2 General Information When and Where: This two-day Regional Technical Seminar will be held two times in The first seminar will be on Tuesday and Wednesday, February 9-10 at the Springhill Suites by Marriott in Atlanta, GA. The second seminar will be on Tuesday and Wednesday, June 8-9 at the Lied Lodge Conference Center in Nebraska City, NE. Registration for this seminar is limited to the first 55 individuals who apply. Please send in your registration form (or register on-line) early to reserve a spot. On-site registrations will not be accepted. Course Objectives: This course is intended to provide both the novice and experienced dam safety emergency planner with valuable lessons and skills that will allow them to develop new EAPs and improve the effectiveness of existing EAPs. The course is a hands-on, interactive workshop, covering the basic elements and knowledge required to prepare, implement, update, and review effective EAPs that will mesh with the constantly changing emergency management community. The agenda is structured to answer the following key questions: 1. Why are EAPs important? 2.What are the important components of an effective EAP? 3. How do you develop, update, and test an EAP? There are no specific education or experience prerequisites for this course, although some knowledge/experience in dam safety would be beneficial. Course Manual: A course manual or workbook will be provided in a three-ring notebook, so that course participants can customize the notebook by adding their own notes and other information during or after the course. The manual/workbook will include: 1. Copies of presentation slides. 2. Exercise materials. 3. A generic EAP document for use in the exercises. 4. An EAP reviewers checklist. 5. A compilation of valuable references, including: a. A summary of EAP formats and requirements for the different states; b. EAP format examples from state and federal agencies; c. A list of other key EAP and dam safety references; d. Internet URLs for sites where additional information can be found. The course manual will include a DVD with copies of all of the materials distributed in hard copy at the course plus additional reference materials. Continuing Education: This technical seminar contains 13 hours of instruction. Forms for the documentation of PDH credits will be provided to all registered attendees. Registration Fees: $250 per attendee. A $25 late fee will be added for registrations received after January 25 (Atlanta) or after May 17 (Nebraska City). Registration fees include all course materials, daily continental breakfasts and coffee breaks. Note: Two lunches are also included for the Nebraska City seminar only. Lunch is on own at the Atlanta location. 3 About the Instructors John France, PE - Mr. France is a registered professional engineer who is currently a Vice President and National Dam Technology Leader for URS Corporation. He has 34 years of consulting engineering experience, including service on hundreds of civil engineering projects. For the past 25 years his professional career has been focused on dam engineering and dam safety services. During his career, Mr. France has been the owner s engineer at the time of serious dam safety incidents at three dams, and he has both prepared EAPs and reviewed existing EAPs for a number of dams. He has served on expert consultant review boards for dam safety projects for the Bureau of Reclamation, the US Army Corps of Engineers and BC Hydro. Steve Jamieson, PE - Mr. Jamieson is a Principal with W.W. Wheeler and Associates, a water resources engineering firm based in Denver. In an engineering career that has spanned 26 years, he has experience in all phases of dam engineering including planning, permitting, design, construction, operations, and emergency planning. He has worked on dam designs or dam safety assignments in 27 different states, prepared more than 75 emergency action plans for dams nationwide, and facilitated tabletop or functional exercises for more than 25 different dam emergency action plans. He has extensive experience with DAMBRK, HEC-1, HEC-RAS, and GIS systems to develop dam failure inundation mapping for emergency planning. Mr. Jamieson has developed and conducted on-site, dam tender training courses at several locations across the country. Gregg Batchelder Adams, PE - Mr. Batchelder Adams is a registered professional engineer with over 27 years of experience in geotechnical and civil engineering. His professional expertise includes dam safety engineering, project management, design, and construction. He managed a nationwide dam safety inspection program that included 192 dams for the U.S. Fish and Wildlife Service, including the preparation and training of Emergency Action Plans and Standing Operating Procedures for over 30 high and significant hazard dams. He was the Program Manager and participant in EAP Periodic Test exercises and training sessions for dam operators on 11 USFWS high/significant hazard dams in 6 states (SC, MT, ND, IL, OK, and PA).
