1 CITIZEN CHARTER OF PUNJABI ACADEMY (Govt. of N.C.T. of Delhi) Motia Khan, Pahar Ganj, New Delhi Ph.No , , AIMS & OBJECTIVES The Punjabi Academy was established in the year for the promotion, propagation and development of Punjabi Language, Literature and Culture as an integral part of the Union Territory of Delhi. With the passage of time, the Punjabi Academy has assumed a role of a premier Punjabi Literary and cultural organisation. Eversince its inception the Academy has been playing a catalytic role in the proliferation of the Punjabi literary and cultural activities in the sphere of music, folk dances, seminars, symposia, short story, poetry, novel, literary criticism, drama etc. Our goal is to achieve all-round development of Punjabi language, literature and culture in Delhi. During the last two & half decades, the Academy has assumed a significant role and status of premier organisation in the field of Punjabi language, literature and culture. The Punjabi Academy has formulated various schemes which are broadly categorised in following categories. 1. Promotion of Punjabi Lingual Culture. 2. Promotion/propagation of Punjabi literary activities. 3. Punjabi Language Development Programmes and Research Work. 4. Publication of Books/Journals. 5. Encouragement to Punjabi Writers/Artists/Journalists. 6. Punjabi Language Teaching Programme. 7. Composite Library 8. Prizes and Awards 1. Promotion of Punjabi Lingual Culture : In order to promote the Punjabi Lingual Culture in Delhi, the Academy organises programmes in open areas in collaboration with NGOs. With a view to propagate the 1
2 traditional Punjabi music of various Gharanas, the Academy organises a festival of classical music by inviting prominent Sufis and classical singers. Every year, the Academy organises 5 days Theatre Festival and 3 days Women Theatre Festival. Besides, Theatre Workshops for children are arranged during the summer vacations. The Academy has started a mega event of Punjabi Mela which will be an annual feature. The Mela is of 3 days duration and is organised in collaboration with other Govt. and Private Institutions. The eminent folk singer of Punjab are invited to give their performance in the evening on all the 3 days. During the Mela stalls ambience is created which looks like a traditional mela of Punjab Village. All eroding instruments which were being used by the Peasants are displayed all folk music instruments of Punjab are also put on display. Stalls displaying the various articrafts are erected by the famous National Award Winner artisons in collaboration with NZCC. 2. Promotion/Propagation of Punjabi Literary activities : In order to propagate the Punjabi Literary activities and research work, the Academy conducts Seminars & Symposias, Kahani Darbars and Kavi Darbars. The Academy offer Rs.5,000/- p.m. and Rs.4,000/- p.m. for the research work. The Academy is also inviting the scholars, writers and artists from other state and in exchange sends writers to their Universities for healthy literary interaction for the development of Language and Literature in the Union Territory of Delhi. The Punjabi Academy is also working on the project to bring Punjabi Dictionary on compact Disc. Besides, the Academy has started a three day Mega Event Festival of Gurbani Ragas. This festival is also attracting a large number of audience. 3. Punjabi Language Development Programme and Research Work: Under the Punjabi Language Development Programme, efforts are made to educate the Delhi masses at the root level. The very idea of the scheme is to teach Punjabi to the student at the school level so that when they grow, they develop interest in reading Punjabi literature which is tremending rich in its heritage. Academy not only hold classes under Adult Education Scheme and distribute free books to the students but in order to cultivate interest among the students, number of competitions are held at school level and cash award are given to the meritorious students securing 75% marks in Punjabi. The teachers and Principals who help in propagating the Punjabi language among their 2
3 institute are also honoured by the Punjabi Academy by way of presenting Bhasha Sewa Sanman which carries cash prize, a shawl and a memento. 4. Publication of Books/Journals : The Academy is publishing bi-monthly journal Samdarshi and Punjabi Sikhia Sandesh on monthly basis which are totally literary and educative for scholar students and public at large. Punjabi Academy has just published a 14 volume History of Punjabi Literature. In addition, Academy had published more than 180 books on Punjabi literature. Out of which, 50 titles have been published for children. Project for translating old classics into Punjabi and vice versa and pictorial biography of eminent punjabi personalities is also in the pipeline. A series of books on western thinkers is also under process. 5. Encouragement to Punjabi Writers/Artists/Journalists: The legends must not die hard, fully aware of hardship realities of the life, the Academy provide financial assistance to the senior writers and their dependents who had contributed towards enrichment of the Punjabi society during their life time but are now in the indigent circumstances. At present, Two such scholars are being given financial Rs.2,500/- p.m. Punjabi Academy also honours Eminent Writers/Artists/ Journalists with its Annual Awards every year. Prizes are also give to best books of the year like Poetry, Fiction, Prose and Drama. During Book Fairs, the Academy provides financial assistance to the tune of 50% of the rent of the stall to the Publishers for display of Punjabi Literature. The Academy purchases books direct from the writers and then distribute free of cost to school and college libraries and other institutions. 6. Punjabi Language Teaching Programme : On the specific request from the Principal, the Academy is providing part-time language teachers to the schools run by Govt. of N.C.T. of Delhi/ MCD/ NDMC/ Aided schools. At present 734 teachers and 10 supervisors are working in these schools benefiting about 60,000 students. Besides, Adult Centres are also opened for the benefit of students who wish to learn Punjabi language. Poetry recitation, Essay writing and Declamation contests for the students are held on district & state level and the winners are given cash prizes. In addition students coming first and second in University and Board examinations in Punjabi subject are also honoured. 7. Composite Library Scheme : 3
4 Under the Composite Library Scheme Punjabi Academy has been running 44 Composite Library in the different areas of Delhi. Since this scheme was initiated specially for the benefits of weaker section of society, these Community Centre are situated in the Slum Area of Delhi. 8. Prizes and Awards Awards and Prizes are given from Rs. 50,000/- to Rs. 1,50,000/- each to eminent writers, scholars, artists and journalists for their excellence in promotion of language, art, literature and culture. The Executive/Awards committees of the Academy recommend the awards. Eligibility Criteria i) Any writer, artist, journalist or scholar, who is citizen of India is eligible to get the benefits under these scheme. ii) A creative writer or artist with potential, proven merit and excellence in promotion in lingual culture can be consider for an award. iii) In case of financial assistance for publication of books, preference is given to upcoming creative writers. iv) In case of NGOs/ Trusts, these should be registered under Society Registration Act, with a track record of promoting lingual culture. v) As regard eligibility for scholarship for research work, a student should be a bonafide research scholar of a recognised institution / university of Delhi. vi) A bonafied student of a recognised school / college of Delhi is eligible for competitions/contests. vii) Prizes and awards are given to the school students for various competitions held at Distt. and State Level. Young Talent Awards are given to the students who secure 75% and above marks in Punjabi subject in CBSE exams and those students who secure First, Second and Third position in Punjabi subject at University or College level. Collaborative programme with Govt. and other NGOs: The NGOs as well as the eminent writers/poets/students of schools, colleges and universities are involved in organization of different programmes and activities like Seminars, Conferences, Poets Meet, Training, Workshops, Programmes in colonies, Festivals etc. and other interactive programmes of literature, music, theatre and fine-arts. 4
5 The programmes to promote Punjabi lingual culture are also sponsored and conducted in collaboration with school/colleges and other literary, social & cultural organizations. Redressel of Public Grievances and Transparency : (i) Major initiatives for ensuring transparency, rationalization of procedures, greater financial accountability, modernization of techniques, involvement of public and experts in programmes and activities and an effective redressal of public grievances have been taken. (ii) With a view to develop one window system for fullest effective implementation of the programmes, Dy. Secretary (Admn.) has been appointed as Nodal Officer in the Academy. He give full guidance and all information to the applicants/beneficiaries regarding facilities available in the Academy and other necessary information required including cause of rejection of their applications etc. In case of any grievances or any complaint, the public can contact him and if they are not satisfied regarding redressel of their grievances, they can contact the Secretary. Necessary boards have been displayed in the office guiding the public to contact for harassment etc. and public grievances box has been placed in office where any complaint etc. can be dropped by any person. (iii) All the schemes and programmes of the Academy are publicized by way of advertisements in Newspapers and other media. (iv) Time schedules for disposals of cases and complaints :- All the references and applications will be disposed of within one month of their receipt. Audit : Internal Audit has been considerably strengthened. Norms of financial proprietaries have been followed and instructions of Govt. of India in respect of financial economy are being adhered to. The Plan Budget is utilized fully by the Academy. All the information is available to the beneficiaries with a view to exhibit foolproof transparency of the aforedescribed schemes. Vigilance : Vigilance machinery has been activated and Secretary has been appointed as Vigilance Officer. He is accountable in taking necessary action against the guilty Officers for financial/discipline s and other lapses. 5
