1 The MDS Certification Program This four-day workshop provides the AANAC Core Courses covering essential elements of the RAI/MDS process and PPS and the MDS 2.0 Coding for OBRA and PPS program and an extensive review of 2005, 2006 & 2007 changes to the CMS RAI Manual Part One: January 22 23, 2008 Part Two: February 5 6, 2008 Meeting location: Iowa Health Care Association 6750 Westown Parkway, Suite 100 West Des Moines, IA (800)
2 Iowa Health Care Association / AANAC The MDS Certification Program REGISTRATION/REFUND POLICY: All attendees must be registered and pay appropriate fees. No phone registrations will be accepted. Limited seating registrations taken on a first come, first serve basis. Persons who have paid in full will have priority for available seats over those who register on-site. Refunds will only be granted to those who cancel their registration in-writing three business days prior to the date of the program. Cancellations after this time/date, no-shows due to weather, acts of God, or illness, will be charged the full registration fee. IHCA reserves the right to cancel any educational program; in the event of such a cancellation, all fees will be refunded. SPECIAL NOTE: Seminar doors will close promptly at the times mentioned in this brochure; credit for attendance will not be granted to those arriving after these times or leaving prior to the completion of the program. Providership regulations do not allow for partial credit to be given for any portion of a session. Late arrival or early departure will result in forfeiture of credit. Please call IHCA/ICAL at (800) with any questions regarding this meeting. If you need any special aides or services identified in the ADA, please contact IHCA prior to the program. About the AANAC Certification Program To be eligible for the AANAC Credentialing Program the individual must: 1. Be a clinician/professional involved in the RAI process. 2. Complete 10-segment AANAC accredited credentialing program 3. Pass each course with a score of 80 percent or better. Participants scoring less than 80 percent on course exams will receive contact hours for the workshop; however the course will not meet the requirements for inclusion in the AANAC National Database for the Certification Program, and thus not be included as one of the 10 required courses. Target Audience Registered Nurses, Licensed Practical Nurses, Nurse Assessment Coordinators, Physical Therapists, Occupational Therapists, Health Information Professionals, Administrators, and all members of the Interdisciplinary Teams involved in assessment and care planning. Continuing Education Credit information: A/O N This program meets the Iowa Board of Examiners for Nursing Home Administrators established criteria for 22.5 hours of continuing education credit. This program is approved for 27 contact hours (2.7 CEUs) for nurses, offered by IHCA/INLTC, IBON Provider #166. AANAC is approved as a provider of continuing education in nursing by the Colorado Nurses Association that is accredited as an approver association of continuing education in nursing by the American Nurses Credentialing Centers Commission on Accreditation.

4 The MDS Certification Program Purpose and Objectives MDS 2.0 Coding for OBRA and PPS/ Accurately Assessing Activities of Daily Living and the MDS Describe the relationship between the purpose of the MDS and the types of questions that appear on the MDS. - State the intent of each MDS item. - Accurately code each item of the MDS. - Discuss the effects of inaccurate MDS coding. - Identify functional and structural changes in the body related to aging that contribute to decline. - Identify the components of overall functional assessment. - Accurately code Section G, Physical Functioning and Structural Problems, on the MDS. - Identify key elements of the care planning process for treatment and prevention of functional decline. OBRA Timing and Scheduling for the MDS Discuss requirements for scheduling and timing of OBRA required MDS assessments. - Identify appropriate use of the discharge and reentry tracking forms. - State the criteria for use of the Significant Change in Status Assessment. - Discuss correct use of the Significant Correction assessments. - Identify criteria and timing issues related to the Correction Request Form. PPS Timing and Scheduling for the MDS State 3 considerations when setting the ARD for a PPS assessment. - Identify the impact on the assessment schedule and payment when a PPS resident is out of the facility for therapeutic leave or a hospital stay. - State the time frames for completing PPS MDS assessments as stated in regulations. - Describe the process for combining OBRA required and PPS required assessments. Quality Indicators and the MDS Understand the development of the Quality Indicators. - Understand the role of the Quality Indicators in the survey process and in the facility. - Validate the accuracy of the MDS items used to calculate the Quality Indicators. - Access the Quality Indicator reports from the state repository and interpret the reports at the facility and individual resident level. Billing and the MDS 2.0 for Clinicians - Understand the criteria necessary for the beneficiary to qualify for SNF benefits. - Understand when to issue a denial of benefits, language needed in denial letter, and the resident's right to a demand bill. - List the information to be obtained at admission and communicated to the billing office. - Describe the PPS program, how the RUGS group determines payment and the appropriate HIPPS modifiers for billing purposes. - Identify the elements from the MDS that must be incorporated into the Medicare Part A billing claim. - Describe the documentation that the SNF must complete to be in compliance as a Medicare provider. - Understand what services the SNF must pay for under consolidated billing, and what is excluded.
5 The MDS Certification Program Purpose and Objectives Quality Measures and the MDS Identify the objectives of the Nursing Home Quality Initiative - State the differences between the publicly reported Quality Measures and the CHSRA Quality Indicators - Describe the components of the calculation of each Quality Measure - Describe facility processes necessary for achieving competitive Quality Measure scores. Resource Utilization Groups III and the MDS Understand the development of the RUG-III classification system used in Medicare and Medicaid case mix payment systems. - Review the 108 MDS items that are used to calculate a RUG-III classification group. - Calculate the RUG-III classification level from Minimum Data Set (MDS) assessments and case studies. - Apply Medicare skilled nursing facility requirements to a case mix environment. - Value the importance of accurate completion of the MDS in a RUG-based case mix payment system. Resident Assessment Protocols (RAP s) and the MDS Identify the four parts of the Resident Assessment Protocol - Identify the 18 RAP problem areas. - Discuss RAP documentation requirements. - Describe date requirements for VB1, 2, 3 & 4 - Define Resident Assessment Protocols. Care Planning and the MDS Describe the relationship between the RAI process, the care plan, and quality resident care. - List 3 broad areas to be considered for care planning in addition to the RAI assessment information. - List the components of an effective care plan. - Discuss the role of critical thinking in the care planning process. - Identify the members of the Interdisciplinary Team and discuss their role in the care planning process. - List 4 occasions that trigger the need to re-evaluate the care plan. - Define "interim care plan."
