3 Introduction Clovenstone Primary School Nursery Class is situated within the campus of Clovenstone Primary School. The nursery premises consist of a double play room with an adjoining ancillary room. There are generous toilet facilities including one for people with additional needs, a laundry room, parent s room and a bright, welcoming cloakroom area. The nursery also has a kitchen and small dining area integrated into one of the playrooms. There are two attractively furnished outdoor play areas for children. Among the stated aims and objectives of this service were the following : To create a stimulating, caring and safe environment for all children in our care. To encourage our nursery children to play, communicate, cooperate and develop confidence. To promote positive behaviour by raising self esteem. The nursery is registered to care for up to 60 children aged 3-5 years old. Service times are in two sessions, Monday to Friday 9am to 11.30am and to 3 pm during school term time only. There is the capacity to accommodate up to 20 children who attend over the two sessions. Clovenstone Nursery Class was registered with the Care Commission from April Basis of Report This report was written following an unannounced inspection which took place on 14th November This service was inspected after a Regulation Support Assessment (RSA) was carried out to determine what level of support was necessary. The RSA is an assessment undertaken by the CCO which considers: complaint activity, changes in the provision of the service, natures of notifications made to the Care Commission by the service, action taken upon requirements etc. This service was required to have a low level of support that resulted in an inspection based on the national inspection themes and any recommendations and requirements from previous inspections, complaints or other regulatory activity. The key themes for 2006/2007 are as follows:- Birth to Three Document Child Protection Nutrition Safer Recruitment Scottish Social Service Council (SSSC) Codes of Practice. These themes have been reported under the following National Care Standards for Early Education and Child Care up to the age of 16; 3. Health and Well-being 4. Engaging with Children, 3/7

Action taken on requirements in last Inspection Report There were no requirements from a previous inspection report. Comments on Self-Evaluation Due to the unannounced nature of the inspection the self evaluation form had not been sent to the service by the Care Commission. The manager agreed this would be completed retrospectively. View of Service Users The children attending at the time of the visit were very happy and settled enjoying a free choice of activities which appropriately supported their learning needs. They were particularly enjoying meaningful play in a "hairdressing salon" with a member of staff and were enjoying outdoor play in the well equipped outdoor play area. View of Carers Due to the unannounced nature of the inspection the parent questionnaires were still to be sent to the service by the Care Commission. 4/7

5 Regulations / Principles Regulation : National Care Standards National Care Standard Number 3: Early Education and Childcare up to the age of 16 - Health and Wellbeing Not all aspects of this standard were inspected only those relating to the themes for inspection (see basis of report) A child protection policy was in place and this was on display for parents/carers. Through discussion it was evident that the staff were aware of their responsibilities in relation to child protection and the service confirmed that they had a copy of the Edinburgh and Lothian s Child Protection guidelines in place. Policies were in place for health and safety and infection control. Personal hygiene routines were being encouraged and these included ensuring children washed their hands before snack and after toileting. Children were also being encouraged to wash their own dishes after eating their snack, (prior to the dishes being washed by an adult). In this way the children were learning good hygiene routines in home management. The staff advised that as well as these routines children had the opportunity to learn about healthy lifestyles, diet, hygiene and personal safety through the use of the play activities set out for them in the playroom and a good role model in the staff team. The service confirmed that a healthy range of snacks for all the children were provided and dietary requirements were taken into account as appropriate. The service had received the Nutritional Guidance for Early Years document and advised that they had taken this into account when devising the snack menu. The service took part in the national tooth brushing scheme and had a copy of the new standards for Nursery and School Tooth brushing Programmes. The service had been carrying out key tooth brushing practices prior to publication of this document. None identified at this inspection. 6 Engaging with children Not all aspects of this standard were inspected only those relating to the themes for inspection (see basis of report). The service was provided for children aged 3 to 5 years old. Activities were provided in line with those recommended in "The Child at the Centre" document. One of the key themes for 2006/2007, "Birth to Three Document", did not apply. None identified at this inspection. National Care Standard Number 12: Early Education and Childcare up to the age of 16 - Confidence in Staff Not all aspects of this standard were inspected only those relating to the themes for inspection. (see basis of report). The service had a system in place to ensure the safe recruitment of staff and undertook relevant checks on new members of staff. Members of staff were aware of their responsibilities under the Scottish Services Codes of Practice (SSSC). The manager of the service was aware of the timescale for the staff team registering with the SSSC. Members of staff were appropriately qualified. A visit was made by the Care Commission to the City of Edinburgh's human resources department to check employment records. The following areas for development were identified : It is suggested that best practice is followed by introducing a system to recheck Enhanced Disclosure Scotland Checks. National Care Standards, SSSC Codes of Practice Employer. All staff working in registered care services must have an enhanced level Disclosure Scotland check carried out. (see Requirement 1). There should be a system to record that, where appropriate, the employer has checked qualifications. (see Requirement 2). The recruitment records should evidence that 2 satisfactory references were sought for each person employed. (see Requirement 3). 6/7
