The economic value of the adult social care sector in England - February 2013 The adult social care sector employs more people (1.5 million) in England than: The construction industry (1.1 million); The transportation, storage and postal industry (1.1 million); The public administration and defence sector (1.2 million); and All restaurants, cafes, pubs and bars in the food and drink service industry (1.3 million) The adult social care sector also contributes more GVA ( 20 billion) per annum to the English economy than: The production and distribution of electricity and gas ( 16 billion) legal activities ( 17 billion) The arts, entertainment and recreation industries ( 18 billion) The food and drink service industry ( 19 billion).

3 UKCES - Whitehead review of Adult Vocational Qualifications The Skills Minister, Matthew Hancock, has asked Nigel Whitehead, BAE Systems Group Managing Director, to review Adult Vocational Qualifications in England. The aim of the review is to create a vision and strategy for having high quality, rigorous vocational qualifications for adults that are valued by employers and individuals and are a good investment. The review opened in March and will report in September 2013 It s about work Excellent adult vocational teaching and learning The report of the Commission on Adult Vocational Teaching and Learning (CAVTL) As the title says - it s all about work! I welcome the emphasis this report puts on vocational education and training being about work and providers and employers sharing responsibility for delivering high quality vocational education and training. Nigel Whitehead - UK Commissioner [The challenge for vocational teaching and learning professionals is] to build curriculum and assessments that replicate the uncertain, messy, problem-based, people intense, and time limited world of work. Nancy Hoffman It s all about work The Richard Review recommended independent assessors / examiners Both the Richard Review and CAVTL report recommended involvement by employers The quality of an education system cannot exceed the quality of its teachers. McKinsey and Company (2007) I could learn about veterinary somewhere else, but it wouldn t come across as well as hearing it from a vet with his hand up the cow s backside. Land-based student

4 The Richard Review of Apprenticeships Doug Richard was asked by the Education Secretary Michael Gove and the Business Secretary Vince Cable to consider the future of apprenticeships in England and to recommend how they can meet the needs of the changing economy. His review recognises the good provision that exists today, with many committed employers delivering valuable opportunities for their apprentices. However, Mr Richard emphasises the need for greater ambition if all apprenticeships are to meet the standards of the best. The Cavendish Review This independent review by Camilla Cavendish was carried out in the wake of the Francis Inquiry into Mid-Staffordshire NHS Trust. The review makes a number of recommendations on how the training and support of both healthcare assistants and social care support workers can be improved to ensure they provide care to the highest standard. The review proposes that all healthcare assistants and social care support workers should undergo the same basic training, based on the best practice that already exists in the system, and must get a standard certificate of fundamental care before they can care for people unsupervised The Social Care Commitment Quality People, Quality Care White paper initiative Caring for our future. Improving care, and the public s confidence in care. Developed by employers, employees and people who need care and support. A voluntary agreement on workforce quality.

5 A sector united Department of Health Association of Directors of Adult Social Services Care Quality Commission Employers of all sizes, and all employees. For the first time the sector is united in making a public commitment to provide safe, high quality care services. Skills for Care / Health - Codes of Conduct This Code of Conduct describes the standards of conduct, behaviour and attitudes that the public and the people who need healthcare, care and support services should expect of workers. It is based on the principles of protecting the public by promoting best practice. It will ensure that support workers covered by the code are working to defined standard's, providing high quality, compassionate healthcare, care and support. This Code of Conduct has been released for information - but to-date there has not been an official launch date, which will see it replace the existing GSCC Code of Conduct The Care Bill The Care Bill was introduced into Parliament on the 9th May 2013, and published on the 10th May The Bill is split into 3 parts. 1. Reform of care and support 2. Response to the Francis Inquiry on failings at Mid- Staffordshire Hospital 3. Health Education England and the Health Research Authority

6 Disclosure and Barring Service One of the government s priorities is to reduce the burden of red tape on employers and to give individuals greater control of their own information. The new Update Service has now been launched and for a small annual subscription of just 13 (free for volunteers), applicants can have their DBS Certificate kept up-to-date and take it with them from role to role, within the same workforce, where the same type and level of check is required. Under the new scheme employers can then carry out free, online, instant checks to see if any new information has come to light since the Certificate s issue - this is called a Status Check The healthcare system in England from April 2013 The rights to which patients, families, carers, the public and staff are entitled, and the pledges that the NHS is committed to achieve, are now set out in the NHS Constitution. A number of different organisations ranging from NHS organisations as set out in law through to charities providing NHS funded services, make up and support the set of common set of principles and values which are the NHS. Collectively, all of the following organisations make up the healthcare system Association for Care, Training
