2 Working with CCG s Content Background About CCG s Operating environment Developing relationships
3 Background. All change in 2013 April 2013, clinical commissioning groups (CCGs) created and responsible for the majority of the NHS budget, around 69 billion in 2015/16. Public health budgets transferred to local authorities. NHS England is responsible for commissioning primary care ( 12 billion) and specialised services ( 15 billion). April 2015, in most parts of the country NHS England shares responsibilities with CCGs with cocommissioning arrangements, this varies between CCGs.
4 About CCG s Memberships organisation, of GP practices. The principle is clinical leadership is best placed to design and select the services that meet local needs. Run by a governing body, there are also a few places for lay members. All governing body meetings are public meetings. Supported by Commissioning Support Units (all South West Commissioning Support Unit SWCSU). Accountable to the Department of Health, via NHS England & others so susceptible to direct political control e.g. Personal Health Budgets, 7 day working.

6 About CCG s It s all on the web site, uniform layout and mostly similar key documents, take time out to have a look: About us useful information for example CCG Prospectus 2015 Get involved patient involvement and commissioning Your local health services News Events including governing body meetings public Library commissioning information, governing body, get involved information
7 Operating environment of CCG s It s a massive service delivery programme, with less money and more demand. Impact of reduced local authority services especially social care. Health is highly political and in a constant state of change plans, priorities, visions, mission. 5 year plans, 3 year plans, 1 year priorities, place based plans. Can be re-organised at short notice. Suffers from bad press.
8 Operating environment 5 Year Forward View read this. But changing health services will be slow. Not everyone will immediately buy into this vision. Clinical standards of hard evidence apply can you prove your effectiveness, does what you do reduce illness, improve patient experience, make health savings? VCSE is both patient voice and a provider group. The VCSE as a whole, is not often considered, more the parts, VCSE as patient voice has more developed mechanisms to engage. VCSE does not have the same long standing relationship with the NHS as it does with local authorities.
9 Developing relationships CCG s are not local authorities, their agenda is very different, so is the language and culture. Where do you best fit? Long term conditions, mental health, self care? Do you even fit? Think about the scale of CCG delivery. Budget pressures make for hard nosed business cases can you make a saving? can you ensure excellent evaluation? can you deliver a pilot to prove a case? Have you a plan to hand?
10 Developing relationships Think about sub contracts and collaboration remember the scale of delivery of the CCG. Think about building relationships with significant others e.g. AWP, Sirona, BCH, national charities (be clear what you have to offer them in such a relationship). Do your homework what is being re-commissioned? What is being transformed? What is being innovated? Think about your timing see above! Make a long term plan, e.g. Community Health Services.
11 Developing relationships Build relationships old school, plan time to get known by key people. CCG staff can move quickly within the CCG (but usually stay in the CCG). Do invite to talk, show case events, attend a governance meeting Don t be afraid to pitch nothing lost if you do it well. Do ask who does what, CCG staff are very helpful. Have a tidy and evidence based pack of information about your services and organisation. Be ready to impress.
