2 Mission The R&D mission of TUT is to further the state of knowledge in R&D areas important to Estonia and the world, and provide novel solutions as well as knowledge and technology transfer on an international level. As a technology and engineering University, TUT bears a responsibility for this field vis-à-vis the Estonian economy and society. 3 Centres es of Competence Programme Three Centres of Competence with TUT background has been initiated by the National Centres of Competence Program: Competence Centre of Cancer Research Competence Centre of Food and Fermentation Technologies, CCCR Competence Centre of Electronics, Information and Communication Technolo-gies, ELICO Tallinn Technology Park TTP Development Foundation was established in March 03 by TUT, City of Tallinn and Republic of Estonia. The founders contribute real estate property (6 M ) + start-up money in cash Basic data: 46,000 m2 rental area 10 ha land 110 operating firms Spinno Programme SPINNO programme has been initiated by Enterprise Estonia. Three main areas of the programme are: - enlarging the proportion of intellectual property in technology transfer conducted by R&D institutions - developing co-operation between enterprises and R&D institutions through which contractual research should be increased substantially - creating a suitable environment for scienceintensive entrepreneurship in R&D institutions International R&D co-operation operation - TUT participated in EU 5th Framework programmes with 40 projects and in 6th FP with 11 projects - concluded 56 international R&D agreements - Some of our main foreign partners: Scheuten Glasgroep, Foster Wheeler Energy OY, Fintec OY, Philip Morris Inc, Saint Jude Medical Sweden AB, Ericsson Eesti, Metso Paper Inc and ICOM Automation GmbH - Estonian and USA oil shale research program R&D Strategy According to Strategy the University must modernise its academic working environment to attain a level necessary for effective participation in the European Research Area. One of the aims is to reach by 15 at least a triple R&D income base as compared to 05, at the same time ensuring a faster growth of financing from nonstate-budget sources such as the EU and various businesses, foundations, etc. Vision for 15 (1) TTU is a host institution of EU-recognised research centres in its priority R&D areas, and as a repository and provider of know-how in other fields, having at its disposal the infrastructure and teaching and research staff required for engagement in effective international cooperation Developed a modern R&D infrastructure and ensured the presence of sufficient research potential in most research groups. The University s situation in terms of research staff replacement rate, researcher motivation and recognition given to researchers will be comparable to that of successful countries; 3

4 Vision for 15 (2) developed the capacity, in its R&D areas, to cater to a large part of the research services needs of the Estonian businesses and the country s public sector, either on its own or with the help of its spin-off companies, research and development centres and other partners successfully integrated into international R&D networks, increasing the volume of research services provided to foreign companies and multinational groups approximately five times compared to 04 figures. Vision for 15 (3) New research fields electronics components based on new materials (collaboration between information technology and materials science) ambient intelligence emanating from a convergence of nano-bio-info-cogno (NBIC) systems (collaboration between information technology and biomedicine and biomedicine and biotechnology) natural and artificial environment assessment systems for supporting sustainable development (collaboration between environmental studies and information technology) Vision for 15 (4) New research fields systems biology aiming at analysing, on the level of the functioning of biological organisms, data accumulated using high-performance technologies (collaboration between biomedicine, biotechnology, information technology and materials science, as well as collaboration with the mathematics and physics) novel optimum power engineering principles taking into account the entire chain of energy transformation starting from primary energy production to energy use Changeing role of Universities in society European University Association: Universityes are central to the development of European society. They create, safeguard and transmit knowledge vital for social and economic welfare, locally, regionally and globally.
