1 Annex III to the Consortium Agreement Erasmus Mundus Master of Science in Public Sector Innovation and egovernance Student agreement Agreement regarding enrolment for the Academic year 201x-201x Between the KU Leuven, with registered office at Naamsestraat 22, B-3000 Leuven, represented by Prof. Dr. Bruno Broucker, who acts as the programme coordinator and represents the consortium that organises the programme, And <name student> hereafter referred to as the student, with official residence at <official address student> The following is agreed upon. Art. 1. Consortium The Erasmus Mundus Master of Science in Public Sector Innovation and egovernance is organised jointly by the KU Leuven, the University of Münster and the Tallinn University of Technology. The KU Leuven acts as the coordinating institution of the consortium that is composed of representatives from the three participating institutions. The academic coordinator for the KU Leuven is Prof. Dr. Bruno Broucker, for the University of Münster Prof. Dr. Joerg Becker and for the Tallinn University of Technology Prof. Dr. Robert Krimmer. Art. 2 Scope On behalf of the participating consortium partners, the student is given the permission to participate in the Erasmus Mundus Master of Science in Public Sector Innovation and egovernance in accordance with the rights and obligations stipulated below. Art. 3 Trajectory The Erasmus Mundus Master of Science in Public Sector Innovation and egovernance consists of 120 ECTS study units and is organised as a two year programme. All students start their first semester at the KU Leuven. For the second and the third semester, students move, respectively to Münster and Tallinn. The last semester is dedicated to their master thesis.

2 In case of extension of studies beyond two academic years, students must meet at least by the end of each academic year, 36 ECTS credits in the subjects of the programme. Students who exceed the nominal period of studies (2 years) will defend their thesis in the university whose turn is to host the master thesis defenses. Art 4 Degree and diploma The student obtains a joint degree diploma, i.e. a joint diploma and diploma supplement. Art. 5 Language policy The entire course is taught in English. A foreign language is not an obligatory part in the curriculum, however the student gets the opportunity to enrich his/her knowledge of other foreign languages through the facilities offered at each university. Art. 6 Registration, tuition fee and associated rights The student enrols at the KU Leuven on the basis of his/her selection by the Consortium s selection board. The tuition fee for students participating in the Erasmus Mundus Joint Master of Science in Public Sector Innovation and egovernance is for students from Erasmus+ partner countries and 8000 for students from Erasmus+ programme countries The tuition fee includes: - access to all courses - the examination fees - a collective accident insurance policy - subscription to an insurance for civil liability for study related activities - subscription to a third party liability insurance policy - affiliation with a health insurance company The tuition fee also gives the students the right to the following: a) support from the student services of the universities; b) use of the library in accordance with the library regulations of the institution; c) use of the information technology infrastructure in accordance with the specific regulations of the institution; d) education support through the electronic learning environment. e) access through all regular facilities that other students at the respective universities have. 3 Art. 7. Common and specific education rules As a student of the Erasmus Mundus Master of Science in Public Sector Innovation and egovernance, the consortium s common rules apply on master thesis, defence and diploma. Students continuously have to acquaint oneselves with the examination regulations of the Erasmus Mundus Joint Master of Science in Public Sector Innovation and egovernance as published by the institutions (KU Leuven, the University of Münster and the Tallinn University of Technology). The evaluation methods and criteria of the courses within the Erasmus Mundus Joint Master of Science in Public Sector Innovation and egovernance will be reviewed by the Steering Committee at the beginning of the programme. Information on the examinations will be provided to the students at the start of the academic year and directly published on the electronic platform, accessible for all the students. For each assignment it is clearly specified what the objectives of the assignment are and on which criteria the assignment will be evaluated. The coordinator will inform well in advance the student of any significant changes in the programme, including rules applied to master thesis, examinations and pass/fail criteria and diploma. Art. 8. Organization of the academic year The programme is divided in four residential periods. At the end of each period the examination will take place of the courses that are finished in that residential period. Retakes can take place at the university where the student is at that specific moment. The graduation ceremony will take place at the end of the second academic year. Academic leave is a period for which a student is released, upon personal request, from study and research for the maximum of two semesters. Academic leave may be granted by the academic committee as follows: 1) For medical reasons and/or serious family reasons; 2) In case of military service for up to two semesters; 3) For reasons of pregnancy. Art. 9. The awarding of the Erasmus+ scholarship and the obligations entailed herewith (only for students who receive a scholarship from the EU). The student receives a scholarship for the period from <starting date> until <ending date>, consisting of: - a contribution to travel and installation cost; - contribution to the participation costs (including insurance coverage); - a basic monthly amount. The amount that covers the travel and installation costs for the holders will be paid on a monthly basis. The tuition fee will be withheld directly from the scholarship at the beginning of the academic year. Page 3 of 5

4 The scholarship is only awarded after the student has signed this agreement and after the student s official enrolment. The scholarship is only awarded for the trajectory stipulated in article 3; as the Erasmus Mundus scholarship is awarded for a student s participation in the complete programme, scholarship holders cannot transfer credits from other university courses taken prior to their enrolment in this programme, from working experience or the like for the purpose of reducing their mandatory activities for the programme. The scholarship holder must inform the programme director of every other form of financial support he/she receives (e.g. other scholarships). The Erasmus Mundus scholarship may not be combined with additional financial support or scholarship programmes. Art. 10. The student s obligations with respect to the programme The student has a duty to use both the movable and immovable goods of the universities with great care and to act and behave in accordance with the regulations enforced within the universities. The student is expected to participate actively in the education and examination activities. Student can be expelled from the programme due to incompatible behaviour as forgery of documents in the application or severe erroneous behaviour against generally accepted standards of conduct and violation of good academic practice, as plagiarism. In case of plagiarism, the Academic Committee, can decide, depending on the level of plagiarism, whether the student will fail the course or be excluded from the programme. In the event that the student prematurely ceases his/her participation in the programme, he/she must notify the programme director immediately. In all cases of interruption of the scholarship the student is obliged to refund any amount that may already have been pre-paid to him/her for future periods. The student agrees to fill out the questionnaires for the evaluation of each residential period, sent to him/her after each residential period. Art. 11. Evaluation of the student The student is evaluated for each course as specified in the course syllabus and in accordance to information on the examinations provided to the students at the start of the academic year. Information concerning the passing of the complete programme and the awarding of possible additional degrees of merit will be provided to the students at the start of the academic year on the electronic platform. 5 Art. 12. Duration of the agreement The agreement is valid starting from the - <academic year>, for the normal duration of the programme, i.e. 2 academic years. It may be terminated prematurely according to the stipulations in article 10. Art. 13. Erasmus Mundus Students and Alumni Association (EMA) Students enrolled in the Erasmus Mundus Master of Science in Public Administration and egovernance programme are expected to join the Erasmus Mundus Students and Alumni Association (EMA) EMA is the association of all EMJMD students offering an international professional and personal network not only during the study period, but also after graduation. It serves as channel of communication for students, alumni, universities and the European Commission. Art. 14. Disputes In general, disputes are settled at the HEI, where they emerged. A student has the right to dispute an administrative act related to study activity. A student, who desires to dispute a decision concerning him or her, must immediately contact the person who made the disputable decision. If the decision with regard to the student is not changed as a result of the hearing, the student may submit a written appeal to the Academic Committee within 30 days as of the date the student became or should have become aware of the decision.
