2 Who we are AHEC Program Office at MSU, College of Nursing Program Office is the statewide office 5 Regional Centers UM MHREF Riverstone MT Health Network Healthcare Workforce Advisory Committee In place for 11 years Open process for discussion and strategic planning on healthcare workforce Membership is voluntary and broadly representative of the state

3 Process HC Workforce Strategic Plan 1 st Plan completed in with recommendations to Regents on medical education, nursing and allied health by council appointed by OCHE and Governor s Office, staffed by AHEC 2 nd Plan completed in 2011 with broader representation (about 100 on mailing list, active participation of approximately 40 members) Chapters written by content experts in the professions or topic areas, reviewed by full committee, revised and adopted for the plan 3 rd Plan completed around the end of 2016 and published in 2017, following the same process and format

7 Key Recommendations We need to engage all of Montana in understanding how important healthcare workforce issues are to our state Rural and frontier communities face special challenges and need specific strategies to address maldistribution of the workforce Pipeline programs are important! We must grow our own workforce, especially for rural communities Postsecondary health professions education requires state resources for faculty, clinical education, distance education and coordination Whenever possible, we should provide opportunities for MT residents to train in place in the communities where they live

8 Recommendations Create a Culture of Learning in healthcare facilities to support health professions education A robust system of workforce data and analysis should support healthcare workforce planning Partnerships among clinical settings, education, state agencies and healthcare associations is key to addressing workforce shortages Increase American Indian participation in the healthcare workforce with targeted pipeline programs, expanded Tribal College HP programs linked to MUS degrees, and student financial support

9 Recommendations Support WWAMI and MT GME with an emphasis on rural clinical rotations and recruitment of students/residents with an interest in rural practice Expand professional and paraprofessional behavioral health education and training Care coordination, community health workers and population health strategies in interprofessional, team based settings are significant future trends An increasing demand for nurses at the baccalaureate level and above, along with a looming nursing shortage require continued focus on nursing education

10 Recommendations Allied health shortages across the state require creative approaches including Allied health core curriculum implementation Distance education opportunities Apprenticeships Recruitment into current programs struggling with maintaining enrollment Dental/oral health strategies Assess the opportunity to expand UWSOM RIDE in Montana and determine feasibility of implementing a collaborative WWAMI dental education program at Montana State University. Identify practice models that will allow for increased access to oral health services: Integration of medical and dental care, community-based dental care, diversification of the dental workforce. Pharmacy Develop practicum sites in rural and underserved areas Expand telepharmacy options throughout the state Develop and support inter-disciplinary training programs, continued support of U of M Pharm.D. program Support development of apprenticeship opportunities for Pharmacy Techs (HealthCARE MT)

11 Sustaining the work of HealthCARE Montana HealthCARE Montana has accomplished much during the first eighteen months towards initiating new and innovative programs to advance healthcare education. The apprenticeship program, the Workforce Coordinator role and sustainability of outcomes realized by HeathCARE Montana are concerns once the funding and much of the grant infrastructure ceases to exist.

12 What s Next for AHEC Submitted 5 year grant for the 5 AHEC centers August notice? More emphasis on interprofessional education among the professions Field placements that include IPE content 10% of funds can be used for pipeline program Little support for the workforce development efforts that have been the hallmark of the AHEC Centers and Program Offices Working with other frontier states Planning year with hope that HRSA modifies based on input during the 1 st year
