1 MAUI COUNTY HEALTHCARE PARTNERSHIP 2018 ACTION PLAN The Maui County Healthcare Partnership is an alliance of healthcare organizations across Maui County who come together to work on shared issues. It is coordinated and staffed by the Maui Economic Development Board, and completely driven by the shared needs of participating healthcare providers. It was originally launched in March The Partnership s Vision (Who We Are) o We are an emerging alliance of over 70 established healthcare organizations in Maui county who share a vision for a healthy community. o MCHP strives to improve the healthcare delivery system of Maui county by identifying and clarifying existing strengths and weaknesses, visioning the ideal, and working to craft ways to close any identified gap o The Maui County healthcare community is collaborative and coordinated, thus ensuring Maui residents get the full spectrum of care they deserve. The Partnership s Mission (What We Do) o Knowing it s not enough to serve patients inside our own walls, the Maui county healthcare community leverages and strengthens its anchor and many support institutions so that patients are treated holistically. o We actively seek partnerships with each other; everyone wants in on the collaboration. The Partnership s goals are: To jointly create an agenda that supports the stability and growth of the Healthcare industry in Maui County; To commit to coordinated action and implementation of shared, high priority areas by public and private sector partners. To create a forum for the county s healthcare industry for consistent, high quality connections, networking, information and idea sharing. This Partnership relies on its healthcare partners to define and help implement shared solutions to shared issues, and to help identify ways to staff and support implementation. 2 2018 ACTION PLAN COMMITTEE #1: HEALTHCARE TALENT Original Committee Members: Diana Shaw, Lanai Community Health Center; Dr. Colleen Inouye; Wesley Lo, Hale Makua Health Services; Joyce Tamori, Maui Memorial Medical Center; Ted Tucker, Hale Makua Health Services; Dean Wong, Imua Family Services; Joseph Gonsalves, Hui No Ke Ola Pono; BJ Ott, Malama I Ke Ola Health Center; Eric Rohozinski, Maui Physical Therapy; Suzanne Antounian, Maui Adult Day Care Centers; Lauren VanderVeen, OnPoint OT; Punahele Alcon, Molakai General Hospital Achievements to-date: o Education Design Session (June 2018), resulting in a Draft Continuum of Student Opportunities, presented at July 2018 MCHP meeting. o Agreement (March 2018) to use this Partnership as the mechanism for UHMC, DOE, HOSA, and healthcare organizations to identify the most valuable work exposure/experience opportunities for students, and ways to scale them up. o Facilitated Panel of Educators and Healthcare Organizations focused on most critical gaps in skills and worker availability (March 2018) o Survey distributed to 70+ healthcare organizations in Maui County on most critical occupations and needs (results presented March 2018) o Survey distributed to 70+ healthcare organizations to assess interest in hosting internships; 10 orgs replied Yes (Nov-Dec 2017); o Snapshot of top in-demand healthcare occupations + inventory of Healthcare education and training programs + # s of graduates for top occupations (Oct 2018) o Directory of points of contact in Maui County schools (October 2017) Immediate Next Steps: 1) Identify how industry partners can contribute to the Continuum of Student Opportunities in Health Care. a. Create a Calendar/Schedule of opportunities for support and sponsorship by Healthcare organizations. b. Identify and confirm point person in each participating Healthcare organization. c. Self-organize by sub-sector (PT, addiction/mh, hospitals, LTC, etc), then for each have a group of champions to advocate to students to enter our fields build the excitement. Spotlight various professions: website, radio spots, PSAs to/by students 2) Implement a liaison and coordinator to coordinate matchmaking of students, resources, and opportunities inside healthcare organizations, including internships. a. 3 3) Develop standard tools, best practices, protocols and guiding principles to guide the work. a. Find ways to get students credit (including dual high school-college credit) for volunteer and intern work; b. Replicate the LPN pathway/apprenticeship opportunity between UHMC and Hale Makua. Look for apprenticeship best practices from other islands. c. Need: more definitions, parameters, examples of each point on the continuum d. Assessment process to ensure a good match especially hard for small providers Future Opportunities & Unanswered Questions: Plan and conduct a student focus group to find out if they'll stay, why/why not, what do they want, what do they wish for, what do they not know, what are effective incentives to enter the field? Find a way to use this Partnership to pool funding from healthcare orgs to endow a Nursing Faculty chair position at UHMC. Do the research/analysis to justify this. Use the weight of this Partnership to force faster pace of change by UHMC. Pilot a Healthcare Academy, and show results. COMMITTEE #2: ALIGNMENT & AWARENESS Committee Members: Dean Wong, Imua Family Services; Dr. Barry Shitamoto, Maui Memorial Medical Center; Jud Cunningham, Aloha House Treatment Center; Dr. Donna McCleary, Hale Makua/Hospice; Dr. Colleen Inouye; Ezra Erb, Aloha Surgical Center; Elise Balangitao, Island Hospice; Paul Harper-O Connor, Kula & Lanai Hospital Achievements: o Review of technical questions and challenges by two tech experts (August 2018) o Launch of online to showcase the latest version of the Maui County Medical Map (July 2018) o Partnered with high school students (summer 2018) to complete the healthcare inventory (including cross-checks with existing service catalogues from Kaiser, HMSA, Maui Cty Office of Aging, Maui Adult Day Care Centers) and to create a readable, graphic design-oriented Maui Medical Map of healthcare services and resources. 4 1) Complete the Inventory/map. Partnership members must continue populating the inventory of healthcare services and resources. 2) Reconcile technical questions: a. Create a way to self-register/update every year (or lose your place on the map); b. Find the software that continually queries other databases and websites to fill in specific, assigned fields c. Think through the provider vs. consumer version; d. Answer critical questions about maintenance, funding, costs. 3) Continue to partner with high school students participating in community internship program to create a readable, graphic design-oriented Maui County Medical Map (this represents the combined product intended by original Alignment and Community Awareness committees). Future Opportunities & Unanswered Questions: Potential to collaborate organization to organization to fill voids Down the line: include where referral agreements already exist It s a job hunting tool; increases visibility of opportunities Share It: Students do a PSA, Put on all websites, Forward it (i.e. Planning Committee) Think through ways and value-add of overlaying Maui County databook; Revisit and plan next steps to create a real presence and a buzz about Maui County healthcare services. E.g. Replicate the weekly radio program put on by Maui Non-Profit Association on KAOI. Examples of topics include Physical Therapy, birth and newborns, pediatric dentistry, etc. Programs would feature three different service providers, each responding to three questions; for example: Service overview, What you may not know and Tips to Take Home. Podcasts of radio program to be available on Maui County Health Care website. Committee to seek rotating sponsors and get cost estimates from radio stations. STEERING COMMITTEE 2018 Committee Members: Greg LaGoy, Hospice Maui; Wes Lo, Hale Makua Health Services; Diana Shaw, Lanai Community Health Center; Joyce Tamori, Maui Health Systems; Dean Wong, Imua Family Services Intent and Roles: This Committee shall be responsible for the following: o Pro-active identification and recruitment of resources to support the ongoing work of this Healthcare Partnership. This Partnership is being staffed on a part-time basis by MEDB. In order to implement the Partnership s goals, and to expand, it will need Maui County Healthcare Partnership Action Items Sept

5 constant and creative leveraging of additional support (staffing, grants, etc) to secure sustainability. o Guidance and recommendations to full membership on new areas of focus, including issues or areas to pursue that ensure this Partnership is being as opportunistic as possible toward its vision and goals. o Agenda development for the full Partnership meetings (to occur 3-4 times per year) that appropriately move committee work forward, recruit additional support and leadership from healthcare organization members as well as public partners, and maintain overall Partnership momentum. o Messaging and tracking wins/successes of the Partnership in order to continually build participation and attract investment to committee work. Achievements: Secured a $15,000 grant from the Hawaii Workforce Development board to support continued staffing from MEDB for backbone support; Secured $50,000 County general funds to support student opportunities, including coordination of internships, job shadows, etc. Leveraged an additional 75 hours of time for continued support from a professional facilitator, paid for by the University of Hawaii; and Submitted a HRSA grant proposal to the Rural Health Network Development program under HRSA (Health Resource Service Administration) for development of a substance abuse/mental health network. Award not provided. Will try to repurpose ideas into a 2 nd round of proposals. Future Actions: 1. Set dates, locations and agendas for upcoming 2018 full Partnership meetings. Full meetings are targeted for October 2018, January and March Solicit input from membership on hot topics of shared interest for 2018/19, including: Tackle the issues of alcohol/drug addiction not enough trained professionals, facilities or resources. Anything we do in this area would be progress. Create a larger network of contributors to define contributions and care for shared, vulnerable populations (elderly, maternal health, SA/MH) Maui County Healthcare Partnership Action Items Sept

6 SUPPORT AND MEMBERSHIP This Action Plan was last updated Sept 14, It will be updated regularly. Questions can be addressed to Leilani Ventura at MEDB is the lead coordinator of this partnership, with support from the Maui Chamber, Molokai Chamber, Lanai Chamber, Maui Community College, Maui Workforce Development Board, and Maui schools.
