Previous Minutes 10 th July 2012 The previous minutes were agreed as a true record of proceedings. 2.1 Matters Arising not on the Agenda None. 3. Standing Agenda Items 3.1 Updates for discussion Mid Essex AS provided an update: She and Matt Riddleston have been working together to take forward the proposed information centre at MEHT and a Welfare Benefits team which may be based at Farleigh. Bereavement Groups are going well and adult services is up and running with 30 volunteers. Yoyo, the children s bereavement service, is working well and inundated with referrals. It was noted there are more referrals from Mental Health Teams. The Hospice is also applying for DoH money. Page 1 of 5
2 BTUHFT BW provided an update: AOS and Palliative Care both now have 7 day working in place, and there appears to be plenty of work over the weekend period. They will continue to assess. Still waiting for a second Urology Nurse Specialist and a Gynae Nurse Specialist part time. BTUHFT also have a new Chief Executive Clare Panniker. DS provided an update: South East Macmillan Team has traditionally been jointly employed by SEPT and Havens, SEPT made the decision some time ago to integrate their Macmillan nurses with their District Nurse base. Last month the nurses were relocated to a different base, but Havens will continue to manage the case load as one team. There are a few issues to be negotiated between both organisations, namely referrals, in order to avoid a duplication of services. It is not clear what the final SEPT model will be. Advertisements have been placed for Lead Macmillan Nurse with a closing date of 9 th October SW Essex DH provided an update:- St. Luke s have been successful in their bid for funding for a Physiotherapy service, which will be for a period of two years. This will be advertised as soon as possible and will consist of a full-time Physiotherapist Service Co-ordinator, a part-time Physiotherapist for 30 hours and a full-time Physiotherapy assistant, both for SW Essex. Lymphoedema services still sit with the hospice, with no anticipated major change in the near future. Specialist Nurse Practitioner commenced in post during August 2012 at the day hospice with positive changes already being evidenced. The Hospice is also working with the CQC to lower the age range to 16. SQ provided an up-date: Been successful, with help from Macmillan, to get the information Support Assistant pilot post. The hospice is one of 3 pilots, and the appointee will work alongside Myfanwy, Information Lead, to allow her to go into BTUHFT and discuss information needs on the wards. They will be going out to advert and interviewing at the end of October The hospice User Group will shortly commence with a mailshot regarding a User Group Open Day to be held on 10 th November North Essex SF provided an up-date: St. Helena have managed to have a bid for transition services agreed by the PCT. The post has been appointed to and is expected to commence toward the end of October 2012, although the actual service will not launch until the beginning of January The nurse, who is going to drive the service forward, will work jointly with St. Helena and the J s. Page 2 of 5
3 RW provided an update: Single Point of Access Marie Curie are looking to develop a similar model to that set up in Greenwich, with a single co-ordination centre, plus elements of rapid response and out of hours service combined with general and specialist working. RW is leading on this in the locality jointly with CHUFT and ACE Community Services. The CCG appear very keen to look at the model. From a hospice point of view they would like to be lead provider but this will depend on the Commissioners. RW also mentioned bereavement services in locality, with CHUFT looking to have a Registrar on site. It may be that the hospice will expand their services as well. Rosie Stamp has announced that she will be leaving her post as Chief Executive at St. Helena Hospice as at March The post should be advertised during October South East Essex KC provided an up-date: The proposed Information Centre at SUHFT has received Stage 1 approval of the Business Case and Stage 2 agreement in principle. The Trust has also signed off the extra funding required due to the final costs being higher than originally planned. It is hoped that building works will commence in January There have been some issues due to long term sickness of the Upper GI CNS in the Trust. However, the Trust has recruited a Band 6 trainee who will be in post shortly and the CNS is due to return in November Wendy Warner of the palliative care team has returned to work this week on a phased return. 3.2 User Partnership Groups Internal Validation will take place this afternoon for the Network Partnership Group. COL acknowledged and thanked MS for the time and amount of work he had devoted to compiling the relevant documentation. 3.3 Macmillan Developments/Feedback As discussed in previous meetings, CHUFT have developed a bid to provide level 3 psychological support. It would appear that the bid has been included in Commissioning Intentions which should mean the possibility of its being submitted to Macmillan in November MB had fed back to Mark Jarman-Howe that funding for this post would not be available from Macmillan after COL confirmed she had also mentioned this at the Network Board held on 18 th September and Sue Barnett, Director of Operations said she would look at what was holding the bid up. Lack of level 3 psychological support had been flagged up as a Serious Concern by the Internal Validation panel. The Macmillan Improving Cancer Patient Experience: A top tips guide (which features Myfanwy Howells) could be supplied as a pdf version should anyone be interested. 4 3.4 End of Life Care East of England Education Facilitation Projects The ABC project continues to progress across the East of England and Vanessa Convey has said there may be additional funding to continue after March It was hoped an evaluation could be carried out to show the benefits. Progress was especially good in Care Homes and the project had been nominated for two awards. GP Project COL advised that she was hopeful of securing additional facilitator capacity for KS. KS reported that she had completed a small audit with Karen Chumley in North East Essex - whether GPs put patients on end of life care registers - who was also looking to do some prognostic indicator work. KS will be speaking with Bridget Moss around Advanced Care Planning and Communication skills training. Mid Essex are looking to do some work around education in Care Homes and with GPs and a Palliative Care Consultant at Farleigh Hospice. South West Essex staff have indicated they would like some teaching regarding End of Life and Palliative Care. KS and DH will meet to discuss. KS/DH It is hoped that some facilitator capacity will shortly be available in South East Essex. Niki Livermore at SEPT (currently a part time ABC Programme Facilitator) has been approached to provide an extra day to roll out the GP Training in the South East. 3.5 ACST Training An increase in the anticipated funding had been awarded this year in the sum of 8,000 and we also have access to some Service Improvement funding. Connected had asked that the individual Trusts provide at least some of the funding for their staff to attend the training and Sheila Bremner wrote to Trust Chief Executives requesting this but COL is not aware of any formal responses yet. It was thought there were around 70 individuals left to complete the training, although it is hard to keep the lists up to date. Christine Bolton should be contacted to seek clarification of available spaces. ALL COL advised that NCAT will cease to be a separate entity as from 31 st March 2013 and some of their functions will move into the new NHS Improvement body. 3.6 NICE Supportive and Palliative Care Guidance The date for Self-Assessment and Internal Validation had been moved from September and November 2012 to February 2013 and will now consist of Self-Assessment only Psychology Self-Assessment and Internal Validation had been carried out recently and had achieved 100% compliance. Measures were at Network level and not Trust, although there are two measures in the generic MDT measures on level 2 practitioners and clinical supervision. Rehab KP should shortly complete the documentation for Self-Assessment. Page 4 of 5
5 Complementary Therapies The up-dated Guidelines had been re-circulated to the group and a number of individuals had requested that a thorough review be instigated. A lead with an interest in Complementary Therapies will be identified to begin the process. COL was requested to re-circulate the existing Guidelines once again. COL 4. Any Other Business 4.1 Network Up-date COL advised there would be four Strategic Clinical Networks which would be supported by approximately eight staff central staff a Medical Director, Assistant Director, 3.5 Network Managers, PA and Team Assistant - hosted by the Anglian Commissioning Support Unit - with a likely base in Cambridge. There will be project teams to work on initiatives. It is still unclear what the Networks will look like and also not known if there will an Essex Cancer Network The National Lead on Network Development is Paul Watson in the role of Regional Area Team Director. It was thought that the impending changes will result in more input from clinicians and hospitals with less support from a network. However the picture is not clear and seems to change on a regular basis. 4.2 HOPE Project SQ reported that St. Luke s Hospice had completed the training, as had Mid, and the first course for carers starts at the end of October There is publicity available regarding the course, along with a dedicated telephone line and account for the public to ring/contact if interested in taking part. Details of Sally Sanger s study day Current Challenges and Opportunities in Providing Cancer Information to Patients - to be held on 19 th November at the Essex Cricket Club will be circulated with the minutes. COL 5.
