1 CITY OF REDLANDS REGULATORY COMPLIANCE OFFICER-WATER DEFINITION Under direction, to plan, develop, and ensure the execution of duties related to the regulatory obligations of the water system; to provide regulatory support for water facility operations; to coordinate activities with other Municipal Utilities divisions and sections, outside laboratories, regulatory and other government agencies; to monitor newly issued local, State, and Federal regulations and legislation to keep current with the regulatory environment; and to provide staff support to the Municipal Utilities Water Operations Manager and other Utilities Department managerial staff. SUPERVISION EXERCISED May exercise direct supervision over assigned staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Manage and direct the activities of the water regulatory compliance program. Evaluate operations and activities of the water regulatory compliance program; recommend improvements and modifications; assist in the implementation of goals, objectives, policies, and procedures. Assist in budget development and administration for the water regulatory compliance program. Compile data and prepare detailed, formal reports related to local, State, and Federal regulations and legislation, including water quality, water production, and utility resource management. Maintain records and prepare reports for State and Federal agencies. Perform complex computerized data analyses and programming; train water facilities personnel in local, State, and Federal regulations and legislation, and computer skills.

2 EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (continued) Interpret laboratory analyses of samples related to water treatment, quality control, and distribution of potable water to ensure compliance. Evaluate quality assurance program as to compliance with State and Federal regulations to ensure reliability of data and the accuracy of water system results. Prepare regulatory compliance reports to satisfy State and Federal requirements. Conduct special examinations and analyses to assist with water plant and distribution problems and studies. Conduct specialized chemical and biological studies as assigned. Attend meetings and workshops as Municipal Utilities representative. Manage water regulatory compliance personnel. Monitor new regulations and legislation to remain current on regulatory environment. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Water treatment, water distribution, and resource management. State and Federal Environmental Protection Agency regulations governing water treatment and distribution processes.

3 JOB RELATED AND ESSENTIAL QUALIFICATIONS (continued) Knowledge of: Mathematics as used to analyze test results and perform a variety of statistical analysis in water treatment. General principles and procedures of water systems. Principles and techniques of supervision, training, and performance evaluation. Principles of budget preparation and administration. Safe driving principles and practices. Skill to: Operate modern office equipment including computer equipment. Operate a motor vehicle safely. Ability to: Recognize water treatment problems during analysis of test results. Maintain accurate records. Assemble data and prepare detailed and clear reports, graphs, and computer printouts. Create computer algorithms to perform calculations and analysis of test results. Work independently and exercise sound judgement. Work according to safety standards under potentially hazardous conditions.

4 JOB RELATED AND ESSENTIAL QUALIFICATIONS (continued) Ability to: Supervise, train, and evaluate assigned staff. Prepare and administer budgets. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Five years of experience in water treatment or water distribution, including two years of supervisory experience. Training: Equivalent to an Associate's degree from an accredited college or university with major course work in chemistry, biochemistry, biology, environmental studies, engineering or a related field..

5 License or Certificate: Possession of an appropriate valid driver's license. Possession of, or ability to obtain within two years, a Grade T2 Water Treatment Operator or Grade D2 Water Distribution Operator Certificate. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, climb, and lift 40 lbs.; exposure to outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
