3 1.1 Welcome and introductions Grant Hein, the Provincial Trade Advisory Committee (PTAC) Chair welcomed everyone to this meeting. Round-table introductions followed. 1.2 Call to order The Chair called the meeting to order at 9:08 a.m. 1.3 Approval of Agenda MOTION: To approve the January 5, 2009 agenda as written. M: James Wall S: Terry Goodson Carried. 1.4 Correspondence No correspondence. 1.5 Contact Information Update The Branch contact information sheet for the PTAC members was circulated for any updates to be made. ACTION: PTAC Administrative Assistant to distribute updated contact information to PTAC 1.6 Policy Unit Update Natasha Hohol Natasha Hohol advised the committee that she is the liaison between the PTAC and the Apprenticeship Trade Qualifications Board (ATQB). Natasha advised her involvement with the committee is to assist and advise on the following issues: discuss policy decisions made by the board with the committee; ensure trade regulation update; and trade regulation development Program Standards Unit Update Nancy Eller introduced herself to the PTAC and advised 3 of 6

4 Nancy Eller Acting Director, Program Standards Unit on behalf of Nicole Hamilton Field Operations Charlie Moar, Apprenticeship Training Coordinator (ATC) on behalf of Neil Armstrong Apprenticeship Training Coordinator (ATC) PTAC Update Membership and Certification Statistics she will be speaking on behalf of Nicole Hamilton. Nancy advised that the Program Development Coordinator works with the PTAC and industry representatives in creating an Occupational Analysis, which is the basis to develop the curriculum and exams used in the training institutions within Manitoba. Nancy also noted the PTAC that Accreditation falls within the Program Standards Unit. Charlie Moar introduced himself to the PTAC and advised he will be speaking on behalf of Neil Armstrong. He told the committee the role of the Apprenticeship Training Coordinator (ATC) is to: assist apprentices, in applying into the apprenticeship program; assist apprentices and employers in filling out the Apprenticeship agreement; schedule apprentices for classes; enforce the attendance policy in the schools; monitor training on job sites; work closely with Work Place Health and Safety. Charlie advised that the branch is dedicated to recruiting people into the trades, in part by going to high schools and by hosting career fairs. 1.7 Business Arising Technical Training Development Nancy Eller Acting Director, Program Standards Unit on behalf of Nicole Hamilton, Program Development Coordinator Charlie told the committee there are no updates at this time. Nancy introduced the Provincial Occupational Analysis (POA) to the PTAC. She explained the steps involved in creating the POA are to: determine the scope of the trade for Residential HVAC; Open. 4 of 6

5 1.7.2 Election of Vice Chair identify the blocks, tasks, subtasks required to be a Residential HVAC Technician; determine what tools are required to perform the tasks of the trade; create a glossary create a pie chart to determine the average number of questions assigned to each block of analysis; develop a curriculum; develop an exam questions bank, placement exams and a certification examination. Nancy distributed the Provincial Occupational Analysis to the PTAC to review. PTAC and branch staff began to create a Profile Chart to be used for Technical Training. A PTAC member asked Nancy if the Residential HVAC is a designated Red Seal trade. She advised that it is not. Nancy explained the Grandfather clause to the committee noting that clause is only given to a compulsory trade. The Chair inquired if any of the PTAC members would like to be Vice Chair. Terry Goodson indicated his interest in the Vice Chair position. A motion was made. MOTION: To elect Terry Goodson as the Vice Chair to the Residential HVAC PTAC.
