2 SPRING POLICY FORUM June 18-19, 2012, Raleigh, N.C. Why Attend North Carolina s MH/DD/SA system is in the midst of converting to a statewide Medicaid Waiver for MH/DD/SA Services, a number of counties just began operating under the waiver and the rest will start in January, LME mergers in July will reduce the number of LMEs to just 11 Managed Care Organizations (MCOs). What does all this mean for consumers, providers, LME/MCO staff and services? The conference theme, identifies the fact that in order for this to work, communities, stakeholders, consumers, providers and LMEs, have to come together. This Forum will explore specific topic areas where we can work together and be successful. Who Should Attend This conference offers training that supports all MH/DD/SA stakeholders in the Target Audience of: Local Management Entities (LMEs) Managers and Management Team Members, Board Members, Clinicians, Service Provider CEOs, and Management staff, Supervisors, Clinical Directors, Medical Directors, Quality Improvement Staff, IT Staff, Financial, Medical Records and Human Resource Staff, Counselors, Service Coordinators, Social Workers, Advocates, Consumer and Family Advisory Committee Members, and others interested in our system. Part II: 10:50 a.m. 12:00 p.m. The Talk around the Water Cooler: What s Really Being said about Waivers and Where We re Headed North Carolina is redesigning the public behavioral health service system through policy changes learn why and how to improve behavioral health care throughout our state. This learning experience will provide support for the use of policies as tools to improve care through Managed Behavioral Health Organizations, Providers, and Recovery Practices. Learning how to take advantage of innovative redesign by partnering with newly integrated healthcare entities (ACOs, Health Homes, etc.) will be a focus. Speaker: David Swann, CEO Crossroads Behavioral Healthcare and Consultant for the National Council of Community Behavioral Healthcare and MTM Services, LLC. Everyone has a perspective on any policy decision that is made. Everyone has concerns and expectations hopes and fears. When the policy decisions being made are ones that change the course of a service system, access, payment and the spectrum of services, it s to be expected that the hopes and fears are amplified. This panel discussion will be around articulating the expectations that individuals have, from their perspective in the system, and their concerns. Parts of the discussion may be focus on issues that cannot be addressed by a policy decision, but are most important to some individuals, or around processes that need some work. This panel discussion is about what s being said around the water cooler rather than around the decision making tables. It will include discussion of the move to Medicaid waivers and health homes and how it will impact individuals involved in the MH/DD/SA service system. 3 Concurrent Sessions June 18, :30 p.m. 4:45 p.m. Provider Network Development and Maintenance in the Waiver Environment By definition, the provider network in an MCO is that group of organizations and licensed individuals enrolled with the MCO to provide specific services to the consumers within the MCO catchment area. For the LMEs that have developed into MCOs, as well as for those coming on as MCOs in the near future, a strong, viable provider network serves as the foundation for service provision. This session will identify and discuss critical tools and processes for provider network development and maintenance, with focus on credentialing, needs assessment and analysis, and the use of data to drive decisions. The importance of utilizing authorization and paid claims information (both current and historical) in the right sizing of networks will be addressed, along with discussion of steps MCOs are considering as networks are refined. Speakers: Dave Peterson, MA, Waiver Contract Manager, East Carolina Behavioral Health MCO Donald Reuss, Director of Provider Network Operations, Western Highlands Network MCO Speaking from Experience: Understanding and Operating the Innovations Waiver This session will provide an overview of the Innovations Waiver operational components. Session participants will learn about the unique management opportunities/challenges for a 1915 (c) waiver in a 1915 (b) (c) waiver environment. The session will provide practical implementation tips regarding waiver management functions. The presenters will share keys to successful (c ) waiver management based on six years of on the ground experience. The session will cover: general knowledge regarding the operational components of the Innovations waiver; practical implementation tips regarding waiver management; share keys to success for waiver management and pot holes to avoid; and discuss the evolution of waiver management from start up to full implementation. Speaker: Andrea J. Misenheimer, Medicaid Director, PBH Whether you are a LME, LME/MCO or provider, there will be changes in the way that you conduct your business and information system operations under a Medicaid waiver. This session will focus on the changes in business processes that are underway in LMEs to become LME/MCOs. Issues such as interface between LME/MCOs and providers, clearinghouses, the business and IT operation of credentialing, contracts, audits, reporting and mergers will be discussed during this session. The speakers will each bring their own experiences in their LME/MCO in implementing or preparing to implement a Medicaid waiver. Participants will: learn about specific business processes and protocols needed under a Medicaid waiver; hear about the differences between the LME business model and the LME/ MCO model; and discuss the interface needed between the LME/MCO and providers under a Medicaid waiver. Speakers: Joy Futrell, Assistant Director, East Carolina Behavioral Health LME Kelly Goodfellow, Director of Business Operations, Durham LME Sharon Lentz, Chief Financial Officers, Western Highlands Network Western Highlands Network (WHN) became an MCO in January of this year. From the months leading to implementation to the present, staff have taken a number of steps to ensure that the needs of customers remain at the forefront of managed care processes. In this session, WHN representatives will discuss topics related to Enrollee and Customer Services throughout the evolution of the MCO. Areas of focus will include the engagement of the local CFAC, establishing Customer Services standards, staff training needs, and coordination of responses to customers across MCO departments. The session will include: identifying critical issues that ensure a consumer focused LME to MCO transition; learning how to maximize consumer and family member input in the development of the MCO; and ways to ensure the development of coordinated consumer-focused policies and procedures in the MCO. Exhibition Tuesday, June 19, :30 a.m. 11:30 a.m. Closing Session The Future of Integration in North Carolina Al Delia, Secretary for the NC Department of Health and Human Services Newly appointed Department of Health and Human Service Secretary Al Delia is not new to the issues of Health and Human Services in NC. Most of his time in the Governor s office was spent focused on these issues. He understands where the system is headed. Secretary Delia will offer his insights into how different state level technology systems are leading the MH/DD/SA system toward greater integration with other health and human service agencies; systems such as MMIS, NC FAST, NC Snap. If you don t know the meaning of these acronyms, plan to attend this session to learn more. Update on State Budget and LME Governance Representative Nelson Dollar, Appropriations and Health & Human Services Chair The General Assembly is again faced with an anticipated budget deficit. Representative Nelson Dollar, Appropriations and Health and Human Services Chair, will provide an overview of the budget, his perspective on the severity of the problem, and discuss the implications for MH, I/DD, SA services. Representative Dollar also chairs the Subcommittee on Governance of the Legislative Oversight Committee on Health and Human Services and will discuss actions taken by this committee and the impact on LME/ MCO boards moving forward.
