INTERNAL AUDIT: M/s.Tibrewala Luharuka & Associates, Chartered Accountants, Kolkata, were appointed as the Internal Auditor of the ICSI-EIRC for the financial year All the 4 quarterly Internal Audit Reports for the financial year along with reply to the observations have been submitted to the HQ of ICSI. ICSI-EIRC NEWSLETTER: ICSI-EIRC regularly publishes its Newsletter which contains Articles, Regulatory Updates, Coverage of events and calendar of programmes of the EIRC of ICSI, its Chapters, various announcements for Members. From to EIRC published 4 issues of Newsletters. I. EMPLOYEES RELATION & WELFARE: As on March 31, 2014, the manpower strength at EIRO of ICSI stood at 13 and the Employees Management relations remained cordial during the year. J. ICSI-EIRC HOUSE: The renovation work of the building commenced in the month of May/June,2013. The roof top complete renovation, chemical treatment, changes of all rain water pipes including fittings, installation of new water tank, pump room including erection of new water pump set, patch repairing of outside wall completed. The parapet of the roof top designed by adding new fencing. The roof 9

10 ANNUAL REPORT & ACCOUNTS OF ICSI-EIRC top of the stair case has been changed and covered with glass to get sun light from top to down. In the second floor the Toilets have been renovated in all the places including new auditorium. Glass panes have been fixed on all the windows. LCD Projector has been mounted on the ceiling for projection. In the first floor, all the toilets in different rooms had been renovated. Server has been kept in a safer place. Glass panes have been fitted in all the rooms. The common area, earlier Library had been changed for common sitting of all the officials. Glass door had been fixed at the entry point of the main hall. All the doors have been changed. All the internal wiring and switches, electrical junction boxes etc. New Council room and Reception lounge had been renovated. At the Ground floor the earlier Council room and the adjacent room had been converted to reading lounge. The room behind auditorium had been converted to Reading Room for students. Many wash rooms covered with iron structure had been built. The other part of the car parking area had been modified to new structure covered with sheds. The main auditorium had been extended upto the main gate to accommodate more people during the programme. For the purpose of kitchen at the back portion of the building covered place have been done. Main gate of the premises and the adjoining area flooring had been raised and covered with tiles. Generator base had been done with cover of iron structure and shed. At the ground floor all the electrical work completed including fixing of new lights at the main gate, fans, decorative lights at the auditorium and adjoining area had been completed. The Mutation of the ICSI-EIRC House had been completed and received all the relevant papers from the Kolkata Municipal Corporation. Structural assessment report is also in order. K. Management s Responsibility for the Financial Statements Management is responsible for the preparation of these financial statements that give a true and fair view of the financial position, financial performance of the Regional Council in accordance with the generally accepted Accounting Principles in India. This responsibility includes the design, implementation and maintenance of internal control relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error. Auditor s Responsibility Our responsibility is to express an opinion on these financial statements based on our audit. W e conducted our audit in accordance with the Standards on Auditing issued by the Institute of Chartered Accountants of India. Those Standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the Company s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Regional Council internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of the accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. b. In our opinion proper books of account as required by law have been kept by the Regional Council so far as appears from our examination of those books and proper returns adequate for the purposes of our audit have been received from chapter not visited by us; c. the Balance Sheet and Statement of Income & Expenditure, dealt with by this Report are in agreement with the books of account and with the returns received from chapter not visited by us d. in our opinion, the Balance Sheet and Statement of Income & Expenditure comply with the Accounting Standards issued by the Institute of Chartered Accountants of India. e.
