1 I I CUMBERLAND PUBLIC SCHOOLS THE CUMBERLAND PUBLIC SCHOOLS CH Page 1 of8 I PURPOSE STATEMENT: To provide guidance in the management and administration of a workplace AED program for The Cumberland Public Schools. Sudden Cardiac Arrest (SCA) is a condition that occurs when the electrical impulses of the human heart malfunction causing disturbance in the heart's electrical rhythm called ventricular fibrillation (VF). This erratic and ineffective electrical heart rhythm causes complete cessation of the heart's normal function of pumping blood resulting in sudden death. The most effective treatment for this condition is the administration of an electrical current to the heart by a defibrillator delivered within a short time of the onset of VF. An AED is used to treat victims who experience SCA. It is only to be applied to victims, who are unconscious, without pulse, signs of circulation and normal breathing. The AED will analyze the heart rhythm and advise the operator if a shockable rhythm is detected, the ABD will charge to the appropriate energy level and advise the operator to deliver a shock. An Automated External Defibrillator (AED) must be placed in a publically accessible area within each school building and Wellness Center. All AEDs must be properly maintained. Accordingly, The Cumberland Public Schools, has adopted this policy to assist trained lay rescuers to be better prepared in the event of a sudden cardiac arrest situation. SYSTEM OWNER: The Cumberland Public Schools. GENERAL PROVISIONS: Selection ofequipment Selection ofemployees for AED training Coordination of training for emergency responders Coordinating equipment and accessory maintenance Maintain on file a specifications/technical information sheet for each approved AED model assigned or donated to The Cumberland Public Schools Consulting local Emergency Medical Services (EMS) Revision ofthe procedure as required Monitoring the effectiveness of this system Communication with medical director on issues related to medical emergency response program including post-event reviews

2 I I 'I I CH Page 2 of8 SYSTEM ORGANIZATION: The Medical Advisor of the AED program is: The School Physician. The Medical Advisor has ongoing responsibility to: Approve medical direction for use of AEDs Write prescriptions for AED's and additional equipment as needed Review and approve guidelines for emergency procedures related to use ofaed's and CPR in accordance with State and local laws. Assist in coordinating the program with local EMS. Evaluate Post-Event with all rescuers involved. The Program Coordinator is: The PK-12 Nursing Coordinator. The Program Coordinator has ongoing responsibility to: Develop and implement the AED program, including selection of employees for AED training (to become Trained Responders), and distribution of the list of Trained Responders; Oversee and supervise training and retraining oftrained Responders; Insure proper maintenance of equipment; Insure proper documentation (relating to training, AED maintenance, use and postincident data collection), and maintain all records in a central file under her custody and control; Serve as liaison among the AED program participants (e.g. Medical Director, Site Leaders, EMS), including communicating with Medical Director on post-event reviews; Maintain file with specifications and technical information for each AED in use; Monitor the effectiveness ofoverall system; and Insure compliance with legal requirements. The Site Leader at each school equipped with AED(s) is the School Nurse-Teacher, who has ongoing responsibility to: Implement day-to-day operation and be accountable for the AED program at the site; Check AED equipment and accessories and complete documentation ofsuch equipment, in accordance with Maintenance procedures described herein; NotifY the Program Coordinator ofexpiring pads or batteries in a timely manner (ie: during the month of February before expiration) Maintain a list and documentation oftraining for all Trained Responders at the site and forward copies ofsuch lists, updated as necessary, to the Program Coordinator and to the Building Principal.

3 Automated External Oefibrillator (AEO) Policy CH Page 3 of8 Coordinate and document refresher training; Request of office staff that the Cumberland Public Schools Superintendent's Office be notified as soon as possible any time defibrillator pads are attached to a patient. The Nurserreacher(s) at Cumberland High School will be responsible for any AEO maintenance at the Wellness Center. The Site Leader must have a designated back up at all times when the school is open. The AED Site Team at each participating school is a group that shall include, but not be limited to, the School Nurse-Teacher (Site Leader), Building Administrators (Principals, Assistant Principals, Physical Education Teachers, and Coaches, where applicable. This group will implement the AEO program at the site. Trained Responders have ongoing responsibilities to: Call "911", and provide prompt basic life support including use of AEO and first aid according to training and experience; Follow the operational directives for using the AEO. School Office personnel have ongoing responsibilities to: Receive emergency medical calls from internal locations; Call "911"; Send Trained Responders to emergency locations; and Oirect EMS personnel to emergency locations. NOTIFICATION OF LOCAL EMS: Cumberland Emergency Medical Services is ultimately responsible to deliver emergency care. In event of an emergency, activate EMS through 911. Give specific location and type of medical emergency. AUTHORIZED AED USERS: The AEO's may be used by: Any trained volunteer responder who has successfully completed an approved CPR/AEO training program and has a current successful course completion card. Training classes should meet the guidelines of a nationally recognized program, such as the American Heart Association, the American Red Cross, or the National Safety Council. Retraining should occur at least every two years - sooner if equipment, policies or procedures change. The Cumberland Public Schools will identify all employees of School Response Teams.

4 Automated External Defibrillator (AEO) Policy CH Page 4 of8 EQUIPMENT: Automated External OefibriIlators have been approved for Oistrict use. These AEO's should conform to the Local, State and FOA standards. LOCATION OF AED IN THE BUILDING: SCHOOL: LOCATION: ADDITIONAL RESUSCITATION EQUIPMENT: Each AEO will have one set of Adult defibrillation electrodes connected to the device. It is also recommended to include a set of infant/child electrodes in the kit. One resuscitation kit will be with the AEO. This kit contains two pairs of latex-free gloves, one razor, one set of trauma shears, and one facemask barrier device. EQUIPMENT MAINTENANCE: All equipment and accessories necessary for support ofmedical emergency response shall be maintained in a state of readiness. Specific maintenance requirements include: The AEO Program Coordinator or designee shall be responsible for having regular equipment maintenance performed. All maintenance tasks shall be performed according to equipment maintenance procedures as outlined in the operating instructions. Following use of emergency response equipment, all equipment shall be cleaned and/or decontaminated as required. Replace pads, pocket masks and other peripheral supplies that were used. Complete the AEO Maintenance Checklist and return the AEO to a state of readiness. ROUTINE MAINTENANCE: All equipment and accessories shall be maintained in a state of readiness. AEO equipment will be checked monthly by the School Nurse Teacher in the building. osee Appendix A: Monthly AEO inspection checklist. Any issues with the inspection of the AEO (per manufacturer's Operating Instructions) shall be reported promptly to the Program Coordinator and building principal. The School Nurse shall remove the unit from operation until service or supplies can be obtained.

5 : i CH Page50f8 INITIAL TRAINING: To meet the need for lay rescuer training, the American Red Cross and the American Heart Association have courses in First Aid/CPRJAED training. The purpose is to give individuals in the workplace knowledge and skills necessary to prevent, recognize and provide basic care for injuries and sudden illness until advanced medical personnel arrive and take over. This course includes teaching the user how to recognize the warning signs of heart attack and stroke and to perform the essential CPR skills and how to use an AED. Cumberland Public Schools wiii fund initial training for designated responders CONTINUED TRAINING: Responders must renew certification as required by the certifying organization Cumberland Public Schools will fund on-going training for designated responders as required. AED-TRAINING EMPLOYEE RESPONSIBILITIES: Activate external emergency response by directing someone to call 911. Activating internal emergency response system. Trained employees should know how to recognize signs of sudden cardiac arrest, start CPR right away, locate and use the defibrillator, and care for the victim until the EMS team arrives. POST-EVENT REVIEW DOCUMENTATION: Following each AED deployment, a review shall be conducted to learn from the experience. The Site Coordinator shall complete the Event Summary Form (Appendix B). The AED Program Coordinator or designee shall conduct and document the post-event review. All key participants in the event shall participate in the review. Included in the review shall be the identification of actions that went well and the collection of opportunities for improvement as well as critical incident stress debriefing. The debriefing should include response-time evaluation and identifying strategies for improvement. A summary of the post-event review shall be sent to the AED Program Coordinator or designee and School Physician. The AED Program Coordinator shall maintain a copy of the post-event review summary.
