1 BAHÇEŞEHIR UNIVERSITY REGULATIONS FOR UNIVERSITY SCHOLARSHIPS SENATE DECISION REPORT NO: 2016/06/13, EFFECTIVE AS OF 27/05/2016. The following regulation stipulates the guidelines for scholarships awarded to students enrolled to Associate, Undergraduate, and Postgraduate programs at Bahçeşehir University. This regulation adheres to the revisions stated by the Bahçeşehir University Council and approved by the Board of Trustees (number 8153; dated 14/09/2015), which has been effective dated 05/05/2011, Decision No. 202/504. ASSOCIATE, UNDERGRADUATE AND POSTGRADUATE STUDENT SCHOLARSHIP DIRECTIVE I. PURPOSE, SCOPE, DEFINITIONS, GENERAL PROVISIONS Purpose ARTICLE 1- (1) The purpose of the directive is to increase the quality of education and training provided by Bahçeşehir University at Associate, Bachelors and Masters level. The scholarships are awarded to financially support the highest achieving students on the basis of their academic, sport and art achievements. (2) This directive shall be applied in accordance with the aforementioned purposes and in accordance with the Law (no. 3843) as well as with the Higher Education Law (No. 2547). All types of scholarships and financial support granted to Bahçeşehir University students, is to be provided in accordance with the Annex 18. Scope ARTICLE 2 (1) This directive contains the conditions for scholarships and financial support provided for associate, undergraduate and graduate programs at Bahçeşehir University. 1

2 Definitions ARTICLE 3 - (1) This directive mentions, (i) University: refers to Bahçeşehir University, (ii) (iii) (iv) (v) (vi) (vii) Institute: refers to the institutes, which provide undergraduate and graduate education at Bahçeşehir University, Financial Affairs: refers to Bahçeşehir University s Department of Financial Affairs, Faculty: refers to the Faculty of Economics, Administrative and Social Sciences, Faculty of Architecture and Design, Faculty of Educational Sciences, Faculty of Communication, Faculty of Engineering, Faculty of Medicine, and Faculty of Health Sciences, which provide undergraduate education at Bahçeşehir University, MYO: refers to Vocational Schools which provide associate degree education at Bahçeşehir University, YO: refers to various Vocational Schools at Bahçeşehir University which provide bachelors degree, CO-OP (Cooperative Education): refers to coordinated educational agreements with companies affiliated with Bahçeşehir University, (viii) Scholarship Commission: refers to the Scholarship Commission established by the Bahçeşehir University Rectorship. ARTICLE 4 (1) The Scholarship Commission consists of the General Secretary, the Head of the Financial Affairs Department, the Head of Health, Culture and Sports Department, advisors and academics appointed by the Rectorship, under the presidency of the Vice Rectorship, (2) The Scholarship Commission is continuous, and serves to carry out the functions set in the last paragraph of Article 1, (3) After receiving scholarship applications, and upon the evalution by the Scholarship Commission, the procedures of announcement of the decisions to the relevant persons are carried out by the Health, Culture and Sport Department, and payment and financial transactions are completed by the Financial Affairs Department, 2

3 General provisions ARTICLE 5 - (1) This regulation reviews and determines the amount and rates of scholarships awarded, at the beginning of each academic year. The Scholarship Commission has the authority to make amendments to the amounts and rates, if it is deemed necessary, (2) Each student is subject to the scholarship regulations for in which year they have applied. The scholarship amounts are evaluated according to the conditions of the year of which they entered. (3) The Scholarship Commission determines the criteria for the scholarship applications, other than the ÖSYM scholarship stated in this directive. II. UNDERGRADUATE SCHOLARSHIPS Student Selection and Placement Center (ÖSYM) Scholarships ARTICLE 6 - (1) University Entrance Exam/Full Scholarship: This scholarship is awarded to students who are placed in the full scholarship quota of LYS. The University provides full exemption from the tuition fee for the maximum duration (7 Years) including Preparatory Program. This scholarship is valid for summer schools, and double major and minor programs, (2) University Entrance Exam/Partial Scholarship: This scholarship is awarded to students who are placed in the partial scholarship quota of LYS. The University provides full exemption from the tuition fee for the maximum duration (7 Years) including Preparatory Program. This scholarship is valid for summer schools, and double major and minor programs. Bahçeşehir University (BAU) Scholarships ARTICLE 7 - (1) Vocational School Scholarship: Bahçeşehir University Vocational School awards 50% scholarship to graduates of vocational high schools through LYS. This scholarship is valid for summer schools, and double major and minor programs. (2) First 1000 Scholarships (Excluding supplementary points): Students who have been placed in the undergraduate program by the Student Selection and Placement Center (ÖSYM) in the Academic Year, and who meet the LYS (Graduate Placement Exam) success criteria determined below, will benefit from additional scholarships provided by Bahçeşehir University. 3

4 The first 1000 scholarships are valid for the duration of the regular education period. ** Students who do not enroll for courses in a semester cannot benefit from this scholarship. a. Student Selection and Placement Center (ÖSYM) (excluding supplementary points) scholarship for the first according to placement score: This scholarship is awarded to the first students in the LYS Score Type (except for the additional score). Students who earn these grades will be provided with a monthly allowance of 1,000 TL for 9 (nine) months per year or for a full academic year if enrolled to Preparatory School in Washington D.C. or Toronto campuses. [The scholarship does not cover accommodation, education and transportation fees, and other personal expenses (including but not limited to health) for the duration of the student s education, and hence, must be arranged by the student]. The campus to be attended is determined by the Directorate of the Foreign Language School. b. Student Selection and Placement Center (ÖSYM) (excluding supplementary points) scholarship for the first according to placement score: This scholarship is awarded to the first students in the LYS Score Type (except for the additional score). Students who earn these grades will be provided with a monthly stipend of 600 TL for 9 (nine) months per year or for a full academic year if enrolled to Preparatory School in Washington D.C. or Toronto campuses. [The scholarship does not cover accommodation, education and transportation fees, and other personal expenses (including but not limited to health) for the duration of the student s education, and hence, must be arranged by the student]. The campus to be attended is determined by the Directorate of the Foreign Language School. c. Student Selection and Placement Center (ÖSYM) (excluding supplementary points) scholarship for the first according to placement score: This scholarship is awarded to the first students in the LYS Score Type (except for the additional score). Students who earn these grades will be provided with a monthly stipend of 400 TL for 9 (nine) months per year or one free study at a BAU Abroad Summer Course. Scholarship of those who have a degree in between in LYS and will study in one campuses abroad covers the programmes of campuses that are determined by the board. 4

[The scholarship does not cover accommodation, education and transportation fees, and other personal expenses (including but not limited to health) for the duration of the student s education, and hence, must be arranged by the student]. The campus to be attended is determined by the Directorate of the Foreign Language School. e. Financial Support: Students who earn grades A, B, or C, are entitled to receive cash grant scholarships for 9 (nine) months per year, from October to June. Students who qualify for the first 100, 1000, and 2000 scholarships must earn relevant grades in Y-MF, Y-TM, Y- TS ve Y-DİL-1 points in the placement score. These scholarships do not include grades or other additional points, such as those of YGS and placement points. Students can not benefit from this scholarship if they have applied for Preparatory School in Washington D.C. or Toronto campuses. First 2000 scholarships: The student s scholarship is valid for normal educational duration for all faculties (including Preparatory School). Scholarship is not valid if student exceeds normal period of study due to study of double-major. The conditions of first 2000 scholarships for new students will be decided upon every academic year. Vertical Transfer Examination Scholarship ARTICLE 8 - (1) Graduates of Bahçeşehir University s Vocational School receive 50% scholarship for one year less than then the duration of normal education (expected period of study of undergraduate programme) in any undergraduate programme the student wishes to sutdy at Bahçeşehir University. (2) Graduates of Bahçeşehir University s Vocational School/Vocational School of Health Services are awarded with the following scholarships: 100% for students who are placed 1 st, 75% for students who are placed 2 nd, and 50% for students who are placed 3 rd within their department. This scholarship is valid for a year less than the duration of a normal education year. Scholarship for Athletes ARTICLE 9 (1) Students who are part of one of the following sports team: Women s Volleyball, Women s Basketball, Men s Basketball or Men s Football, and are active in the associated student sports clubs are entitled to scholarships. 5

6 These scholarships will be invalid if the student does not attend or participate in sports competitions and/or championships. The scholarship will also be invalid if the student is inactive in the sports team/club. (2) Sports Scholarships for Individual Sports or for other team sports are decided by Turkish University Sports Federation (TUSF) which regulates inter-university sports competitions and championships (Ivy League or Championship of Turkey). Students participating in such events on behalf of the University are given scholarships according to the place they are awarded. Partial team scholarships are awarded, and no individual winners are taken into consideration. The partial scholarship rates for student competing in teams or individually are 35% for 1 st place, 25% for 2 nd place, and 15% for 3 rd place. Apply BAU Scholarships ARTICLE 10 - (1) Students who apply through the Apply BAU system are granted various scholarships according to their applications. Students who receive admission letter will receive a scholarship on the given department and set amount of scholarship. 2) In order to benefit from this scholarship, students should apply and be admitted through The application must be accepted and the letter of acceptance should be sent to the applicant as part of the scholarship process. 3) In order to benefit from Apply BAU scholarship, it is required to be placed and registered for a programme with no scholarship, based the acceptance letter of ÖSYM upon the placement. 4) Scholarships earned through Apply BAU are only valid if the student enrolls in the specified year. If the student plans to apply for the next year, they must re-apply through Apply BAU. 5) Apply BAU scholarships are only valid for the course/s stated in the acceptance letter, which will be sent to the student. 6) The acceptance letter sent by BAU must be accepted during the registration period. 7) The scholarship provided cannot and will not be combined with any other public or private scholarships that have been awarded to the student. Similarly, this scholarship cannot be considered as an additional discount. 6

7 International Diploma Scholarship ARTICLE 11 (1) For students registered in Academic Year until present; a) Graduated from high school in Turkey and completed the International Diploma program (IB, ABITUR, etc.) will be provided with scholarships if: * IB grade of 24 and above (IB Diploma or equivalent) * ABITUR diploma grade of 2.0 or higher, *MATURA diploma grade of 2.0 or higher, * MATURİTA diploma grade of 80 or higher, * According to the annual curriculum issued by the Italian High School in Turkey and the approval of the Italian Ministry of Education, the student should have a high school equivalency diploma score of 60, * French Baccalaureate Diploma grade of 10, * Diploma grade of 60 and equivalent to the French Baccalaureate, provided by high schools in Turkey *SATs; a total of 2000 points, for a total of 4 (four) tests taken in the same year. Students, who fulfill the above requirements and are accepted into an undergraduate program at Bahçeşehir University, will be provided with a scholarship of 25% (off their tuition fee) which can be finalized upon completion of the student s registration process; b) These scholarships are valid during the normal duration of study; c) Students, who have any of the above-mentioned documents and who are placed in any Bahçeşehir University programs with 100% OSYM scholarship, will be provided with an opportunity to benefit from one of the abroad summer school programs, upon the approval of the administration. Similarly, the summer school campus/university and its utilization date is determined by Bahçeşehir University. The scholarship covers accommodation, education and transportation fees, and other personal expenses (including but not limited to healthcare). Associate and Bachelor s Degree Sibling Scholarships ARTICLE 12 (1) If siblings are enrolled as full-time students to the same associate or undergraduate programs together, a scholarship of 10% is awarded to each sibling. This scholarship is valid if the student pays a full academic year s tuition fee; it will not be valid for lesson-based payments. This discount applies to those whose parents are the same or if they are cared for by the same legal guardian/s. 7

8 After one of the siblings graduate, the other s scholarship will be continued. This scholarship is valid for any academic unit, so long as it does not exceed the standard education period. Bahçeşehir University Staff Scholarships ARTICLE 13 (1) Full-time staff at Bahçeşehir University are entitled to receive scholarship for their spouse and their children, for any associate and undergraduate courses, depending on the duration of their employment: 0-2 years of work 30% 2-4 years of work 40% 4+ years of work 50% Staff members are also eligible to receive a scholarship for their siblings, depending on the duration of their employment: 0-2 years of work 20% 2-4 years of work 30% 4+ years of work 40% The scholarship is valid for study at any faculty, so long as it does not exceed the standard education period. Undergraduate Scholarships (presented at the beginning of the academic year) ARTICLE 14 (1) Academic Success Scholarship: will be evaluated according to the top scoring students transcript. 2) Success Scholarship evaluations for students, enrolled through DGS or university transfers will be evaluated 1 (one) academic year after students commences their education. (2) Academic or Artistic Competition Success Scholarships: Students who represent Bahçeşehir University, through contributing in the fields of academics or arts, are eligible for the Academic or Artistic Success Scholarship. The scholarship amount is to be decided and approved by the Scholarship Commission and Rectorship. 8

9 (3) Financial Support Scholarships: a) Students with ÖSYM scholarship and are in difficult financial position may request financial support. This scholarship, upon the approval of the Scholarship Commission, offers students with financial support for 9 months for 1 (one) academic year. b) Students who have completed the first 4 (four) semesters and earned a GPA score of 2.50 and above, may request for financial support. This scholarship, upon the approval of the Scholarship Commission, offers students with financial support for 9 months for 1 (one) academic year. (4) Private Scholarships: Private and/or legal entities may provide conditional or unconditional scholarships by donating to Bahçeşehir University. These scholarships can be named after donors, upon the approval of the Rectorship. Students that benefit from these scholarhip, as well as the scholarship amounts, is to be determined and decided by the Scholarship Commission. Horizontal Transfer, Double Minor and Major Scholarships ARTICLE 15 - (1) There are no additional charge/s for students who decide to study double major and/or minor branches at Bahçeşehir University. (2) Scholarships can be continuted for those students who study at Bahçeşehir University with an ÖSYM scholarship, and wish to transfer internally. (3) If a student wishes to transfer horizontally (through another university or institute) to Bahçeşehir University scholarship, student s ÖSYM score of registration is taken into account, and relevant scholarship rate is given; should the student s score is higher than the base point of the required deparment. Even if the student s base point is sufficient for 100% scholarship, the scholarship provided cannot exceed 50%. The scholarhip rate may not exceed 50% in any condition. (4) The financial support scholarships provided by the BAU to the first 2000 students will be deducted if the student graduates from his/her major, in case of continuation of studying other major and minor. 9

10 Consolidation of Scholarship and Discounts ARTICLE 16- (1) Students who qualify for multiple scholarships or discounts may only benefit from 1 (one). However, students qualified to have one of the LYS partial scholarships can benefit from success scholarships earned during their period of study based on the fee that they are required to pay. Example: If a student who is placed in 50% ÖSYM scholarship quota, wants to benefit from a sibling discount, he/she gets 10% off his/her remaining fees for the academic year. (2) A 10% contribution fee will be deducted from all scholarships allocated outside this regulation. (3) Every student is subject to the current Bahcesehir University Scholarship Rules and Regulations, highlighted in this document. (4) No special scholarships are valid for summer school courses, other than ÖSYM and Team Sports Scholarships. (5) Scholarships provided by Scholarship Commission are evaluated at the end of each Academic Year. (6) Scholarships provided by the Scholarship Commission are not valid for programs abroad. (7) Students are not able to receive scholarships if they suspend their study and/or when they do not renew their registration. (8) The scholarship status of students who receive disciplinary action will be evaluated by the Scholarship Commission, in accordance with the Disciplinary Regulations. (9) The financial support scholarships provided by Scholarship Commission, for the first 2000 students, will be terminated if the student s academic achievement (GPA) falls below

11 All scholarships - other than those related to the ÖSYM (which are granted to the successful students who meet the conditions of LYS) - are unconditinally provided by the Scholarship Commission. Other scholarships, other than ÖSYM scholarships, are arranged according to the rules set forth in the relevant directive. III. POST-GRADUATE SCHOLARSHIPS (MASTERS AND DOCTORATES) Scholarships ARTICLE 17 (1) Masters Scholarships a. High Honor Scholarship: Students who have graduated from any undergraduate programs at Bahçeşehir University and who are admitted to their chosen graduate or integrated Ph.D. programs at Bahçeşehir University, are eligible for the following scholarships: i. 100% to those who have earned the first place in their department; ii. iii. 75% to those who have earned the second place in their department; 50% to those who have earned the third place in their department. This scholarship is valid for up to 2 (two) semesters after graduation, as long as the maximum and legal duration of the Master's degree education is not exceeded. In case of failure from previous studies, students are required to pay the total amount of summer school and education abroad should they wish to study so. b. ALES Scholarship: ALES scholarship of 20% is awarded to students who score 85 or above (Equal weight, numerical or verbal). c. Graduation Success Scholarship: Students, who display a score of 3.00 and above (out of 4.00) upon their undergraduate graduation, are awarded with a 20% scholarship. d. Foreign Language Scholarship: A scholarship of 10% can be awarded to candidates who meet the minimum score requirements for 1 (one) of the following English Language Proficiency exams: 11

12 Exam Type Minimum Score TOEFL-IBT 96 YDS 80 PEARSON PTE (Academic) 78 BAU Proficiency Exam 80 e. Bahçeşehir University Alumni Scholarship: Graduates of undergraduate programs from Bahçeşehir University are granted 50% scholarships for the duration of their education. This scholarship is also applicable to foreign students who have graduated from Bahçeşehir University. f. Public Employees Scholarship: 50% scholarships are awarded to post-graduate students who work at public institutions. Additionally, Istanbul Bar Association registered candidates receive a scholarship of 50%. g. CO-OP Scholarship: This scholarship applies to employees of the institutions that are partnered with the CO-OP unit. h. First-Degree Relative Discount (Sibling, Spouse, etc): Candidate students whose first-degree relative is registered at one of the graduate programmes of Bahcesehir University can receive a scholarship of 10%. i. 50% scholarships are given to the first-degree relatives of students who are enrolled in Bahçeşehir Colleges and Ugur schools. j. 25% scholarship is given to children who register for Bahçeşehir College whose parents are graduate or enrolled in one of the graduate programs of the university. (2) Doctorate Scholarships a. High Honor Scholarship: Students who have graduated from any undergraduate programs at Bahçeşehir University and who are admitted to their chosen graduate or integrated Ph.D. programs at Bahçeşehir University, are eligible for the following scholarships: i. 100% to those who have earned the first place in their department; ii. 75% to those who have earned the second place in their department; 12

13 iii. 50% to those who have earned the third place in their department. b. ALES Scholarship: ALES scholarship of 20% is awarded to those who receive a score of 85 or more (Equivalent weight, numerical or verbal) in the following exams. Similarly, this is applicable to students who meet the following requirements for the examinations (or equilavent) listed below. Exam Type Minimum Score GRE 158 GMAT 630 c. Graduation Success Scholarship: Applicants who earn a score of 3.50 and above out of 4.00 are given a unconditional scholarship of 20%. d. Foreign Language Scholarship: 10% scholarship is awarded to candidates who receive scores from one of the following English Language Proficiency exams: Exam Type Minimum Score TOEFL-IBT 96 YDS 80 PEARSON PTE Academic 78 e. Bahçeşehir University Alumni Scholarship: 25% scholarships are awarded to those who graduate from undergraduate programs at Bahçeşehir University. f. CO-OP Scholarship: The scholarship applies to employees of institutions that have CO-OP partnership agreement. g. 100% Scholarship Application: Candidates who meet the following requirements below will have their applications sent to the Scholarship Commission for evaluation. ALES (relevant score): 85 YDS (or equilavent exam score): 80 GPA (Post Graduate):

14 Limitations: ARTICLE 18 (1) The sum of scholarships received by a graduate student benefiting from the same type of scholarship (as referred to in Article 17) shall not exceed 50%. However, this rule does not apply to the Bahçeşehir University High Honor Scholarship and 100% Scholarship Application. Duration of Graduate Scholarships ARTICLE 19 (1) The specified postgraduate scholarship shall continue as long as the student maintains a GPA of at least 3.00 and does not exceed the maximum period of study, as indicated in the regulations. (2) Students who exceed the maximum period of study as specified in the regulations, should pay for the normal credit amount determined for the remaining or repeated academic study. Scholarship rates are not applied in these fees. (3) In case of any disciplinary action, scholarship of the graduate student is terminated subject to non-renewal. Bahçeşehir University - Research Assistants or Lecturers ARTICLE 20 (1) The Scholarship Commission decides on whether scholarships to continue for students who continue working as research assistants or lecturers at the Bahçeşehir University. Bahçeşehir University - Full-time Academic and Administrative Staff ARTICLE 21 (1) Staff working at Bahçeşehir University and apply for the post-graduate programs, could either pay the 45% of the tuition fee or sign an employment contract to work for at least 2 (two) years after completing the graduate education. Staff applying for Ph.D. could either pay 45% of the tuition fee or sign the employment contract for the duration of the teaching period. In the event of leaving work, full amount of the Master's or Ph.D should be paid. 14

15 IV. ENFORCEMENT Abolishment of enforced directive ARTICLE 22 The directive adopted by the Bahçeşehir University Senate on February (number 202/504) has been abolished. Enforcement ARTICLE 23 This directive is effective as of its date of publication Implementation ARTICLE 24 This directive is implemented by the Bahçeşehir University Rector NOTE: This text is a translation of the original Turkish regulation and is solely intended to provide information concerning that regulation. The terms, conditions and stipulations in the original Turkish language regulation shall be legally binding if any disputes of meaning should arise. 15
