates may later check the status of their application by logging-in at The credentials for log-in may be noted while filling up the form. Who can apply Graduate in Engineering/Science and working in Government, Public and Private Sectors, Chambers of Commerce and Industry Candidates should possess work experience of not less than five years in energy sector. Preference will be given to persons with experience of 5 to10 years in the field of solar energy. Eligibility criteria for admission to Courses Academic qualifications as laid down by International Solar Alliance in consultation with the Institute for the Course concerned. (to be given in detail.). Working knowledge of English required to follow the Course. However, interpreter/translator will be provided. Age preferably be between 25 to 45 years. Medically fit to undertake the training. General Information Applications should reach the Director General, National Institute of Solar Energy, Surya Bhawan, Gwal Pahari, Faridabad Gurugram road, Gurugram, Haryana , India/ISA Headquarters preferably 45 days before the commencement of the Course. Role of Ministry of External Affairs, Government of India

3 MEA provides the funding for following activities under the ITEC programme: Air Fare The Government of India shall provide excursion/economy class air tickets for travel of participants from the capital city of the participants' country to the training Institute in India and back. Visa Prior to departure for training in India, participants are advised to apply for Visa to the Embassy/High Commission of India, accredited or concurrently accredited to their country. Visa issued for the Course cannot be utilized for some other purpose. Course Fees Course fees shall be borne by the Government of India. Accommodation Accommodation shall be provided by Government of India in a hostel/hotel, depending on the Institute. The charges shall be borne by the Government of India. In case, the Institute provides hostel accommodation, it is both on single or double occupancy basis depending on the rules of the Institute. Participants are advised to check about the status of hostel on the Institute website. Accommodation, if arranged in a hotel, would be on a single-occupancy basis. Participants shall be required to pay for availing services such as: a. Room service, b. Laundry, c. Local and outstation telephone calls, fax, etc. Living Allowance Government of India pays (through the Institute concerned) living allowance of Indian Rupees 1200/- per day for the duration of the course plus maximum two days calculated on the basis of actual arrival and departure dates, for meeting expenditure on food, out-of-pocket expenses, etc. The Institute may make provision of meals for the participants and may make appropriate deduction towards it (around 50%) from the Daily Living Allowance of the participant.

4 Book Allowance Government of India provides reimbursement for the purchase of Course-related books and other items of stationery as advised by the Institute. For claiming reimbursement, participants are required to submit vouchers to course coordinator, NISE. Study Tour Participants may be taken on study tours to acquaint/familiarize themselves with aspect of history and culture of India as well as to institutions/industries symbolizing modern India as part of their Course Curriculum. Government of India bears cost of approved study tours during the Course. Medical Facility Participants selected for training Courses are expected to be medically fit. No medical reimbursement allowed for ailments of regular/chronic nature. Participants must carry their own medicines for chronic ailments like diabetes, hypertension, etc. and have to bear the expenditure for medicines and consultation of doctors on their own. However, in rare case of any medical emergency, Government of India would bear the cost of the treatment. 3.Role of National Institute of Solar Energy(NISE): a. The task of training Master Trainers and all incidental actions will be undertaken by NISE who have been selected by MEA as one of the approved Institutes. Programme design, planning and implementation strategy. b. Conduct of the training programme. c. Monitoring of training and coordination with ISA and MEA. d. Evaluation of the Master Trainers after the training. e. Collection of feedback report from the participants about the usefulness of the programme. f. All other incidental activities related to conduct of training. 4.Role of International Solar Alliance: a. To identify the Master Trainers to be trained with the help of National Focal Points of the ISA Member Countries. b. To provide support to NISE for any contingencies arising to complete the training programme. c. To provide simultaneous translation/interpreter facilities to the French speaking trainees. 5.Role of the National Focal Points of ISA Member Countries: National Focal Point of the Member country will be requested for registration of adequate number of candidates in: website by giving wide publicity and select 5 candidates from among them (Programme wise) and communicate the same to Director General, National Institute of Solar Energy, Gurugram, India and International Solar Alliance.
