2 June 30, 2013 Dear Fellow Texan, (Baylor Waxahachie) is committed to fulfilling its mission to operate within an integrated health care system which exists to serve people as an extension of its Christian ministry of healing by offering a continuum of quality services with a commitment to patient care and community service. Ellis County is one of the fastest growing areas in North Central Texas. Keeping its commitment to meet the health needs of a growing community, the hospital plans a $175.5 million campus on a new site. The new campus will also be the home to Baylor Charles A. Sammons Cancer Center at Waxahachie, along with expanded facilities to increase services for women. The new facility also will provide additional inpatient beds, operating rooms, and emergency and intensive care unit (ICU). The first phase of the project, a 75,000-square-foot medical office building housing physicians and health care related programs, is slated to open in the fall of The larger campus project is expected to open in November 2014 the Hospital s 100th anniversary. Baylor Waxahachie is committed to promoting an environment of wellness in the community and to coaching residents to intentionally adopt healthier lifestyles to reduce the number of deaths associated with chronic disease. In addition, the hospital has committed significant funding to operate a community health clinic for the medically underserved population. The provision of quality patient care at Baylor Waxahachie often includes subsidized services that would otherwise not be available to the community. Within this report you will find a quantification of community benefit services provided to Waxahachie and the surrounding areas for the Fiscal Year ended June 30, Our hospital vision states: As a partner with the community, Baylor Waxahachie provides responsible leadership to improve the health status and quality of life for all citizens. Mission Statement (Baylor Waxahachie), an affiliated hospital of Baylor Health Care System (BHCS), is committed to fulfilling its mission: Founded as a Christian ministry of healing, Baylor Health Care System exists to serve all people through exemplary health care, education, research, and community service. II. III. IV. Effective Dates of the Plan The annual report of community benefits provided is for the fiscal year ended June 30, 2013(Fiscal Year 2013). Description of the Community Served Baylor Waxahachie serves the community of Ellis County. Population growth for Ellis County is expected to increase by 12.8% over the next five years, which is 8.8% faster than the national average. Average HH income is $69,000, which is just above the national average of $67,500. Race and ethnic distributions show that Ellis County consists primarily of White Non-Hispanics (61%) followed by Hispanics (24%), Blacks (12%) and Asians (1%). Education levels are lower than national averages. Only 18% of all individuals hold a Bachelor s degree or higher. The overall health is average. Healthy eating habits, exercise and smoking patterns are mixed. Preventative care utilization rates are very low. Charity Care and Government-Sponsored Indigent Health Care Provided For Fiscal Year 2013, Baylor Waxahachie provided $14,358,561 in unreimbursed costs of charity care and government-sponsored indigent health care. V. Government-Sponsored Health Care Provided For Fiscal Year 2013, Baylor Waxahachie provided $11,772,397 unreimbursed costs of government-sponsored health care. VI. Other Types of Community Benefits Provided Baylor Waxahachie is committed to improving the quality of life for the many citizens living and working in its area. was pleased to allocate funds to the following community benefit activities. A. Community Health & Wellness Improvement Services $905 Page 3

4 In addition to support groups and education groups addressing identified needs in the community, Community Health Education & Outreach includes news media generated community outreach. B. Health Screenings & Health Fairs $119,323 Health Screenings & Health Fairs includes the child immunization program, For Women For Life, It s A Guy Thing and other community based screenings and education seminars. C. Medical Education $404,117 Baylor Waxahachie provides clinical rotations for training students from the Baylor University, The University of Texas at Tyler, and Navarro College in order to alleviate the documented shortage of nurses. In FY 2013, Baylor Waxahachie provided supervision of 195 nursing students. D. Financial Donations $19,450 Financial Donations are donations made to 501c3 organizations in the community such as American Cancer Society, YMCA and Navarro College Foundation. These donations support various efforts, from cancer research to college scholarships. E. In Kind Donations $3,802 In Kind Donations include Hope Clinic Angel Tree, Toys for Tots and Faith In Action Initiatives. F. Health Care Support Services $47,201 Health Care Support Services includes the provision of services with ECI, Eligibility Collections Incorporated. This agency assists patients who are applying for Medicaid, and if the patient is eligible, also assists in collecting payment. H. Community Benefit Operations $52,700 Community Benefit Operations includes CBISA Community Benefit tracking subscription for FY Also included in Community Benefit Operations is a portion of community benefit staff salary required to plan and implement the provision of community benefit. VII. Total Operating Expenses and Calculation of the Ratio of Cost to Charge As required by Section (a) (4), Baylor Waxahachie reports $75,157,543 in total operating expenses. As required by Section (1) (5), the ratio of cost to charges was 26.47%. Please see the attached worksheet for the full calculation. VIII. Report of Community Benefit Provided During Fiscal Year 2013 In a commitment to fulfill its mission, Baylor Waxahachie s benefit to the community, conservatively estimated, was $26,778,456 for Fiscal Year Baylor Waxahachie is filing its Annual Statement of Community Benefits Standard (Statement) as a consolidated Page 4

5 system with the other affiliated hospitals of BHCS (excluding those that qualify as Medicaid disproportionate share hospitals). Through community benefit activities, BHCS-affiliated hospitals provided: quality patient care and subsidized services otherwise not available in the community; medical education, training for medical technicians, hospital chaplains, nurses, and future physicians; and medical research that will speed the time between scientific finding and its application to improving medical care.
