1 Armenia Consolidated Development Operational Report January June MAAAM July This report covers the period from 1 January to 30 June. 1. Executive summary Realizing the challenges, threats and changes occurring in the economic, social, health and disaster risk reduction spheres, the Armenian Red Cross, being auxiliary to the public authorities in the humanitarian field, operates countrywide addressing these challenges by continuing its services within the frames of the programs in the areas of Disaster Management, Population Movement, Health and Care, First Aid, Resource Mobilization, Communication and challenges / issues concerning Youth. All these areas are in line with the National Society`s Strategic Plan. The programmes supported by the have received very limited funding in general. However, the programmes continue to be implemented mainly with bilateral support and the support from new partners. The partners to fund the Federationsupported programmes during the reporting period were the Andorran and Japanese Red Cross Societies and the Eli Lilly & Co. Foundation. The other programmes are supported bilaterally by the American, Austrian and German Red Cross Societies, and external partners like DIPECHO through the Danish and Icelandic RCs, the Global Fund, and Piece Corps. Situation/Context Analysis Unequal economic opportunities, differences in regional development and the evidence of the growing severity and depth of poverty suggest that the further reduction of poverty rates is a major challenge for Armenia. The return of Armenian migrants from abroad due to the slowdown in the economy of some host countries (mainly Russia) also places an additional pressure on social service delivery and job creation efforts. Armenia belongs to a region with a fast growth of the HIV/AIDS epidemic. Awareness of HIV among young people is low, and the current educational system does not properly address the actual challenges in HIV/AIDS yet. Stigma and discrimination towards people living with HIV/AIDS exists, and this leads to their social exclusion, inhibiting their full integration into society. Along with the increasing risk posed by HIV, the incidence of tuberculosis (TB) has expanded significantly during the recent 15 years. Geographically, Armenia is exposed to high risks of natural disasters such as earthquakes, floods, droughts, and landslides. Climate change is likely to result in more extreme climate events in terms of droughts and floods, which may lead to more frequent and intensive natural disasters. From 12 to 17 May, a hail damaged almost all yield capacity of more than half of the communities in Armavir region, Armenia. According to the rapid assessment reports conducted by the Ministry of Agriculture, Armavir Regional Emergency Commission and ARCS Armavir Branch, 46 communities and 12,800 households were affected, of which 7,131 households from 14 most affected communities lost 100 per cent of their yield capacity. The communities found themselves in a very difficult situation. Traditionally, village shops provide credits for the goods sold, to be repaid only after the harvest. With the loss of the harvest the communities are not able to repay the debt they have already accrued; and they are not in a position to buy goods in the shops on credit any longer. Many of the shops had to close down due to lack of customers, which means that even if the communities did have some cash there would be nowhere to buy the goods. Many of the community members started looking for seasonal work abroad but until they are able to send remittances back home the families are left in a very vulnerable situation. In May CHF 242,501 was allocated from the IFRC s Disaster Relief Emergency Fund (DREF) to support the Armenian Red Cross Society (ARCS) in delivering immediate assistance to some 4,000 beneficiaries (900 households) affected by hailstorm in the Armavir region of Armenia. Food and hygiene kits distribution is under way. This operation, which is providing the communities with basic food and hygiene parcels, is expected to be implemented over three months starting in July. Capacity building and sustainability The projects contributed to the acquisition of invaluable experience in mobilizing various resources (volunteers of other projects, relations with donors and the media) and using various capacities for achieving better results in ARCS activities. Several workshops, training sessions, seminars and meetings were held at national, regional and local levels, which proved to be very useful for further information-sharing and effective coordination of activities. The projects have a strong capacity building element through educational sessions to the target groups, and also provide training to teachers in the targeted schools, enabling them to conduct informational sessions for pupils in the future, and thus ensuring sustainability. Moreover, the educational campaigns at school level and especially the non-structural mitigation module entitled Family Disaster Plan were very successful in terms of the involvement of the pupils` family members in the family preparedness process. Educational materials developed within the frameworks of this project will be used in other disaster-prone areas of the country. Following up on the recommendations of the external auditors in addressing risks and improving internal procedures the National Society has gained a solid organizational capacity for years ahead. The improved accountability and transparency also increase the credibility of the National Society as a reliable service provider and partner.
