Generally, this is informational only, and can occur after Once the admissions/advisement process is roughed in, use your Media Office to help message to students and community External Notifications - collection of external stakeholders Notify accreditors Notify NMBON ACEN - no later than four months before implementation of planned change and includes prerequisite coursework changes CCNE - 90 days prior to implementation or occurrence of the change, but no later than 90 days after implementation or occurrence of the change Once placed on the agenda for the NEAC meeting, flash drives of the proposed curriculum changes need to be delivered to the Board office no later than three (3) weeks (double check this) prior to the regularly-scheduled NEAC meeting. One (1) flash drive must be sent for each member of the NEAC, and 1 additional flash drive to prerequisite coursework to provide buy-in for program of study (POS) changes and to ensure adequate section offerings of new courses (i.e., pathophysiology). Save copies of news releases, paper articles, and screen shots of web announcements. You need 11 flash drives. Buy them in bulk and make sure they're labeled with your program name.this will be heard by the NEAC and must be on the agenda before the scheduled meeting. It will then go to the next NMBON meeting for approval. The program will receive a letter from the NMBON outlining the approval. A copy goes to the accrediting agency. 6

Readiness Acceptance Letter Process for Collaboration Sample MOA NMNEC Partnership: the MOA After college approvals. MOA should be finalized at least a month before classes start. Check institutional and accreditation policies. Plan on having documentation in place for students dating a year before implementation. Ideally, advisory committees will also be asked for input a year in advance. This may not always be possible. Leadership will formulate a custom plan for you as you move forward. *Note-departmental/Institutional approval should be the first steps. Board of Nursing (NEAC/BON) and accreditation approval (ACEN/CCNE) can occur simultaneously, with final supportive documentation provided once obtained. There will likely be a need for at least five or six large meetings. They should initially be with the stakeholders listed. Other disciplines can be added as the needs arise. Plan on at least three or four monthly meetings prior to the finalization of the MOA. You might also consider another meeting the first semester of implementation for a follow-up. Again, keep copies of press releases, meeting minutes, web announcements, blasts, etc. These all count! Ensure that your minutes reflect discussion and input from community partners. 7

We are pleased that you have attained a high state of readiness at your institution, among your faculty, and within your community. This paves the way for a successful transition that demonstrates your readiness and commitment to the statewide common curriculum. This will strengthen all of our efforts toward the advancement of nursing education across the state of New Mexico. Your next step is to form a partnership with one of the Hub Universities, UNM, NMSU, or WNMU to enable you to offer the BSN option to your students on your campus. We understand that you have already started this conversation with HUB-School. An MOA (memorandum of agreement) sample between UNM and SFCC is available for use in developing this multi-faceted partnership. It will be important to schedule joint meetings between the key departments from each school to include, registration/admission, financial aid, and advisement. Faculty groups from both schools will find it beneficial to confer regarding common courses. This is an exciting endeavor that will expand the opportunities for your nursing students and your community. Please reach out to NMNEC for assistance. 10 Developing a Partnership MOA between university and community college to provide BSN degree at community college Purpose: A Memorandum of Agreement (MOA) is the legal/binding document between a university and a community college for the purpose of forming a partnership to provide the BSN (Bachelor of Science) degree at a community college. 1. Notify the NMNEC office that you are ready to partner with a university to offer the BSN degree. This should happen at least six months before you plan to start your NMNEC nursing courses. a. Complete the Readiness Self-Assessment form b. Leadership will review your form and send you a letter to proceed, along with supporting documents i. Process for Collaboration Once MOA is in Place ii. Sample MOA iii. NMNEC Partnership Procedure for Schools (this document) 2. Which University Should I Partner With? a. Begin a discussion with your college s Chief Academic officer and your President/Director to explore partnership options. i. Considerations: locale, branch relationships, university capacity to add another partner, etc. 3. MOA approval process: a. The NMNEC staff will assist with the review by those involved and by legal counsel at each school (assist in the logistic back-and-forth as needed) b. The MOA denotes (at the end of the document) the person(s) in legal who has approved the form e. NMNEC staff will assist with signing and or signing ceremony as appropriate f. NMNEC staff will save final approved MOA (approved by both colleges) (scanned copy) in the NMNEC electronic files for permanent record as well as future reference i. Both university and college receive a signed original paper copy for their records ii. NMNEC will update the website documents reflecting this action iii. NMNEC staff will note this action on the Tracking Grid and will calendar renewal (renewal process starts 90 days before expiration) 4. MOA Renewal a. Ninety days prior to the expiration of the MOA, NMNEC staff will alert the nursing Program Director of both schools to ask that the signers and legal counsel review the documents for renewal. This reminder date will be noted in the NMNEC electronic calendar and also on the Program Leader s calendar. The process in 1.c will take place so the document can be approved, once again, by both parties b. The process noted in Section 1 will once again take place in regard to signing and capturing the document 10

11 c. The process noted in Section 2 will take place as deemed appropriate 5. Reporting Requirements for Partnership a. Annual report (3-5pgs) from each partnering school is due to the NMNEC office sixty days after the expiration of the MOA. This report will contain data pertaining to: i. Number and demographics of students enrolled in the NMNEC curriculum denoting ADN and BSN tracks ii. Compliance with admission criteria, selection criteria, and grading scale iii. Compliance with NMNEC curriculum noting any lessons learned, variations, or changes made to the curriculum iv. General overview of the future plans of your nursing program, compliance with the NMNEC curriculum, and participation in the consortium b. NMNEC staff will note this due date on the NMNEC calendar and also on the Program Leader s calendar 60 days in advance of the due date and will remind the Nursing Program Director of this requirement 6. Changes to the MOA/program of study/criterion a. The partnership MOA is a legal, binding document between two schools and includes compliance with the New Mexico Nursing Education Consortium (NMNEC) project. Therefore, any requests for changes must be given to the NMNEC office in writing and reviewed by the NMNEC Leadership council. If an amendment needs to be added to the MOA, the legal review, signing, and saving process needs to take place as noted above. Partnership Details Who Does What? Pre-Advising and Prerequisite Work Community College (CC) student receives academic advising at home school. CC advisors will provide information about ADN degree as well as the BSN degree option. o Have your advisors been actively involved in the NMNEC Student Services Committee to gain knowledge and insight into the new curriculum and the nuances of advising in both the ADN and BSN-co-enrolled option? CC student completes pre-requisite courses Admissions CC Nursing Program Director and University partner Dean/Director should agree on number of students for BSNtrack. University partner school should have adequate number in cohort for economic feasibility; cohorts also should be divisible by 8 to meet NM Board of Nursing regulations related to number of students in clinical groups. CC student applies to the CC nursing program. At time of application, applicant will declare track of interest (ADN or BSN) o Minimum criteria for admission must be met. CC advisors will ensure CC applicant has met minimum criteria for track selected CC will select students for ADN and BSN tracks based on NMNEC selection criteria (50% Admission Test, 40% GPA on selected courses, 10% school dependent variable) CC director will contact partner University with list of applicants selected for the CC BSN track. CC BSN-track students will apply to the University of New Mexico and UNM College of Nursing BSN program (2 applications) o CC and University to share information on application as much as possible o o UNM CON will work towards a reduced application fee Advisors from partner University will verify proposed CC BSN-track applicants meet minimum criteria and that all prerequisite work is completed 11

12 Upon admission, CC BSN-track student will be linked with a NMNEC advisor A process to share background checks needs to be worked out need to avoid asking students to do this twice Nursing Program Enrollment and Progression Course Enrollment: In most semesters/terms, the CC BSN-track student will enroll in both CC and University courses CC BSN-Track students will be automatically enrolled in specific partner University courses by the partner University registrar. (Upon admission, CC BSN-track student will be asked to sign a waiver allowing automatic registration in BSN courses. CC BSN-track students must complete a minimum of 30 credits directly from the partner University in order to earn the BSN degree o The following nursing courses account for 27 credits and must be completed as with the partner University: - Evidence-Based Practice (3 credits taken in Level 1) - Clinical Intensive II (4 credits in Level 4) - Concept Synthesis (3 credits in level 5) - Professional Nursing Concepts II (3 credits in level 5) - Clinical Intensive III (4 credits in Level 5) - Capstone (4 credits in Level 5) - Nursing Electives (6 credits taken in Level 3and 5) o In addition, the CC BSN track student must complete at least 3 additional credits at the partner University to achieve 30 credits. The three credits could come from any prerequisite course or the additional three credits could come from any nursing or non-nursing courses taken after admission to the nursing program such as: - Pathophysiology II (3 credits in Level 1) - Anatomy and Physiology II (3 credits in Level 1) - Pharmacology in (3 credits in Level 2) - Foreign Language (3 credits in Level 2) - Fine Arts (3 credits in Level 3) - Speaking/Writing Course (3 credits in Level 4) o Academic transcripts will be shared between partner schools at the end of each semester/term to track credits. This sharing will be done between the registrar offices at no cost to the student Progression o CC BSN-track students must pass all courses with passing grade of 77% or better o CC BSN-track students will be dismissed from the NMNEC BSN track upon 2 nd failure of any nursing course. Course Delivery: University courses will be offered in a variety of formats, depending on type of course and availability of faculty. Possibilities include: o online or other distance education platform (as applicable for course content) o on the home CC campus o or off-campus, but within the student s home community Faculty: University courses will be taught by qualified faculty. These faculty may be: o full-time faculty from the partner University, or o part-time University faculty hired by the University, or o CC faculty through an agreement with the CC nursing department director Advising: CC BSN-track students will have regular contact with NMNEC BSN-track academic advisor Tuition: CC BSN-track students will pay partner University tuition and CC tuition separately 12

13 Financial Aid / Scholarships: Home institution will be responsible for financial aid awards for the CC BSN-track students. Home school designation for financial aid will determined by leaders from each university and community college partnership and will be reflected in the MOA (language from the generic MOA paragraph II E, 2-3 as states:) II E. 2. Home school/institution (as defined in item 3 below) will be responsible for financial aid awards for the CC-BSN-track students. 3. Community College will be the home school through semester one of year two of the student s program (see Exhibit III). UNM will be the home school from the level one Nursing (semester two of year two) forward. During semesters where students are actively enrolled at both schools, the student will utilize a consortium agreement (see Exhibit IV) so hours at both schools will count toward their financial aid eligibility. University will waive its minimum half-time enrollment policy in regard to consortium agreements for this population of students. Graduation CC BSN-students students will be considered dual degree recipients. They will be awarded the BSN degree and an associate degree (Associate Degree in Nursing, an Associate Degree in Health Science, or whatever degree as determined by the Community College) at the end of Level 5. o Ideally the associate degree and BSN degree should be awarded together. In order for CC and University to count the graduation in the same academic year, the sequencing of levels should be: Level 4 should be completed in either Fall or Spring Level 5 must be completed in either Spring or Summer During last semester of enrollment, students should avoid taking any courses from the CC to avoid delay in graduation 13

14 MEMORANDUM OF AGREEMENT Between Regents of the University XXXX College of Nursing AND Community College - Nursing Program Develop 10-months in advance THIS MEMORANDUM OF AGREEMENT ( MOA ) is entered into effective DATE between the LEGAL NAME ( University ) and LEGAL NAME ( Community College ). I. RECITALS A. Whereas nursing education programs offered by institutions of higher education throughout New Mexico uphold the common goal of collaborative New Mexico Education Consortium (NMNEC) curriculum delivery to improve efficiency, quality, and educational outcomes. B. Whereas the parties wish to enter into this MOA as a means to build cooperation and seamless delivery of that NMNEC curriculum among our perspective nursing programs. The parties agree as follows: II. SERVICES TO BE PROVIDED BY DESIGNATED PARTIES A. Pre-Advisement 1. Community College Advisors will provide information about ADN (Associate Degree in Nursing) as well as the BSN (Bachelor of Science in Nursing) program. B. Admissions 1. University Dean/Director and Community College Nursing Program Director or other designee will agree on number of students for BSN-track. University will determine adequate number in cohort for economic feasibility. University and Community College agree that cohorts will be divisible by eight (8) to meet New Mexico Board of Nursing regulations and not less than a total of 16 in a cohort. 2. Community College Advisement will work with student for application into nursing program, declaring track of interest (ADN or BSN). 3. Community College Advisors will ensure that applicant has met minimum criteria for track selected. 4. Community College will select students for ADN and BSN tracks based on NMNEC selection criteria of 50% admission test, 40% GPA on selected courses, and 10% school dependent variables. 5. Community College Nursing Program Director or other designee will contact University with list of applicants selected for the Community College BSN track. 6. Community College and University will share information pertaining to application. 14

15 7. University Advisors will verify that Community College-BSN-Track (CC-BSN-track) applicant meets minimum criteria and all prerequisite work is complete. 8. University Advisors will work with the Community College CC-BSN-track students to have them complete application to both the University and the College of Nursing BSN program two separate applications. 9. Upon University admission, University will link CC-BSN-track student with a NMNECspecific Advisor. 10. University will provide the student with regular contact with the NMNEC-specific Advisor. 11. University and Community College agree to share student professional documentation and background check information. C. Nursing Program Enrollment and Progression 1. The University and Community College will concurrently enroll CC-BSN-track students in courses offered by the institutions. 2. The University registrar will automatically enroll the CC-BSN-track student into the Level 1 NMNEC course once a student waiver is received by the Community College. The CC-BSN track student is responsible for registration for Levels 2, 3, 4, and University requires that CC-BSN-track students complete a minimum of 30 credits directly from the University in order to earn the BSN degree. See Exhibit I for a list of the required courses that account for 27 credits and for a list of additional courses that may be taken to complete the remaining three (3) credits from the University. For a crosswalk of community college and university, course numbers see Exhibit II. 4. University and Community College will share academic student transcripts at the end of each semester/term to track credits. University and Community College agree that this sharing will be completed between the registrar offices at no additional charge to the student. 5. University and Community College agree that all CC-BSN-track students must pass all courses with passing grades of 77% or better. 6. University and Community College agree that all CC-BSN-track students must pass all courses with passing grades of 77% or better. Additionally, students will meet all course grading and passing requirements of University courses, as well as meet all grading and passing requirements of Community College courses. 7. University and Community College agree to share CC-BSN-track student evaluation data including results of standardized testing used in the curriculum. D. Course Delivery 1. University will offer NMNEC BSN track courses in a variety of formats depending upon type of course and availability of faculty. Possibilities include: Online or other distance education platform On the home Community College campus Off-campus, but within the student s home community 15

16 2. University courses will be taught by qualified faculty. These faculty may include: Full-time faculty from University Part-time faculty hired by the University Community College faculty through agreement with the Community College 3. Forty-five (45) days prior to the new term, Community College will notify University of the courses to be taught by University faculty by completing and submitting Request for Faculty to Teach form (see Exhibit VI). University will post positions and hire faculty prior to the first day of classes. E. Tuition 1. The University will charge tuition for courses taken from the University and the Community College will charge tuition for courses taken from the Community College. 2. Home school/institution (as defined in item 3 below) will be responsible for financial aid awards for the CC-BSN-track students. 3. Community College will be the home school through semester one of year two of the student s program (see Exhibit III). UNM will be the home school from the level one Nursing (semester two of year two) forward. During semesters where students are actively enrolled at both schools, the student will utilize a consortium agreement (see Exhibit IV) so hours at both schools will count toward their financial aid eligibility. University will waive its minimum half-time enrollment policy in regard to consortium agreements for this population of students. F. Graduation 1. University and Community College agree that CC-BSN-track students are dual degree recipients. 2. University and Community College agree that CC-BSN-track students will be awarded the ADN degree (Associate Degree in Nursing, Associate Degree in Health Science, or other associate degree designation) and the BSN degree at the end of Level 5 (see Exhibit III). 3. University and Community College agree that ideally, ADN and BSN will be awarded together. To count the graduation in the same academic year, the sequencing of levels will be: Level 4 will be completed in either Fall or Spring Level 5 will be completed in either Spring or Summer 4. University and Community College agree that in the last term of enrollment, students will avoid taking any courses from the Community College to avoid delay in graduation. Community College agrees to monitor this. G. Compensation 1. Two methods of compensation are available. Community College will inform University of method selected for compensation forty-five (45) days prior to each term. a. Method ONE Flat Fee: University agrees to compensate Community College for Community College course delivery of Didactic and Clinical BSN courses as follows: 16

17 Didactic Courses reimbursement by University to Community College will be $XXXX per course. Didactic Courses are 3 credit hours each and include: Evidence-based Practice, Nursing Electives, Concepts Synthesis, Professional Nursing Concepts II Clinical Courses didactic portion of the clinical courses will be taught by one faculty and Community College will be reimbursed at the rate of $XXXX which also includes the first clinical group of 8 students. For additional clinical groups (8 students each) Community College to be reimbursed a rate of $XXXX Clinical Courses are 4 credit hours each and include: Clinical Intensive II, Clinical Intensive III, and BSN Capstone Community College will complete and submit the Nomination for Volunteer Faculty Appointment Adjunct Faculty form forty-five (45) days prior to the term (see Exhibit V) for University to provide technical access for specified faculty. University will issue a Purchase Order to the Community College. Community College will invoice University within thirty (30) days after completion of the course. b. Method TWO Faculty Hire: Community College will complete and submit the Request for Faculty to Teach form fortyfive (45) days prior to the term (see Exhibit VI) to enable University to generate contract for faculty hire. University BSN courses include: Evidence-based Practice, Nursing Electives, Concepts Synthesis, Professional Nursing Concepts II, Clinical Intensive II, Clinical Intensive III, and BSN Capstone. III. TERM AND TERMINATION A. The term of this MOA will be from DATE to DATE. B. This MOA may be extended for additional terms upon written agreement of the parties. C. Either party may terminate this MOA upon one-hundred eighty (180) days advance written notice to the other party. Students participating in the NMNEC Curriculum at the time of termination will be permitted to complete their course of study. IV. RELATIONSHIP OF PARTIES Neither party has any express or implied authority to assume or create any obligation or responsibility on behalf of or in the name of the other party. V. INSURANCE As between the parties, each party acknowledges that it will be responsible for claims or damages arising from personal injury or damage to persons or property to the extent they result from negligence of that party's employees or students. The New Mexico Risk Management Division provides professional liability coverage of University, its students and employees for their activities at University and the Community College as set forth in the New Mexico Tort Claims Act, Sections et seq. NMSA 1978, as amended. Community College understands that University is not indemnifying Community College for the acts or omissions to act of University s students, faculty, and/or employees. The liability of students and employees of University will be subject in all cases to the limitations and immunities of the New Mexico Tort Claims Act. VI. MODIFICATION 17

18 This MOA may be amended upon written consent of the parties. Each party will consider in good faith modifications presented to the other party and will not unreasonably withhold consent to the proposed modifications. VII. DISPUTE RESOLUTION Any disputes with respect to this MOA which are not jointly resolved by the Dean of University and Department, will be presented to the Chancellor for Health Sciences or his/her designee and by the Community College President or his/her designee for mutual resolution. The decision of the Chancellor for Health Sciences and the Community College President, as mutually agreed upon will be final. VIII. MISCELLANEOUS A. Entire Agreement. This Agreement represents the entire understanding between the parties and supersedes any prior agreements or understandings with respect to the subject matter of this Agreement. B. Non-Assignability. This Agreement will not be assigned by either party, nor will the duties imposed upon either party by this Agreement be delegated, subcontracted, or transferred by either party, in whole or in part, without the prior written consent of the other party. C. Governing Law. This Agreement will be construed, interpreted, governed, and enforced in accordance with the statutes, judicial decisions, and other laws of the State of New Mexico, without regard to its choice of law provisions. D. Severability. The invalidity or unenforceability of any term or provision of this Agreement will in no way affect the validity or enforceability of any other term or provision to the extent permitted by law. E. Third Parties. Nothing in this Agreement, express or implied, is intended to confer any rights, remedies, claims, or interests upon a person not a party to this Agreement. F. Nondiscrimination. Neither party will discriminate against students, employees or clients on the basis of race, religion, national origin, sex, sexual orientation, age, or handicap. G. Eligibility for Participation in Government Programs. Each party represents that neither it, nor any of its management or any other employees or independent contractors who will have any involvement in the affiliation under this Agreement, have been excluded from participation in any government healthcare program, debarred from or under any other federal program (including but not limited to debarment under the Generic Drug Enforcement Act), or convicted of any offense defined in 42 U.S.C. Section 1320a-7, and that it, its employees, and independent contractors are not otherwise ineligible for participation in federal healthcare programs. Further, each party represents that it is not aware of any such pending action(s) (including criminal actions) against it or its employees or independent contractors. Each party shall notify the other party immediately upon becoming aware of any pending or final action in any of these areas. H. Notices. Any notice required to be given pursuant to the terms and provisions of this Agreement will be in writing and will be sent by certified mail, return receipt requested, postage prepaid, as follows: 18

27 Things to KNOW once you implement the NMNEC Curriculum and teach Co-Enrolled Students Post Implementation Co-Enrolled Students NMNEC Co-enrolled students are defined as nursing students based at a community college who are enrolled in both the community college and the partnering university to earn both their ADN and BSN degrees. Upon application, the student declares the BSN-track option. The student is accepted to both the community college and the university if they meet all of the defined admission criteria for both. The Co-enrolled BSN student sits side-by-side with the ADN students in Levels 1-4, takes a few additional courses, and then finishes with Level 5 courses. The BSN Co-Enrolled student is enrolled in both community college and university courses during their five terms with course distribution as follows: Level 1 = 2 CC courses + 1 University (Univ) course Level 2 = 4 CC courses Level 3 = 3 CC courses + 1 Univ or Community College (CC) elective Level 4 = 2 CC courses + 2 Univ courses + 1 Univ/CC elective Level 5 = 4 University courses Co-enrolled students pay tuition to the community college for all CC courses and pay tuition to the University for all university courses. MOA Partnership Agreement Please refer to this legal document entered into between the university and the community college. It defines: Services to be provided by designated parties o Pre-Advisement o Admissions o Enrollment and Progression o Course Delivery o Tuition o Graduation Compensation for University BSN courses taught at the CC o Two forms must be submitted (last two appendices of the MOA) to the partnering school 45 days before the term to process hiring/payment of the BSN faculty Formulary Funding for the Co-enrolled Student Upon the completion of the BSN Capstone of the co-enrolled student, the Community College must process a substitution of the BSN Capstone in fulfillment of the requirements of the ADN Capstone. This allows the transcripts for the ADN and the transcripts for the BSN to be complete. The internal process of reporting the conferred degrees can then take place to provide formulary funding for the degrees from HED/legislature. NCLEX Scores NMBON NEAC (New Mexico Board of Nursing Education Advisory Committee) met on March 9, One agenda item was to discuss the aggregate pass rates of NMNEC Co-Enrolled* Students. NMNEC Leadership had submitted a letter dated March 6, 2017 requesting consideration of this matter. NEAC voted and agreed, starting in 2017, NCLEX pass rates will be reported as follows: Schools with NMNEC Co-Enrolled students will aggregate and de-aggregate the firsttime pass rates of their ADN and ADN-BSN graduates to better represent the pass rates of their different degree-option cohorts. Overall first-time pass rates of all ADN graduates will be considered as the aggregated pass rates for each school while still examining the rates for both groups within each school. Executive Director from the NMBON, 27

28 Demetrius Chapman, stated that this decision was so significant that he was going to share the NMNEC letter with other state boards of nursing. (* NMNEC Co-Enrolled students are defined as nursing students based at a community college who are enrolled in both the community college and partnering university to earn both their ADN and BSN degrees.) Helpful tip: 1. Make sure students are given the correct testing code (ADN-BSN code from CC) Maintaining the Partnership for Co-Enrolled Students 1. Meet with your Student Advisors occasionally to discuss the logistics of co-enrolled students. There will be challenges that need to be worked out between the two schools 2. Check in with your partnering school to intentionally nurture and maintain the partnership. a.
