For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Context: IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization, IOM supports governments to effectively manage the various challenges related to migration, and also provides assistance to migrants. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, communities, and other agencies to strengthen health systems to meet the needs of hard to reach mobile populations, migrants, and their local host communities. Within the context of promoting safer migration, IOM s Eastern Myanmar Health Programme comprises several projects that extend the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM s programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care. Core Functions / Responsibilities: Under the direct supervision of Field Project Coordinator, the incumbent will be responsible to work mobility affected communities to identify their specific health vulnerabilities, in particular in relations to Malaria and help them to increase their awareness and resilience by Page 1 / 5
2 developing specific prevention activities and support to infected and affected patients and their families. 1. Managing, supervision, and coordinating the mobile clinic team Assist to prepare monthly mobile clinic schedule. Assist to supervise the health educator during their activities. Assist to liaise with local authorities prior to conducing mobile clinics, arranging clinic location, information dissemination to the community, etc. Promote service utilization for RDT volunteers when there are within reach for the community. 2. Managing malaria patients and other fever patients in the mobile clinic Registration of all patients in the project logs. Deliver the anti-malaria drugs and other drugs prescribed by mobile team leader for malaria positive patients according to the National Malaria Treatment Guidelines. Explain the patients thoroughly how to follow the doctor s prescription (how to take medicines, how to do for the side effects of the anti-malaria drugs, and importance of the treatment course completeness etc). Supervise the care and support of serve malaria patients, including those identified through volunteers and mobile clinic. 3. Health education, care and support Explain/educate patients about malaria transmission, prevention, and treatmentseeking behavior. Deliver malaria IEC materials, and long-lasting impregnated mosquitoes nets (LLIN), as needed. Provide care and support to severe malaria patients (transportation and food allowance for hospitalization). 4. Managing mobile clinic medical box Assist to manage the mobile clinic medical box, including preparation of commodities, checking stock, and replenishing weekly. Collect the daily drug consumption, fill in the IOM daily drug consumption sheet, and report to medical logistician on monthly basis. Assist to identify any shortages at least three months in advance and inform of any expiration six months in advance. 5. Data collection, monitoring, and evaluation activities Collect mobile clinic data and report to Field Project Coordinator monthly Identify and inform supervisors of emergence of malaria (or other) outbreaks. Identify projects bottlenecks and contribute towards collaborative solutions. Capture photos of IOM in action and beneficiary testimonies gaining informed consent. 6. 3 Required Qualifications and Experience Education Myanmar national. University degree/diploma in Nursing with 2 years of related work experience. Valid license to practice is a requirement. Experience Experience of treating Malaria patients is favorable. Experience in health related projects for INGO, NGO or government and institutions focusing on Malaria, TB and HIV in at least 2 years. Capacity to work independently, efficiently with flexibility. Excellent interpersonal, communication and presentation skills, including ability to speak in public, communication and negotiation skills. Must have a client-oriented mind-set, and uphold the program values of caring, innovating, partnering, demonstrating, competence, and working for positive change. Computer literacy, including Microsoft Office applications. Languages Fluent in Myanmar and fair in English writing and speaking Able to speak local languages would be considered as an advantage.
