3 The 37 th Annual General Meeting was held on 12 May 2017 at James Chiu & Dragages Rooms, The HKIE Headquarters, 9/F Island Beverley, No. 1 Great George Street, Causeway Bay, Hong Kong. The meeting started at 6:20p.m. A total of 54 members attended the meeting and the required quorum was achieved. 1. Minutes of the 36 th Annual General Meeting The minutes of the 36 th Annual General Meeting, held on 6 May 2016, were circulated to all members of the Division prior to the meeting by posting on the Geotechnical Division website and a hard copy was distributed to the members attending the AGM. There were no questions from the Floor on the minutes. MOTION: Moved by Ir Edwin Chung and seconded by Ir Sammy Cheung to approve the minutes of the 36 th AGM as printed. The motion was carried with a unanimous vote by show of hands. 2. Annual Report for Session 2016/2017 The Annual Report for Session 2016/2017 was circulated to all members of the Division prior to the meeting by posting on the Geotechnical Division website and a hard copy was distributed to the members attending the AGM. The Chairman, Ir James Sze, made a presentation highlighting the major activities and events organised by the Division during the Session, including technical meetings and visits, workshops and seminars, prizes and awards, sponsorships, scholarship, community services and overseas links. There were no questions from the Floor on the Annual Report. MOTION: Moved by Ir Edwin Chung and seconded by Ir Barry Sum to adopt the Annual Report for Session 2016/2017. The motion was carried with a unanimous vote by show of hands. 3. Financial Statement for Session 2016/2017 The Financial Statement for Session 2016/2017 was circulated to all members of the Division prior to the meeting by posting on the Geotechnical Division website and a hard copy was distributed to the members attending the AGM. The Honorary Treasurer, Ir Chris Lee provided a briefing on the Financial Statement. It was noted that the finance of the Division would remain healthy at the end of the Session. There were no questions from the Floor on the Financial Statement. MOTION: Moved by Ir Dr Johnny Cheuk and seconded by Ir Dr Julian Kwan to adopt the Financial Statement for Session 2016/2017. The motion was carried with a unanimous vote by show of hands. 4. Election of the Chairman and Ordinary Members of the Division Committee for Session 2017/2018 and Council Member (Division) for Sessions 2017/2018 and 2018/ The outgoing Division Committee had nominated Ir Sammy CHEUNG Ping Yip of Geotechnical Engineering Office as Chairman for Session 2017/2018. There had been no other nominations received. MOTION: Moved by Ir Chris Lee and seconded by Ir Ian Askew to elect Ir Sammy CHEUNG as Chairman of the Division for Session 2017/2018. The motion was carried with a unanimous vote by show of hands. 3

The motion was carried with a unanimous vote by show of hands. 4.3 The Division Committee has nominated Ir Dr LAU Chi Keung as Council Member (Division) for Sessions 2017/2018 and 2018/2019. There had been no other nominations received. MOTION: Moved by Ir Clifford Phung and seconded by Ir Ian Askew to elect Ir Dr Lau Chi Keung as Council Member (Division) for Sessions 2017/2018 and 2018/2019. The motion was carried with a unanimous vote by show of hands. 5. Any Other Business 5.1 The Chairman-elect, Ir Sammy Cheung, proposed a vote of thanks to Ir James Sze for his leadership as Chairman of the Division for a successful year and thank Ir Sze and other outgoing retiring members for their service. It was duly approved by applause from the Floor. 6. 5 1. Chairman s Statement I am honoured to be the Chairman for the session 2017/2018. I have worked with a wonderful team whom they have contributed their time in organising many activities, which were well received and attended by our members. This is another fruitful and busy session and the tremendous supports given by my team are instrumental to the success of this session. In this session, we continued to strengthen our network with overseas experts and professions. In December last year, we invited Professor Norbert Morgenstern to visit Hong Kong with a particular emphasis on interacting with our young engineers. Apart from attending the Slope Safety Summit and delivering the Distinguish Lecture in HKIE, Professor Morgenstern also visited undergraduate students in universities. He also gave a young engineers workshop on slope engineering, which were attended by more than 150 young members. I wish that our young members would be inspired by the insightful and pioneering thoughts given by Professor and they will continue to develop their career as a professional geotechnical engineer. We continued our cooperation with the Malaysia and Chinese Institution of Engineers in organising the Tripartite Seminar and it was our turn to hold the seminar in Hong Kong in I am glad that senior members of both institutions came. We had a good and constructive dialogue on experience and approaches in dealing with natural disasters, which was particular relevant, as super typhoon Hato barely missed us in August We also plan a technical visit to Switzerland in June The delegation will have the opportunity to learn the Switzerland s experience in underground space developments, tunnelling technologies and hazard mitigation works. Last but not least, our engagements with overseas experts include the holding of the Sixteenth World Conference of the Associated Research Centres for the Urban Underground Space in November It has been some years since we last organised an international conference. The organising committee has been very busy in finalising the conference arrangement and we expect more than 500 participants. I urge members to support and take part in this world class conference. In collaboration with the Government and universities, the Geotechnical Division has also contributed to the development of knowledge and good practice that we need. We published the interim guidelines on testing of UCS on cement stabilised soil cores in November last year. We have started a task force on the design of deep excavation with the objectives of updating our practice. Besides these new initiatives, the works on existing working groups continue and I sincerely thanks for the contributions of all those practitioners and academics involved in our works. We continue organising the series of technical workshops on ground investigation, slope engineering, deep excavation and foundations. This year we added a course on supervision of soil nail construction. Some of the workshops were repeated twice in order to accommodate the overwhelming demands. The positive feedback is the greatest reward to us and our invited speakers. Finally, I would like to thank all Division Committee members and many young engineers who willingly helped in organising various functions and activities. 6 2. Membership As at 1 March 2018, the Geotechnical Division has a membership of 4,934, including 233 Fellows, 3,474 Corporate Members and 1,047 Graduate Members. There are also 81 Associate Members and the remainder are Student and Affiliate Members. 3. Financial Highlights The Geotechnical Division began the 2017/2018 financial year with a healthy balance of HK$1,032, from 2016/2017 Session and received a total allocation of HK$114,395 from the HKIE Headquarters. At the end of the financial year ending 31 March 2018, the Division maintained a balance of HK$922, In this Session, the main incomes were contributed from TCP T3 Top-up Course, workshops on various geotechnical engineering topics and Annual Seminar; whereas expenses were mainly associated with organising local technical meetings and site visits, sponsorships and awards to local activities and conferences, overseas delegation visit and Slope Safety Summit The Division s Income and Expenditure Account (Unaudited) for the period between 1 April 2017 and 31 March 2018 is summarized in Attachment 3. Full details of the End of Year Account will be available for inspection after audit shortly. 4. Technical Meetings, Workshops, Seminars and Conferences This session has had a busy schedule of technical meetings, workshops and seminars with local and overseas speakers. They were organized either solely by the Division or jointly with other organizations. The events included eleven technical meetings/seminars and five workshops and a series of TCP T3 top-up course. The details are shown in Appendix B and the major ones are reported below. 4.1 Slope Safety Summit 2017 The year 2017 marks the 40th anniversary of the Hong Kong Slope Safety System established by the Government of the HKSAR. To commemorate this, the HKIE Geotechnical Division and the Geotechnical Engineering Office jointly organised the Slope Safety Summit on 11 December The Summit provided a platform for experts and stakeholders to share views on the challenges and opportunities in further enhancing the Hong Kong Slope Safety System to meet the new challenges and better serve the community. The theme of the Summit was Four Decades of Excellence and Innovation: Combating Landslides to Save Lives. There were four sessions with different focuses, which explored the future directions and areas for improvement to manage landslide risk and safeguarding the general public. The Summit was attended by many distinguished speakers and renowned panellists, including Professor Norbert Morgenstern from University of Alberta, Emeritus Professor John Burland from Imperial College London, Dr Suzanne Lacasse from Norwegian Geotechnical Institute, Professor David Petley from University of Sheffield, the current and former Heads of the Geotechnical Engineering Office, the Under Secretary for the Environment, the Deputy Secretary for Development (Works) and two LegCo Members, namely Ir Dr the Hon W K Lo and The Hon Mrs Regina Ip. We are also most honoured to have the Chief Executive of the Government of HKSAR and the Secretary for Development as the Officiating Guests for the opening ceremony, and the Permanent Secretary for Development (Works) as the Keynote Speaker for the afternoon session. 6

7 Overall, the Summit was well organised with attendance of more than 260 participants, including experts and practitioners from Mainland China, Malaysia and Thailand. The event showcased the geotechnical profession s concerted effort to put in place in Hong Kong one of the best slope engineering and landslide risk management systems in the world th Annual Seminar Geotechnical Engineering for Infrastructure Development The 38 th Annual Seminar, organised jointly with the Hong Kong Geotechnical Society and supported by the HKIE Civil and Structural Divisions, will be held on 18 May 2018 at the Hong Kong Convention and Exhibition Centre. The Seminar will provide a platform for geotechnical academia, designers and practitioners to share knowledge accrued in the design and delivery of major infrastructure projects often in challenging urban environments. Ir. Philco Wong and Ir. Kevin Poole will deliver invited lectures during the Seminar. There will be presentations of selected papers covering various aspects, including tunnelling, ground improvement, deep excavations, foundations and slopes, spanning analytics and practical construction challenges. Altogether, about 26 papers will be published in the proceedings. An attendance of over 500 industrial participants is anticipated. 4.3 Workshops on Geotechnical Engineering The Division, in collaboration with the University of Hong Kong, the Hong Kong University of Science and Technology and the Hong Kong Polytechnic University, has organised a series of workshops targeting young geotechnical, civil and structural engineers with an interest in geotechnical works. The three workshops, each comprising two sessions, are list as below: (a) Workshop on ground investigation and laboratory testing held on 17 and 24 June 2017; (b) Workshop on excavation and lateral support held on 25 November and 2 December 2017; and (c) Workshop on foundation engineering held on 17 and 24 March Top-up Courses for TCP T3 on Ground Investigation Field Works (GIFW) and Building Works with Significant Geotechnical Content The Division joined forces with HKUST to organise a top-up course with a series of evening lectures and an exam for TCP T3 on GIFW and building works with significant geotechnical content from November to December The course was aimed to provide graduate engineers, geologists and technical inspection supervisors the basic knowledge in geotechnical training which is needed for those with less than 2 years of relevant experience being qualified to be TCP T3 in accordance with the Code of Practice for Site Supervision 2009 issued by the Buildings Department. The course was very popular and was attended by more than 158 young engineers. 5. Technical Visits Technical site visits were organised to allow the participants to acquire the latest good practice in various geotechnical and civil engineering projects. In this session, a total of eight site visits were arranged, each with 16 to 25 participants. Construction works included natural terrain mitigation, slope upgrading, pile foundation and sewage pumping station construction. The technical site visit details are tabulated in Appendix C. 7

Prizes, Awards and Sponsorships 6.1 AECOM Prize AECOM Prize for Best Student of the Year is awarded to students attaining good performance in geotechnical subjects in local universities that offer eligible undergraduate degree course accredited by the HKIE for Scheme A training in geotechnical discipline. The prize awardees nominated by the universities are as follows: Awardee MA Guoqin LI Wing Tat SUN Qianchen University The University of Hong Kong The Hong Kong University of Science and Technology The Hong Kong Polytechnic University AECOM Prize for Best Final-Year Geotechnical Project is awarded to students of local universities to recognize their effort on the final year geotechnical projects so as to encourage them to continue making effort to improve the local engineering practices in their future careers. A judging panel consisting of Ir Dr S W Lee, Ir Kelvin Tse and Ir Warren DOU was formed to review the submissions from the local universities. A judging panel consisting of Ir David LAI, Ir Dr Julian KWAN and Ir Y C LAM was formed to review the submitted papers. The final competition was held on 21 February 2018, in which authors of shortlisted papers were invited to make a presentation in front of the judging panel and the audience. 9 in Geotechnical Studies in the 2017/2018 session. The prize aims at commending the best PhD thesis in geotechnical engineering in Hong Kong. Prize of HK$8,000 is awarded to one PhD graduate with thesis of outstanding quality from each local university offering PhD degree in geotechnical studies. A selection panel consisting of Ir Sammy CHEUNG, Ir Ken HO and Ir James SZE was formed to review the applications from the local universities and to recommend awards. The scholarship awardees are as follows: Awardee FAIZI Saad Ali WONG Wai Ho Pishun TANTIVANGPHAISAL WONG Chau Yuen University The University of Hong Kong The Hong Kong Polytechnic University The Hong Kong University of Science and Technology The City University of Hong Kong 6.5 HKIE Geotechnical Paper Award This is a biennial event aiming at recognising the efforts of local practitioners and academics who produced high quality technical publications in geotechnical engineering and Hong Kong projects. The contending papers are assessed in respect to their potential to advance local practice and the quality of the writing. Nomination of papers were opened between 1 December 2017 and 31 January Altogether, nomination of 27 papers were received by the Assessment Board, which is chaired by Ir Sammy CHEUNG. Other board members include Ir Ian ASKEW, Ir KOO YC, Ir Dr LAU CK, Ir Dr Eric LI, and Ir Dr Victor LI. Ir Chan YC continued to serve as the secretary for the Assessment Board and provided unfailing support in the arrangement. The award will be announced to winner(s) in the coming HKIE Geotechnical Division Annual Seminar on 18 May

10 7. Overseas Links 7.1 HKIE-IEM-CIE Tripartite Seminar The Tripartite Seminar is an annual event jointly organised by the respective geotechnical divisions of the Hong Kong Institution of Engineers (HKIE), the Institution of Engineers, Malaysia (IEM) and the Chinese Institute of Engineers (CIE, Taiwan). This year, the seminar was hosted by the HKIE and took place at Regal Hong Kong Hotel, Causeway Bay, Hong Kong on 12 December 2017 with the theme of Geotechnical Engineering Solutions for Natural Disaster Mitigation. Papers were presented with topics related to the geotechnical engineering solutions for natural disaster mitigation, of which three of them were contributed by the HKIE delegates. The Seminar was well received by over 70 participants from Malaysia, Hong Kong and Taiwan. 7.2 Technical Visit to Switzerland A technical visit to Switzerland has been scheduled for 18 to 22 June The visit is aimed at enriching Hong Kong engineers knowledge on underground development and tunnelling technologies from Switzerland s experience and expertise, including economic design, risk management and hazard mitigation. Visiting places has been arranged. It is planned to see some tunnel projects, underground facilities (such as sports centre, testing gallery, quarry, museum, etc.), a test site for rock fall flexible barrier and an renowned academic university in Zurich (ETH). This visit will go to 4 different cities in Switzerland including Zurich, Lungem, Sargans and Walenstadt. Amongst an overwhelming number of applications, we finally confirmed 26 delegates for this technical visit, with a good mix of participants from the Government, consultants and contractors. The delegation will be led by the Division Chairman, Ir Sammy CHEUNG as well as the Organising Committee co-chairs, Ir Tony HO and Ir Barry SUM. 8. Working Groups 8.1 Working Group on Cavern and Tunnel Engineering The working group has met 3 times during the period of reporting and has been actively pursuing the following areas of interest for caverns and tunnels in HK. (a) Finalised comments and feedback on Geoguide 4. (b) Have recently followed up with support of Ir James Sze and Ir Dr Lau CK on a discussion working paper with the Structural Use of Concrete Committee on the Use of Plain Concrete in Tunnel / Cavern Lining Designs. (c) Many committee members have been busy with the ACUUS 2018 conference and acted in the organising committee. The 16th World Conference of the Associated Research Centres for the Urban Underground Space has taken up much of the focus of the WG. A conference organiser has been engaged. The website has been updated and the programme almost finalised. The committee has met 8 times over the year and has worked closely with the HKIE GD committee to get the conference setup and organised. The conference has a great line-up on a mix of disciplines of interest to our HK practitioners and others in the region. There are more than 140 papers received to date and likely to get around 160 papers submitted. The conference will be held on 7-9 November 2018 at the Hong Kong Convention and Exhibition Centre. 10

11 8.2 Working Group on Application of Innovation Technology in Geotechnical Engineering The Working Group on Application of Innovative Technology in Geotechnical Engineering published a celebratory booklet for the 30th Anniversary of the HKIE Geotechnical Division. This booklet aims to showcase a selection of geotechnical innovations and advances made in Hong Kong over the last decade. It will also serve to stimulate more innovations and novel ideas by practitioners and researchers, with a view to further enhancing geotechnical engineering practice. The soft copy of the booklet can be downloaded from the Division s website: Task Force on Physical Testing on Flexible Debris-resisting Barriers With the support of the Task Force, the Hong Kong Polytechnic University undertook a series of physical impact tests at a debris flow flume facility at Shek Mum, Shatin in The flume was used to conduct tests with debris flows of volume up to 4 m 3. Eight tests, comprising dry granular flow impact tests and debris flow impact tests on flexible barriers, had been completed so far. Data interpretation is being conducted. In addition, under the steer of the Task Force, the Hong Kong University of Science and Technology developed a 28m long debris flow flume in Yuen Long. A debris flow volume of up to 10 m 3 can be modelled. One trial test has been completed and more physical tests are scheduled. 8.4 Task Force on Testing Unconfined Compressive Strength of Cement Stabilised Soil in Hong Kong The Task Force prepared the Interim Guidelines on Testing of UCS of Cement Stabilised Soil Cores in Hong Kong after reviewing several international, national and local testing standards and with consideration given to the engineering characteristics of cement stabilised soil cores sampled from local projects and feedback of stakeholders. The Interim Guidelines were released in October 2017 on the HKIE-GD website for practitioners to download. A technical seminar was arranged on 29 November 2017 to introduce the background and recommendations of the Interim Guidelines. The seminar was well attended. Any views and suggestions to the Guidelines are welcomed. 8.5 Task Force on Review of Design Methods for Excavations Taking cognisance that the Geotechnical Engineering Office will update GCO Publication No. 1/90, the Task Force on Review of Design Methods for Excavations has been set up to provide technical information, advice and views on the update of the publication. The first Task Force meeting was held on 1 February 2018 to exchange views on the prevailing design methods in Hong Kong and identified key areas that required updating. 9. Community Services 9.1 InnoCarnival The Geotechnical Division participated in the InnoCarnival 2017 organised by the Innovation and Technology Commission of the Government in October 2017 at the Hong Kong Science Park. Ir Ivan HO Man Lee delivered a talk titled Innovations in Public Education on Slope Safety. The talk presented cases of innovative ways to present the slope safety message to the community and to raise the appeal of the slope safety message to the public. 11

Annual Dinner One of the major annual events of the Geotechnical Division, the 24th Annual Dinner, was held at the Hong Kong Convention and Exhibition Centre on 9 March More than 340 distinguished guests and fellow members attended the dinner, which provided an opportunity for geotechnical professionals and guests to meet socially in a pleasant and relaxed atmosphere. The Chairman of the Division, Ir Sammy CHEUNG, officiated the start of the dinner with a welcoming address. This was followed by a speech by the Guest of Honour, Ms Leonie VALENTINE, Managing Director of Google Hong Kong. Ms VALENTINE gave an enlightening talk on artificial intelligence and machine learning platform offered by Google. Annual prizes of the Division in recognition of achievement of engineering students and professionals in the field of geotechnical engineering were presented to the awardees. The dinner was enlivened by the singing performance of a band formed by several young geotechnical engineers. The evening ended in rejoicing after the lucky draw. The Geotechnical Division was particularly thankful to the generous contributions by all the sponsoring companies. 11. Hong Kong Geotechnical Society HKGES nominated Ir Prof Charles Ng, former HKGES President, as a candidate to run for the 17 th President of the International Society for Soil Mechanics and Geotechnical Engineering (ISSMGE). Ir Prof Ng was successfully elected and installed as the 17 th President of the ISSMGE at the 19 th International Conference on Soil Mechanics and Geotechnical Engineering (ICSMGE) held in Seoul on 18 th - 21 st September Ir Prof Ng is the 3 rd President from Asia but the only one from Greater China. The ISSMGE is the leading professional body representing the interests and activities of engineers, academics and contractors all over the world that actively participate in geotechnical engineering. As a truly global organisation, the ISSMGE provides a focus for professional leadership to some 90 member, national Societies and around 20,000 individual members. HKGES is one of the member societies. Following the successfully election as the president of ISSMGE, Ir Prof Ng stepped down from the role of HKGES President. Ir. Patrick CHAO succeeded him as the HKGES President. During this session, HKGES organised the following events: (a) (b) (c) HKGES co-organized the 37th Annual Seminar of Geotechnical Division, the Hong Kong Institution of Engineers entitled G-Evolution: Geotechnical Practice in Hong Kong on 19 May More than 500 professional engineers attend the event. HKGES co-organised the Slope Safety Summit 2017 on 11 December More than 260 leading experts and stakeholders in the field of slope engineering and landslide risk management discussed the challenges and opportunities in further enhancing the Hong Kong Slope Safety System. HKGES co-organised the International Seminar on Great Geotechnical Challenges: Past, Present and Future held on 12 September 2017 in the Hong Kong University of Science and Technology. 12
