2 Joint Japan/World Bank Graduate Scholarship Program T H E W O R L D B A N K OVERVIEW In 1987, the World Bank, with funding from the Government of Japan, established the World Bank Graduate Scholarship Program (WBGSP), now known as the Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP), for graduate studies in subjects related to development. Each year, the Program awards scholarships to individuals from World Bank member countries (eligible to borrow) to undertake graduate studies at renowned universities throughout member countries of the Bank. Now in its nineteenth year, the Regular Program has awarded 2,502 scholarships, selected from close to 50,000 applicants. In addition, 897 scholarships have been awarded in the various JJ/WBGSP Partnership Programs for a total of 3,399 awards. Since the inception of the Program, the Government of Japan has provided more than 140 million dollars to the Scholarship Program. The Program s objective is to help create an international community of highly trained professionals working in the field of economic and social development. The World Bank and the Government of Japan require the scholars to return to their home countries on completion of their study Programs and apply their enhanced knowledge and skills to contribute to the development process in their respective regions and communities. Starting in 1992, a number of Partnership Programs have been launched, largely to respond to the need for graduate study Programs which combine academic rigor with specialized training in the practical aspects of policy-making. The objective of these Programs is to prepare the participants for effective policy-making roles in their home countries and regions. The World Bank administers the Program through the World Bank Institute (WBI). Policy guidance for the Program is provided by a Steering Committee comprised of three Executive Directors and five senior managers of the Bank. 3 Joint Japan/World Bank Graduate Scholarship Program ELIGIBILITY CRITERIA To apply for a JJ/WBGSP scholarship under the Regular Program, an applicant must: Submit evidence of current unconditional admission (copy of formal admission letter) to at least one development-related university master s degree program and proof of application to a second such program (copy of completed application form or university acknowledgement). The universities must be located in any World Bank member country except the applicant s home country. Your application will not be processed without this requirement. Preference is given to applicants with more than one admission. Be a national of a World Bank member country eligible to borrow. Be between the ages of 25 and 45. Applicants born before March 31, 1961, will not be considered. Have at least 2, preferably 4 to 5, years of recent full-time professional work experience by March 31, 2006 after a university degree, in the applicant s home country or in another developing country and usually in public service. Hold a bachelor's degree or its equivalent; have a superior record in previous academic work. Applicant should also send a certified copy of the diploma and transcripts. Propose a program of study related to development at the master's level, in fields such as economics, finance, planning, health, population, agriculture, environment, natural resource management, education, or other development-related subject. Be in good health. Be of good character. The Program does not support permanent residents or nationals of industrialized countries. The Program does not support those who have refugee or asylum status. The Program does not support applicants who already hold a graduate degree from an industrialized country. The Program does not support applicants who already hold a graduate degree from the Asian Institute of Technology (AIT) or the Indian Institute of Technology (IIT). The Program does not support those who resided or are currently residing in industrialized countries for more than one year.

4 Joint Japan/World Bank Graduate Scholarship Program ELIGIBILITY CRITERIA (cont d) The Program does not support applicants who are already enrolled (i.e., taking classes) in graduate degree programs or whose professional experience has mostly been accrued in industrialized countries. The Program does not support applicants for MBA. The Program does not support applicants for M.Phil. or Ph.D. degrees. The Program does not support legal studies such as J.D., L.L.M. or S.J.D. except for L.L.M. s related to human rights, environment, international trade, law reform, taxation, or anti-corruption efforts. Executive Directors, their alternates, staff of the World Bank Group (the World Bank, International Finance Corporation, International Development Association, Multilateral Investment Guarantee Agency, and International Center for Settlement of Investment Disputes), consultants, and relatives of the aforementioned are excluded from consideration. In accepting this scholarship, candidates consent to the employment restriction policy of the JJ/WBGSP and acknowledge that they will not be able to work at the World Bank Group or IMF for three years after completion of their academic program. All documents: education certificates, transcripts, reference letters (two academic and two professional), employment certificate, and birth certificate or copy of passport should be certified. Applicants with non certified documents are considered ineligible. OTHER ELIGIBILITY CONSIDERATIONS The following factors are also an essential part of the Program's review process and reflect the objectives sought by the JJ/WBGSP: To the extent permitted by Program requirements and selection standards, JJ/WBGSP seeks to maintain a geographical balance among the applicants selected. The Program gives priority to applicants from low income countries. Promising female candidates are strongly supported by the Program. Priority is given to applicants who have admission to studies in line with the Millenium Development Goals (MDG), among which are poverty, education, gender

6 Joint Japan/World Bank Graduate Scholarship Program SCHOLARSHIP BENEFITS The JJ/WBGSP scholarship provides annual awards to cover the cost of completing a master's degree in a development-related field of study. The awards are given for one year and, provided that the academic program is longer than one year, may be renewed for a second consecutive year or a portion thereof, subject to satisfactory academic performance in the first year and the availability of funds. There is an absolute two year maximum limit on JJ/WBGSP awards. The scholarship provides benefits for the recipient only, covering: economy class air travel between the home country and the host university at the start of the study program and one return journey following the end of the overall scholarship period. In addition to the ticket, scholars receive a US $500 travel allowance for each trip; tuition and the cost of basic medical and accident insurance usually obtained through the university; a monthly subsistence allowance to cover living expenses, including books. The JJ/WBGSP scholarship does not cover: expenses for the scholar's family; training or courses in computers or other disciplines; additional travel during the course of the study program; expenses related to research, supplementary educational materials, field trips, or participation in workshops, seminars, or internships while at the host university; educational equipment such as computers; or language training. In addition: The scholarship award is valid for the academic year immediately following the offer of award and cannot be deferred for any reason. The amount of scholarship may vary depending upon the host country and the tuition charged by the host university. In recent years the annual value of a scholarship has averaged around US$30,000. The JJ/WBGSP scholarship only supplements, and does not duplicate, any other source of financial support/fellowship the scholar might have. Scholars must inform the JJ/WBGSP if they have other sources of scholarship funds. The JJ/WBGSP stipend may be withdrawn completely or partially if during the scholarship period the Program has evidence of additional sources of support.

APPLICANTS WILL BE NOTIFIED OF RESULTS BY THE END OF JULY Applicants interested in applying for one of the Partnership Programs at Columbia, Harvard, Tsukuba, Yokohama, Keio, and Saitama (GRIPS) universities, Makerere University in Uganda, Cocody University in Cote d'ivoire, Université de Yaounde II in Cameroon and University of Ghana in Ghana must request an application form directly from the university.
