4 Background Southeast Asian (SEA) alumni of EU educational and research organisations are an obvious source and ally to build and promote science and technology cooperation between the two regions. Building on their knowledge of European research as well as their intercultural experience and potential influence in the SEA national innovation systems, they can play a vital role to initiate and accelerate bi-regional cooperation efforts. Developing strong relationships with key contact points of existing Alumni groups and associations will ensure access to a large pool of SEA individuals in Science, Technology and Business. Alumni groups are predominantly organised on a national level which offers opportunities to create regional SEA linkages around specific thematic fields. In the framework of the SEA-EU-NET 2 project, Task 3.4 was designed to build an EU-SEA Alumni network. The specific objective of this Task 4.2 is to open up and maintain communication channels to existing SEA alumni networks. Thereby, alumni networks will play an increasing role in promoting a broader biregional scientific exchange and research cooperation. This Task will lever the efforts of existing national initiatives seeking to strengthen alumni ties with the EU such as Thailand s Reverse Brain Drain Project and the Vietnamese initiative to build up a database of EU Alumni. Specific objectives: - Identify active alumni networks in SEA and establish a partnership with the main contact persons of the networks; - Engage with alumni groups to support specific activities (like nominating experts for thematic workshop, identifying SMEs for company visits, or the dissemination of information on funding opportunities and STI cooperation in general/at large); 4

5 - Build up trust between the project and interested and committed alumni networks and capitalise on influential positions of key alumni; - Facilitate strong relationships, contacts and exchanges among alumni groups according to the selected societal challenges; - Encourage alumni to register as experts in the CORDIS Database. Several activities have been implemented: - A list of Main Contact points at SEA Alumni groups; - Providing regular communication towards EU-SEA alumni; - Create partnership with key alumni groups to jointly organise regional Alumni meetings; - Involve committed alumni in the organisation of events/activities. Approaching methodology NASATI, as the task leader responsible for building up the EU-SEA alumni network, with the support of many project partners has been implementing some concrete activities for setting-up EU-SEA alumni network. In order to find, understand and work with EU-SEA alumni associations, a bottom-up method has been chosen. How to find EU-SEA alumni group: - Working with relevant local agencies/partners to identify and collect information on EU alumni associations in SEA countries; - Collaboration with relevant EU partners to identify and collect information on EU alumni associations in SEA countries; - Working with the existing, familiar EU-SEA alumni groups. EU alumni information collection: - Survey questionnaire was designed to gather information on EU alumni; 5

6 - Interview via /skype/social networks; - Organizing Workshops with EU-SEA alumni groups to identify the mechanisms to facilitate strong relationships, contacts and exchanges among alumni and to strengthen relationships between Southeast Asia alumni and their professors/ universities/ colleges in the EU. Current status of EU alumni associations in SEA EU alumni associations in SEA these days are very diversified and scattered. There are hundreds of alumni groups in the region but most of them are not linked amongst each other. Therefore, it is quite difficult to unite them or find a national contact point. Their activities and set-ups differ considerably from country to country, they are varying in size and their activities. Types of EU-SEA alumni associations Basically, EU-SEA alumni associations can be classified in three main groups, which are depending on different supporting resources, and differ in scale and purpose. EU alumni associations supported by EU government or organisation These EU alumni associations normally get support and funding from an EU government or an international organization for their activities in one SEA country. For example, the German Academic Exchange Service (DAAD) is an organisation which promotes higher education worldwide and especially supports the exchange of students and researchers. Likewise, the British Council is also very famous in SEA, working with strong support of the British government. EU alumni associations established by students from a specific university It is very common to see an EU alumni group founded by students from the same university/college in any country. Normally, anyone graduating from 6

7 one EU university/college can invite some other students from the same university/college to set up an alumni group. Therefore, this kind of alumni is rather closed to the outside world. It is not easy for someone who is not in the list to join and become a member (not in the list means he/she did not attend that university/college). EU alumni associations established by specialization Similar to EU alumni group set-up by those who graduated from the same university; there is another type of EU alumni association built up by students from the same specialization. It means that no matter what university they studied at, all students who graduated from one EU country and share the same interest in one specialization would establish an EU alumni group. This kind of alumni group is also restricted. Scale and activity Because EU-SEA alumni associations differ from country to country, they are, of course, different by scale and the purpose of their activities. Most of their activities focus on: - Creating a network for members to get connected (networking); - Fostering linkages among alumni; - Enriching and sharing experience in work and life; - Facilitating alumni s professional career development; - Matching partnerships between alumni and interested partners; - Diverse areas of cooperation (research, business...); - Carrying out charitable/social activities; - Supporting scientific activities. EU alumni groups with support from an EU government or international organization are the biggest group with strong resources. There are some groups with thousands of members that might even get partly supported by an Embassy 7

8 such as the French alumni in Vietnam (UAVF), the Vietnam Belgium alumni (VBA with more than 1700 alumni) which then develop many programmes for local alumnis and the interested society in general. For example, the DAAD groups support students, who like to learn the German language and offer consulting and scholarships to study, live and research in Germany. Also, after the stay in Germany, the DAAD keeps contact to the Alumni, offers further trainings and networking meetings and help and assistance in general. The DAAD regional office in Hanoi provides information about general DAAD offers for alumni in Vietnam, Laos, Cambodia and Myanmar and regularly invites DAAD alumni to events and activities. Similarly, The Erasmus Mundus Association (EMA) offers an international professional and personal network for Erasmus Mundus students and graduates. Its members can join professional networks and service teams to network and become active within the Association. Job boards and special entrepreneurship sections are offered to members. The SEA chapter unites EMA members from Brunei Darussalam, Cambodia, East Timor, Indonesia, Laos, Malaysia, Myanmar, The Philippines, Singapore, Thailand, and Vietnam. The group recognized the needs to create strong bonds and increase mutual cooperation between EM student/alumni in the region in order to support each other in areas like employment, providing feedback to Erasmus Mundus Courses, social involvement in the region and the promotion of the programmeme, as well as cooperation with the local EU Delegations. On a smaller scale, EU alumni associations established by university members or by specialization often concentrate on activities within the scope of their university s issues or their interest of specialization. The number normally ranges from dozens to hundreds of members. Communication Communication is very important for any alumni group. With the development of the information technology (IT) and the rising of social networks, EU-SEA alumni members tend to prefer those tools. Facebook and some other 8

9 social networks are considered the best methods because they are efficient, up to date, easy to access and more favourable while the web portal is in contrast static and needs a lot of skill and effort to maintain. Nevertheless, traditional communication channels are still being utilized, such as: - Websites/Online forums/ Online portals; - groups; - Newsletters, magazines, letterheads; - Brochures/forms; - Other related marketing materials. Potential to cooperate Although the interest of EU-SEA alumni member is much diversified many of them have paid attention to science and technology (S&T) development, especially, S&T information which is relevant to the careers or lives of their members. Representatives of alumni networks agree to the formation of a network alliance comprising of alumni association representatives. Through this network, information on European funding and fellowships can be shared with thousands of EU alumni living and working in Southeast Asia. The alumni associations will also play a key role in forming research partnerships through scientific workshops and brokerage events. Therefore, it is clear that the potential to support EU-SEA alumni associations would be a win win situation for both regions. It will be much better if financial support would be available meanwhile the alumni groups can act as a filter to help the SEA-EU-NET project to access ASEAN researchers in the EU more efficient to create a better network among ASEAN and EU researchers and organizations. 9

10 Key EU-SEA alumni associations German Academic Exchange Service (DAAD) - Vietnam DAAD is an organization for the international exchange of students and researchers with its headquarters in Bonn. In 2012, the DAAD supported more than Germans and foreigners. The offers range from a year abroad for young students until the doctorate, from an internship to guest lecturing, from information exchange to coachwork for universities abroad. The focus of the DAAD's work is the support of young talents and the encouragement for internationalisation. High-performing students are supported by numerous programmes and are lifetime partners for Germany. Moreover the DAAD wants to raise interest for the German language, literature and culture and support the learning process of the language. An increasing number of Vietnamese people are interested in studying and researching in Germany. More than are studying at German universities; more than Alumni are already back in Vietnam. Among these Alumni there are many who would like to report on their experiences: an excellent premise to start the DAAD Ambassador programme in Vietnam. DAAD Vietnam support alumni to continue contact between students and their German host universities to maintain a professional, academic and personal relationship with Germany. DAAD Vietnam also publishes regular information and news-bulletins, contributing to an extended academic exchange between Germany, Vietnam, Laos, Cambodia and Myanmar. The DAAD regional office in Hanoi provides information about the general DAAD offers for alumni in Vietnam, Laos, Cambodia and Myanmar and regularly invites DAAD alumni to events and activities. 10

11 Erasmus Mundus Students and Alumni Association Southeast Asia Chapter The SEA chapter unites EMA members from Brunei Darussalam, Cambodia, East Timor, Indonesia, Laos, Malaysia, Myanmar, The Philippines, Singapore, Thailand, and Vietnam. The idea of establishing an EMA SEA Chapter dates back to the 1st November 2008, when a group of EMA members gathered in Jakarta for the 3rd EMA networking event to share their experiences in the European Higher Education Fair (EHEF). The group recognized the needs to create strong bonds and increase mutual cooperation between EM student/alumni in the region in order to support each other in areas like employment, providing feedback to Erasmus Mundus Courses, enhance social involvement in the region and to promote the programmeme, as well as cooperation with the local EU Delegations. The country based communication platform for Erasmus Mundus Alumni and prospect students are: - Erasmus Mundus Network Cambodia: - Erasmus Mundus Network Indonesia: - Erasmus Mundus Network Malaysia: - Erasmus Mundus Network Myanmar: - Erasmus Mundus Network Philippines: - Erasmus Mundus Network Thailand: - Erasmus Mundus Network Vietnam: 11

12 Main goals are: - To promote Erasmus Mundus as a European programmeme of excellence in international education; - To strengthen regional cooperation between members from different countries and increase mutual collaboration; - To serve the interests of the members, notably by providing a forum for networking, communication and collaboration; - To initiate projects and activities with positive social and environmental impact towards EMA and its stakeholders; The main Activities are: - The participation in European Higher Education Fairs (EHEF) in the region; - The organization of Erasmus Mundus pre-departure briefings for newly selected students; - The close cooperation with the EU Delegations in the region; - Organization of networking events in the region and within each member countries; - The promotion of Erasmus Mundus through social networks and events; - The support and organization of projects that create social and environmental benefits; - The promotion of Erasmus Mundus through EM SEA promotion volunteers. Alumniportal Deutschland - Indonesia The Alumniportal Deutschland is a joint project of five organisations from the field of international cooperation. The aim is to address all alumni whether they studied, conducted research, worked or took German classes, whether they 12

13 received a scholarship or came as a free mover to Germany. The Alumniportal is an addition to the classic alumni work of these organisations or anyone else. It is supposed to bring all Germany alumni from around the world together at one central stage where all information are put together. The Alumniportal is sponsored by the Federal German Government. The network provides information free of charge and is open to Germany- Alumni, that is, individuals from around the world who have studied, worked or conducted research in Germany, anyone who has received education or training at a German institution abroad is welcome to become a member of the portal. It also offers a platform for companies, universities and organisations operating at international level who wish to stay or get in touch with German-Alumni members ( registrations per day) from countries; companies & organisations, universities. Main activities: - Develop the interest in the German language; - Study and continuing education; - Share Science and research results; - Share Jobs and career paths; - Meet through webinars and events; - Develop expert databases. German Alumni Association - Malaysia (GAAM) The German Alumni Association Malaysia (GAAM or formerly known as German Alumni Association Kuala Lumpur) was formed on 29 September GAAM was part of the legacy left by the previous German Ambassador to Malaysia H.E. Mr. Jurgen A. R. Staks. 13

14 The role of GAAM is the perseverance of Malaysian interests to foster greater cooperation between the Federal Republic of Germany and Malaysia with the intention that the Membership to the Association is open to all individuals and corporations with the same common interests. Up to now, the alumni network has more than 200 registered members with 3 types of memberships available: Ordinary: Open to Malaysian citizens who are older than 18 years old and working or residents of Malaysia and who have benefited from German education and training with the given right to vote and hold office. Associate: Open to all those who are interested in the objectives of the Society with the given right to vote only. Corporate: Open to all companies operating in Malaysia, who are interested in the activities of the Association with each membership be represented by not more than three of its elected personnel during the Annual General Meeting with the right to vote, contribute ideas and participate in the Association s programmes. GAAM has identified several targeted activities and programmes, in which GAAM welcomes partnerships and sponsorships for their activities: sports & recreational activities, charity, networking event, annual gala, education, etc. GAAM members can connect via: - GAAM website; - GAAM facebook; - GAAM letterhead; - GAAM office; - GAAM brochures/forms. Germany Alumni Green Group - Vietnam (GAG) 14

15 The GAGGroup has been founded at an Alumni Meeting at the German Vietnamese Centre of the Hanoi University of Technology in June 30, GAGGroup s mission is to provide a synergistic network for alumni professionals in the area of Environmental Protection, in order to promote exchanges of knowledge, research results, experiences, and information among the GAGGroup members and other stakeholder organizations. GAGGroup will assume the role of a professional agent in the area of environment, providing assistance to its members by: - launching a professional forum for specialists; - presenting members research results; - participating in research projects/initiatives; - enhancing members research capacity; - approaching research funders; - developing professional connections with international partners. The GAGGroup will - administer a diversified Environment Specialist Database; - provide research incubators/project for its members; - organize seminars, conferences and training courses concentrated on all issues related to environmental protection; - provide internships/thesis and research project supervision/coordination services for German and Vietnamese students and researchers; - network with other professional bodies and associations. Currently GAGGroup activities are coordinated by a core group consisting of 7 members and there are 49 Germany Alumni registered as GAGGroup official members since June 30, In September 2009, GAGGroup warmly welcomed 4 new international members from Indonesia, Thailand, Syria and Egypt. 15

16 Members of GAGGroup should: - be alumni from training programmes in Germany; - be professionals/interested in the areas of environment; - complete official registration procedures (details about the registration will be announced in the website of GAGGroup); - hold any nationality. Erasmus Mundus Students and Alumni Association (EMA) - Indonesia The EMA (Erasmus Mundus Student and Alumni Association) in Indonesia mostly focuses on: - Serving the interests of Students and Alumni; - Providing a forum for networking, communication and collaboration; - Promoting Erasmus Mundus as a European programme of excellence in international education. The goals of the EMA Chapter in Indonesia are: - Promoting EM in the region as the center of European Education Excellence; - Enhancing alumni/student networking in the region by conducting networking activities; - Leasing with universities and industries to open opportunities for EM graduates; Erasmus Mundus Students and Alumni Association (EMA) Thailand Similar to the EMA in Indonesia, the EMA in Thailand is quite strong and has a lot of ongoing activities in Thailand and the SEA. - Established in 2008; 16

17 - Working in collaboration with the Delegation of the European Union to Kingdom of Thailand; - Annual participation in the European High Education Fair (EHEF) to provide information about the Erasmus Mundus programmes and scholarship by the alumni. - Annual participation in the reception for the Erasmus Mundus awardees organized by the Delegation of the European Union to Thailand together with Ambassadors and representatives from EU member states in Thailand and Business sectors; - Providing information/lectures in international seminars organized by the Delegation of the European Union to Thailand in ASEAN countries. The topic are about higher education, networking opportunities in Thailand and ASEAN and research opportunities in Europe ( ); - Attending research fairs in Thailand, Laos PDR and Myanmar; - Community development; teaching English, book donations etc; - Collaborations with the business sector such as the EU-ASEAN Business Center in Thailand and the professional sector to network and support Thai EM graduates on their career path. Vietnam Belgium Alumni - Vietnam (VBA) Vietnam Belgium Alumni has been established in 1978 with the members graduating from DGD, VLIR, CUD, universities (Liège, VUB, Flander region, Wallonie region). Now, the number of members is about 1700 alumni. VBA has the following goals: - To foster the linkages among Vietnamese alumni; - To enrich their alumni experience; - To facilitate alumni s professional career development; 17

18 - To match partnerships between Alumnis and interested partners: Belgium and EU countries; Diverse areas of cooperation (research, business). UK alumni network in Thailand The British Council works to promote the UK as the ideal destination for education. Throughout the year the group holds events to engage prospective students, students, and stakeholders. The British Council s UK Alumni network is the largest and strongest alumni network in Thailand. It holds alumni and the number is growing progressively every year. The network connects and engages its alumni in meaningful activities to create initiatives for greater good. The British Council Job Fair for UK alumni provides opportunities for UK graduates to receive information on career opportunities and add value - following their UK study. - The opportunity for qualified candidates to gain an international perspective and English language skills necessary to succeed in a modern business environment; - The opportunity to recruit qualified candidates for companies, especially for niche areas of work; - The chance for alumni to contact potential employees; - The possibility for alumni to gain a different view on work and live in the competitive workplace of nowadays; - The chance to gain insight and meet well-known firms to pursue a career, especially in an international environment; - Networking, work opportunities, self-development plans. 18

19 Suggestion and conclusion The formation of a network alliance comprising of alumni association representatives from EU and SEA could lead to the establishment of a strong European lobby group in the region with outreach into various parts of society. This might not be a tangible and measurable outcome but a very effective, subliminal impact on the Southeast Asian countries in general. A programme to connect Alumi representatives from the two regions could strengthen the links between both regions and create a network. Through this network, not only information targeted on research and innovation can be shared with literally thousands and thousands of European Alumni living and working in Southeast Asia. Alumni associations can also play a key role in forming research partnerships and enhance cooperation between both regions. A lot of prominent decision makers of Southeast Asian societies are members of European Alumni associations and would receive information shared via these networks. A coordinated long-term effort like the one SEA-EU-NET is currently trying to establish would ensure serious impact. Again, the funding of such a coordinated action would be the key to success. Moreover, the strengthening of intra-asean exchange between Alumni organizations would lead to increased impact. Because most of the alumni associations are working on a voluntary basis, it is necessary to develop a permanent funding source and a programme/roadmap to ensure efficient long-term impact. A programme like this should focus on the expectations and needs of these groups. Also, the set-up of an EU-SEA alumni database is very important, as well as an alumni contact point who might be the focal point for the dissemination of information to the rest of the members this is currently being done by the SEA- EU-NET project but would have to be maintained beyond the funding lifetime of the project. Until now, some of the alumni contact points have been identified (see Attachment 1) 19

20 It is essential to identify more representatives from other EU-SEA alumni groups. Thanks to them, EU activities can be advertised to broader potential audiences. Finally, the INCO-NET project SEA-EU-NET currently serves as the bridge to connect alumni groups in SEA to alumni groups in the EU. If alumni from both regions will contact and share information via SEA-EU-NET communication channels, they will enjoy a lot of benefits, not only within the project framework, but also in a wider sense and by this create a win - win situation for both region s societies. 20
