1 ACTION PLAN 7. Home guards will be deployed for patrolling duties on bunds and regulators when required to guard against any sabotage and for initiating rescue operations of marooned villages. Civil Defence volunteers will be deployed for camp management, distribution of rations etc as per the requirements of the Divisional Commissioner. Concerned DC (Revenue) and DG (Home Guards) 8. In case of need, Secretary (Health) may seek the assistance from the chief Medical Officer, NDMC/MCD. 9. Provision of temporary latrines, urinals and street lighting at camp site. Providing safe drinking water to the victims would be arranged by Delhi Jal Board and other line departments in flood affected areas and relief camps. 10. A medical team of veterinary staff will be deployed in the flood affected areas and the cattle camps. 11. Assess the condition of road and rail network for quick mobilization of Emergency teams and resources to affected areas and take follow up steps. Adequate no. of trucks and other category vehicles as may be needed would be arranged when notified by the Divisional Commissioner for providing transport services to shelter sites 12. Establish Relief Camps in designated areas Providing temporary shelters to evacuated persons Providing food materials to the victims 13. Arrangements to be made for quick identification and maintenance of the records of disposal of dead bodies in the affected areas 14. District Magistrates and sub-divisional magistrates to be empowered to exempt the requirement of identification and post-mortem in case of mass casualties Separate Cell to be established district level to coordinate with the NGOs and outside donor/aid agencies 16. Ensure maintenance of registers at the relief centres for damaged houses, stock of relief materials, visitors, suggestions, victims, etc. 23. Ensure daily reporting of situation of flood and relief centres to State EOC and Central Flood Control Room 24. Mass feeding shall be only for initial period; if possible dry ration shall be given for home cooking. Food distribution shall be discontinued as soon as possible. NGOs and CBOs shall be involved in supplementing effort of Govt. 25. Arrangement of Tents, Clothing, Bedding, Stoves, Fuel, Lighting, Water, sanitary facilities and hygiene (temporary latrine & bathing, utensils, soaps, toothpastes, etc.), health care, electricity, solid waste disposal at relief camps. 3 ACTION PLAN Functions of Central Flood Control Room, Sector committees and officer in charge of relief camp have been elaborated in flood control order of Delhi. 2.5 Assessment of Damage/Loss and Relief needs The Divisional Commissioner to issue instructions to the district magistrates to provide the Need Assessment Report, Damage and Loss Assessment Report. The relief need assessment report should be provided by each District Magistrate. Arrangements for distribution of gratuitous relief and cash doles to be made by Revenue Department. 13

Media management All ESFs have to assist the Incident Commander i.e. Deputy Commissioner (Revenue) at District level as per their assigned duties described in the detailed SOP s and to be followed during emergency within the District/State. A detailed disaster management SOPs of all ESFs and team leaders has been given earlier in District Disaster Management Plan. The ESF Plan document outlines the objective, scope, organization setup and Standard Operating Procedures (SOPs) for each ESF that is to be followed by the respective ESF agencies when the Incident commander will activate the response plan. Standard Operation Procedures (SOPs) provides a basic concept of the operations and responsibilities of Disaster Management Team, Nodal and Secondary agencies. Now days, there has been increase in the cases of building collapse in Delhi. Keeping this in mind, DDMA feels the need of specific SOP for building collapse. The success of ESF will be of critical importance and would reflect in the lives saved in the golden hour. Below a table of major ESFs has been given which will be activated and responded at state/district level during structural & building collapsed situation. 3.2 Standard Operating Procedure for Fire Delhi is vulnerable to one another disaster that is fire especially in summer s.in rural areas (stove is the main cause) and in urban areas (generally electrical short circuit related) fire are very common. Disaster related to fire can be prevented in first few minutes of incidents after it generally become out of control of common man and coordinated effort of all the ESF is required in that case. Management of fire and role of ESF s: When operating at emergency incident condition may develop that would necessitate an immediate evacuation of the fire building along with stopping the fire with the support of police department. The detail roles of all the ESF involved in management of fire are as follow: Stopping fire: This will be primarily done by Fire department and most important for fire management. Search and rescue: Primary agency: Delhi Fire Services (Concerned Sub-divisional Fire officer) Supporting Agencies: Police, Civil Defence, NCC, NDRF, local representative Role: Evacuate the persons from the debris. 16

7 Delhi Disaster Management Plan Vol.2 The Civil Defence Volunteers will assist the Delhi Fire Service Personnel in Search and Rescue Operations. Evacuation: Role: Primary agency: Police Department (Concerned DCP) Supporting Agencies: Police, Fire Services, Civil Defence, NCC, Army 1. On the directions of Incident Commander (IC), the ESF Team Leader will perform evacuation. He will instruct the team to initiate evacuation of the areas expected to be exposed to more threat in future 2. The QRT shall move along with adequate material and resources to carry out evacuation. People will be directed to move towards safer areas identified by technical experts 3. The team leader will designate in-charge of relief centers and keep in touch with them for regular head count and care of evacuees 4. Police, Fire, Civil Defence & Home Guard (CD & HG) and other government employees may have to go door to door to ensure that residents have been alerted about the emergency Medical Response/Trauma: Primary agency: Delhi Health Service (Concerned CDMO) Supporting Agency: NDMC, MCDs, CATS, Civil Defence, St. John Ambulance Brigade, Hospitals, NGO representatives Role: 1. Set up a emergency first aid & triage centre on the site 2. Transport the casualties to the hospitals. 3. Hospital management as per the SOP of hospital. 4. Medical support to Response Personnel s. 5. Medical Support at temporary shelters 6. C.D. assist the Medical team in providing first aid and transportation of casualties Electricity: Primary Agency: BSES, TPDDL (Concerned Area Operational Manager) Supporting agency: DELHI TRANSCO LTD. Role: 1. Disconnect the power supply from the local station. 2. Restore supply after complete operation/ necessary instruction. 3. Will establish temporary power supply to the incident site. 4. Assessing the causes of fire if that found to be related to electrical. 17

All individuals will be monitored and decontaminated, if necessary, and cleared after further medical treatment and discharged. Prohibit eating, drinking and smoking in the incident area Use a handy evaluation tool when demonstrating countermeasures. Advice to the Local Public following a Radiological Dispersal Device Explosion The public living in approximately twice the radius of the inner cordoned area are advised the following: If present in the inner zone, to get monitored at the earliest. Remove contaminated clothes and place these in a sealed plastic bag; Take a shower to wash off dust and dirt. This will reduce total radiation exposure. If radioactive material was released, local news broadcasts will advise people where to report for radiation monitoring and for blood and other tests to determine whether they were in fact exposed and steps to be taken to protect their health 22

13 Delhi Disaster Management Plan Vol.2 Chapter VI STANDARD OPERATING PROCEDURES (SOPs) OF EMERGENCY SUPPORT FUNCTIONS 6.1 Introduction: A disaster causes immense loss to human lives in a massive scale. If a formalized and timely response would not take place death toll can increase immensely. Therefore, Emergency Response Plan consists several Emergency Support Functions (ESFs) related to Communication, Search and Rescue, evacuation, law and order, medical response and Trauma Counseling, electricity, warning and transport etc. All of these emergency functions consist of emergency plans that would be activated at the time of emergency. The ESF Plan document outlines the objective, scope, organization setup and Standard Operating Procedures (SOPs) for each ESF that is to be followed by the respective ESF agencies when the Incident commander will activate the response plan. Standard Operation Procedures (SOPs) provides a basic concept of the operations and responsibilities of Disaster Management Team, Nodal and Secondary agencies. 6.2 Standard Operating Procedures for ESFs The Standard Operating Procedures of response for ESFs, during natural and manmade disasters are given below. It may be noted that these procedures are of guiding nature and individual Emergency Support Agencies need to develop their agency specific SOPs based upon their experience and expertise. The State Emergency Operation Centre and District Emergency Operation Centres will remain in constant touch with the officials of ESFs during disaster situations, in order to gather updates in status of disaster response for effective management of the situation. Therefore, concerned officials of ESFs shall cooperate with the EOCs by providing requisite information. All the ESFs shall coordinate with external agencies such as NDRF, Army, etc. if requisitioned, in response operations. 23

This active function will help in coordinating with the volunteer organizations, international donor agencies and other stakeholders to expedite the delivery of volunteer goods, services and funds. Transparency: It is essential to make the process of identification of receipts and distribution of relief as transparent and public as possible. The criteria adopted for relief distribution should be clearly told to the recipients of relief supply, otherwise confusion may develop. EOC will activate the donation management Cell and toll free numbers. These toll free numbers will help people/donors to know what donation they would like to make. 2. Team leader activates the secondary agencies and quick response teams and will direct them to reach at donation management cell for finalizing the plan of action 3. Identify the minimum standards on guidelines on specific types of items, emergency tool kits, developing a donation needs lists for volunteer agencies, equipment damage assessment, onsite operations check lists, planning check lists, deactivation checklists, 44

Team leader will identify collection and sorting points and depute necessary number of field teams for collecting funds, services and goods 5. Response team will also prepare inventory indicating the type of services and assistance they may provide and send regular reports to the disaster management cell. 6. Separate points would be identified to collect the goods from local communities and other donors. Field team also sorts the goods details and will send regular reports to the donation management cell. 7. Team leader- Headquarter will compile the inventory and revise the plan of action. He may conduct meetings with the volunteer organizations to discuss their roles in providing goods and services to the affected site. 6.5 Media Watch: The role of media is very important in case of Disaster management. These people should not be allowed to misquote the situation by exaggerating the figure of loss of life and property.it should be the duty of district administration to issue a press briefing on daily bases mentioning facts and figures. In the absence of such briefing the media persons will give the figure on its own or from unauthorized means which may create the confusion throughout the outside world. *** 45

49 Guidelines for Burial ANNEXURE VI GUIDELINES FOR DISPOSAL OF ANIMAL CARCASSES 1.1. Burial shall be performed in the most remote area possible Burial areas shall be located a minimum of 300 feet down gradient from wells, springs and other water sources Burial shall not be made within 300 feet of streams or ponds, or in soils identified in the country soil survey as being frequently flooded The bottom of the pit or trench should be minimum 4 to 6 feet above the water table Pits or trenches shall approximately be 4 to 6 feet deep. They should have stable slopes not steeper than 1 foot vertical to 1 foot horizontal Animal Carcasses shall be uniformly placed in the pit or trench so that they do not exceed a maximum thickness of 2 feet. The cover over and surrounding shall be a minimum of 3 feet. The cover shall be shaped so as to drain the runoff away from the pit or trench The bottom of trenches left open shall be sloped to drain and shall have an outlet. All surface runoff shall be diverted from entering the trench Burial areas shall be inspected regularly and any subsidence or cavities filled. Guidelines for Composting 2.1 Select site that is well drained, at least 300 feet from water sources, sinkholes, seasonal seeps or other landscape features that indicate hydrological sensitivity in the area. 2.2 Lay 24-inch bed of bulky, absorbent organic material containing sizeable pieces 4 to 6 inches long. Wood chips or hay straw work well. Ensure the base is large enough to allow for 2-foot clearance around the carcass. 2.3 Lay animal in the centre of the bed. Lance the rumen to avoid bloating and possible explosion. Explosive release of gases can result in odour problems and it will blow the cover material off the compositing carcass. 2.4 When disposing large amounts of blood or body fluid, make sure there is plenty of material to absorb the liquid. Make a depression so blood can be absorbed and then cover, if a blood spill occurs, scrape it up and put back in pile. 2.5 Cover carcass with dry, high-carbon material, old silage, sawdust or dry stall bedding (some semi-solid manure will expedite the process). Make sure all residuals are well covered to keep odours down, generate heat or keep vermin or other unwanted animals out of the window. 2.6 Let it sit for 4 to 6 months, then check to see if carcass is fully degraded. 13

50 2.7 Reuse the composted material for carcass compost pile, or remove large bones and land apply. 2.8 Site cleanliness is the most important aspect of composting; it deters scavengers, and helps control odours and keeps good neighborly relations. Note:Animals that show signs of a neurological disease, animals that die under quarantine and those with anthrax should not be composted. Activate the DM Plan. b. Nodal Officer in the Incident Response System will activate all other stakeholders associated with the disposal of Animal Carcasses. c. Establish an Information Centre at the site of Disaster/District HQ. d. Inform all other Stake-holders, both in government and Non-Governmental sector, including the elected, Panchayati Raj functionaries and the community. e. Activate Animal Carcass Retrieval teams for the recovery and retrieval of the injured livestock and the animal carcasses. f. Injured livestock will get the priority for First Aid and evacuation to hospital. g. Prepare a record of details of the animal carcasses retrieved. h. Associate owners of the livestock, or their relatives and community members for the identification of the animal carcasses. i. Hand over the identified animal carcasses to the owners for disposal at the selected site. j. All unidentified animal carcasses will be photographed preferably before transportation for disposal. k. Unidentified or unclaimed animal carcasses shall be transported to the designated site for disposal by District authorities as per the Disaster Plan. 14

No. ANNEXURE VIII CHECKLIST OF DISASTER RESPONSE FOR INCIDENT COMMANDERS ACTION TAKEN Ensuring communication of EOC with Line Departments on issuing of warning/alert and activation of support functions. 1. Collect information from line departments on action taken. Warning/Alert for preparedness to be issued to public through media and sirens. 2. Public address system to be kept ready along with QR vehicles. Prioritization of evacuation and adequate warning mechanism to be ensured for evacuation 3. Officers at different control rooms to be designated as Nodal officer for evacuation. 4. Quick Response Teams, Search & Rescue Teams, Medical and Para Medical Teams Deployment at the disaster site 5. 97 ANNEXURE XV Do s and Don ts for Various Disasters What to Do Before an Earthquake EARTHQUAKE Repair deep plaster cracks in ceilings and foundations. Get expert advice if there are signs of structural defects. Anchor overhead lighting fixtures to the ceiling. Follow BIS codes relevant to your area for building standards Fasten shelves securely to walls. Place large or heavy objects on lower shelves. Store breakable items such as bottled foods, glass, and china in low, closed cabinets with latches. Hang heavy items such as pictures and mirrors away from beds, settees, and anywhere that people sit. Brace overhead light and fan fixtures. Repair defective electrical wiring and leaky gas connections. These are potential fire risks. Secure water heaters, LPG cylinders etc., by strapping them to the walls or bolting to the floor. Store weed killers, pesticides, and flammable products securely in closed cabinets with latches and on bottom shelves. Identify safe places indoors and outdoors. Under strong dining table, bed. Against an inside wall. Away from where glass could shatter around windows, mirrors, pictures, or where heavy bookcases or other heavy furniture could fall over. 98 Thick ropes and cords Sturdy shoes Develop an emergency communication plan In case family members are separated from one another during an earthquake (a real possibility during the day when adults are at work and children are at school), develop a plan for reuniting after the disaster. Ask an out-of-state relative or friend to serve as the 'family contact' after the disaster; it is often easier to call long distance. Make sure everyone in the family knows the name, address, and phone number of the contact person. Help your community get ready Publish a special section in your local newspaper with emergency information on earthquakes. Localize the information by printing the phone numbers of local emergency services offices and hospitals. Conduct week-long series on locating hazards in the home. Work with local emergency services and officials to prepare special reports for people with mobility impairment on what to do during an earthquake. Provide tips on conducting earthquake drills in the home. Interview representatives of the gas, electric, and water companies about shutting off utilities. Work together in your community to apply your knowledge to building codes, retrofitting programmes, hazard hunts, and neighbourhood and family emergency plans. What to Do During an Earthquake Stay as safe as possible during an earthquake. Be aware that some earthquakes are actually foreshocks and a larger earthquake might occur. Minimize your movements to a few steps that reach a nearby safe place and stay indoors until the shaking has stopped and you are sure exiting is safe. If indoors DROP to the ground; take COVER by getting under a sturdy table or other piece of furniture; and HOLD ON until the shaking stops. If there is no a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the building. Protect yourself by staying under the lintel of an inner door, in the corner of a room, under a table or even under a bed. Stay away from glass, windows, outside doors and walls, and anything that could fall, (such as lighting fixtures or furniture). Stay in bed if you are there when the earthquake strikes. Hold on and protect your head with a pillow, unless you are under a heavy light fixture that could fall. In that case, move to the nearest safe place. 62

99 Use a doorway for shelter only if it is in close proximity to you and if you know it is a strongly supported, load bearing doorway. Stay inside until the shaking stops and it is safe to go outside. Research has shown that most injuries occur when people inside buildings attempt to move to a different location inside the building or try to leave. Be aware that the electricity may go out or the sprinkler systems or fire alarms may turn on. If outdoors Do not move from where you are. However, move away from buildings, trees, streetlights, and utility wires. If you are in open space, stay there until the shaking stops. The greatest danger exists directly outside buildings; at exits; and alongside exterior walls. Most earthquake-related casualties result from collapsing walls, flying glass, and falling objects. If in a moving vehicle Stop as quickly as safety permits and stay in the vehicle. Avoid stopping near or under buildings, trees, overpasses, and utility wires. Proceed cautiously once the earthquake has stopped. Avoid roads, bridges, or ramps that might have been damaged by the earthquake. If trapped under debris Do not light a match. Do not move about or kick up dust. Cover your mouth with a handkerchief or clothing. Tap on a pipe or wall so rescuers can locate you. Use a whistle if one is available. Shout only as a last resort. Shouting can cause you to inhale dangerous amounts of dust. 63

100 FLOOD What to do before a flood To prepare for a flood, you should: Avoid building in flood prone areas unless you elevate and reinforce your home. Elevate the furnace, water heater, and electric panel if susceptible to flooding. Install "Check Valves" in sewer traps to prevent floodwater from backing up into the drains of your home. Contact community officials to find out if they are planning to construct barriers (levees, beams and floodwalls) to stop floodwater from entering the homes in your area. Seal the walls in your basement with waterproofing compounds to avoid seepage. If a flood is likely to hit your area, you should: Listen to the radio or television for information. Be aware that flash flooding can occur. If there is any possibility of a flash flood, move immediately to higher ground. Do not wait for instructions to move. Be aware of streams, drainage channels, canyons, and other areas known to flood suddenly. Flash floods can occur in these areas with or without such typical warnings as rain clouds or heavy rain. If you must prepare to evacuate, you should: Secure your home. If you have time, bring in outdoor furniture. Move essential items to an upper floor. Turn off utilities at the main switches or valves if instructed to do so. Disconnect electrical appliances. Do not touch electrical equipment if you are wet or standing in water. If you have to leave your home, remember these evacuation tips: Do not walk through moving water. Six inches of moving water can make you fall. If you have to walk in water, walk where the water is not moving. Use a stick to check the firmness of the ground in front of you. Do not drive into flooded areas. If floodwaters rise around your car, abandon the car and move to higher ground if you can do so safely. You and the vehicle can be quickly swept away. 64

101 URBAN FLOOD Before floods Do not litter waste, plastic bags, plastic bottles in drains Try to be at home if high tide and heavy rains occur simultaneously Listen to weather forecast at All India Radio, Doordarshan. Also, messages by Municipal bodies from time to time and act accordingly. Evacuate low line areas and shift to safer places. Make sure that each person has lantern, torch, some edibles, drinking water, dry clothes and necessary documents while evacuating or shifting. Make sure that each family member has identity card. Put all valuables at a higher place in the house. In the Flood Situation Obey orders by government and shift to a safer place. Be at safe place and they try to collect correct information. Switch of electrical supply and don t touch open wires. Don t get carried away by rumors and don not spread rumors. DO's Switch off electrical and gas appliances, and turn off services off at the mains. Carry your emergency kit and let your friends and family know where you are going. Avoid contact with flood water it may be contaminated with sewage,oil,chemicals or other substances. If you have to walk in standing water, use a pole or stick to ensure that you do not step into deep water, open manholes or ditches. Stay away from power lines electrical current can travel through water, Report power lines that are down to the power company. Look before you step-after a flood, the ground and floors are covered with debris, which may include broken bottles, sharp objects, nails etc. Floors and stairs covered with mud and debris can be slippery. Listen to the radio or television for updates and information. If the ceiling is wet shut off electricity. Place a bucket underneath the spot and poke a small hole into the ceiling to relieve the pressure. Use buckets, clean towels and mops to remove as much of the water from the afflicted rooms as possible. Place sheets of aluminium foil between furniture wet carpets. Don'ts Don't walk through flowing water - currents can be deceptive, and shallow, fast moving water can knock you off your feet. Don't swim through fast flowing water - you may get swept away or stuck by an object in the water. 65

102 Don't drive through a flooded area - You may not be able to see abrupt drop - offs and only half a meter of flood water can carry a car away. Driving through flood water can also cause additional damage to nearby property. Don't eat any food that has come into contact with flood water. Don't reconnect your power supply until a qualified engineer has checked it. Be alert for gas leaks - do not smoke or use candles, lanterns, or open flames. Don't scrub or brush mud and other deposits from materials, This may cause further damage. Never turn on ceiling fixtures if ceiling is wet. Stay away from ceilings those are sagging. Never use TVs, VCRS, CRT terminals or other electrical equipment while standing on wet floors, especially concrete. Don't attempt to remove standing water using your vacuum cleaner. Don't remove standing water in a basement too fast. If the pressure is relieved too quickly it may put undue stress on the walls. 66

103 FIRE What to do Before a Fire The following are things you can do to protect yourself, your family, and your property in the event of a fire: Smoke Alarms Install smoke alarms. Properly working smoke alarms decrease your chances of dying in a fire by half. Place smoke alarms on every level of your residence. Place them outside bedrooms on the ceiling or high on the wall (4 to 12 inches from ceiling), at the top of open stairways, or at the bottom of enclosed stairs and near (but not in) the kitchen. Test and clean smoke alarms once a month and replace batteries at least once a year. Replace smoke alarms once every 10 years. Escaping the Fire Review escapes routes with your family. Practice escaping from each room. Make sure windows are not nailed or painted shut. Make sure security gratings on windows have a fire safety-opening feature so they can be easily opened from the inside. Consider escape ladders if your residence has more than one level, and ensure that burglar bars and other antitheft mechanisms that block outside window entry are easily opened from the inside. Teach family members to stay low to the floor (where the air is safer in a fire) when escaping from a fire. Clean out storage areas. Do not let trash, such as old newspapers and magazines, accumulate. Flammable Items Never use gasoline, benzene, naphtha, or similar flammable liquids indoors. Store flammable liquids in approved containers in well-ventilated storage areas. Never smoke near flammable liquids. Discard all rags or materials that have been soaked in flammable liquids after you have used them. Safely discard them outdoors in a metal container. Insulate chimneys and place spark arresters on top. The chimney should be at least three feet higher than the roof. Remove branches hanging above and around the chimney. Heating Sources Be careful when using alternative heating sources. Check with your local fire department on the legality of using kerosene heaters in your community. Be sure to fill kerosene heaters outside, and be sure they have cooled. Place heaters at least three feet away from flammable materials. Make sure the floor and nearby walls are properly insulated. Use only the type of fuel designated for your unit and follow manufacturer s instructions. Store ashes in a metal container outside and away from your residence. Keep open flames away from walls, furniture, drapery, and flammable items. Keep a screen in front of the fireplace. Have heating units inspected and cleaned annually by a certified specialist. Matches and Smoking Keep matches and lighters up high, away from children, and, if possible, in a locked cabinet. Never smoke in bed or when drowsy or medicated. Provide smokers with deep, sturdy ashtrays. Douse cigarette and cigar butts with water before disposal. Electrical Wiring Have the electrical wiring in your residence checked by an electrician. Inspect extension cords for frayed or exposed wires or loose plugs. 67

104 Make sure outlets have cover plates and no exposed wiring.12 Make sure wiring does not run under rugs, over nails, or across high-traffic areas. Do not overload extension cords or outlets. If you need to plug in two or three appliances, get a UL-approved unit with built-in circuit breakers to prevent sparks and short circuits. Make sure insulation does not touch bare electrical wiring. Other Sleep with your door closed. Install A-B-C-type fire extinguishers in your residence and teach family members how to use them. Consider installing an automatic fire sprinkler system in your residence. Ask your local fire department to inspect your residence for fire safety and prevention. What to do During a Fire If your clothes catch on fire, you should: Stop, drop, and roll - until the fire is extinguished. Running only makes the fire burn faster. To escape a fire, you should: Check closed doors for heat before you open them. If you are escaping through a closed door, use the back of your hand to feel the top of the door, the doorknob, and the crack between the door and door frame before you open it. Never use the palm of your hand or fingers to test for heat - burning those areas could impair your ability to escape a fire (i.e., ladders and crawling). Hot Door Cool Door Do not open. Escape through a window. If you cannot escape, hang a white or light-colored sheet outside the window, alerting fire fighters to your presence. Open slowly and ensure fire and/or smoke is not blocking your escape route. If your escape route is blocked, shut the door immediately and use an alternate escape route, such as a window. If clear, leave immediately through the door and close it behind you. Be prepared to crawl. Smoke and heat rise. The air is clearer and cooler near the floor. Crawl low under any smoke to your exit - heavy smoke and poisonous gases collect first along the ceiling. Close doors behind you as you escape to delay the spread of the fire. Stay out once you are safely out. Do not reenter. Call 101 What to do After a Fire The following are guidelines for different circumstances in the period following a fire: If you are with burn victims, or are a burn victim yourself, cool and cover burns to reduce chance of further injury or infection. If you detect heat or smoke when entering a damaged building, evacuate immediately. If you are a tenant, contact the landlord. If you have a safe or strong box, do not try to open it. It can hold intense heat for several hours. If the door is opened before the box has cooled, the contents could burst into flames. If you must leave your home because a building inspector says the building is unsafe, ask someone you trust to watch the property during your absence. 68

105 CHEMICAL DISASTER Precautions to be taken during and after the Chemical (Industrial) Accidents Do not panic, evacuate calmly and quickly perpendicular to wind direction through the designated escape route Keep a wet handkerchief or piece of cloth/ sari on face during evacuation Keep the sick, elderly, weak, handicapped and other people who are unable to evacuate inside house and close all the doors and windows tightly. Do not consume the uncovered food/ water etc open to the air, drink only from bottle Change into fresh clothing after reaching safe place/ shelter, and wish hands properly Inform Fire & Emergency Services, Police and medical services from safe location by calling 101, 100 and 108 respectively. Listen to PA (Public Addressal) System of the plant/ factory, local radio/ TV channels for advice from district administration/fire/health/police and other concerned authorities Provide correct and accurate information to government official. Inform others on occurrence of event at public gathering places (like school, shopping centre, theatre etc.). Don t pay attention to the rumours and don t spread rumours. General Precautions During Normal Time Do not smoke, lit fire or spark in the identified hazardous area Sensitize the community living near the industrial units and they should be more vigilant about the nature of industrial units and associated risks. Keep the contact numbers of nearest hazardous industry, fire station, police station, control room, health services and district control room, for emergency use. Avoid housing near the industries producing or processing the hazardous chemicals, if possible. Participate in all the capacity building programmes organized by the government/ voluntary organizations / industrial units. Take part in preparing disaster management plan for the community and identify safe shelter along with safe and easy access routes. Prepare a family disaster management plan and explain it to all the family members. Make the family/ neighbours aware of the basic characteristics of various poisonous/ hazardous chemicals and the first aid required to treat them. Adequate number of personal protective equipments needs to be made available, to deal with emergency situation. Prepare an emergency kit of items and essentials in the house, including medicines, documents and valuables. 69

106 NUCLEAR & RADIOLOGICAL DISASTER DO's Go indoors. Stay inside. Switch on the radio/television and look out for public announcements from your local authority. Close doors/windows. Cover all food, water and consume only such covered items. If in the open, cover your face and body with a wet handkerchief, towel, dhoti or sari. Return home, change/remove clothes. Have a complete wash and use fresh clothing. Extend full cooperation to local authorities and obey their instructions completely -- be it for taking medication, evacuation, etc. You must be aware of nuclear radiation hazard. Discuss on Nuclear radiation safety among children and family members, to reduce their fear of radiation. Don ts Do not panic. Do not believe in rumours passed on by word of mouth from one person to another. Do not stay outside/or go outside. As far as possible, AVOID water from open wells/ponds; exposed crops and vegetables; food, water or milk from outside. Do not disobey any instruction of the district or civil defence authorities who would be doing their best to ensure the safety of you, your family and your property. 70

Preparation by ensuring Prevention measures:- (a) Personal cleanliness - daily bath, don t grow long nails and wear clean (b) clothes. Hand Hygiene (Wash hands with soap and water before preparing food or eating, after passing stools, coughing or sneezing). The steps of hand washing are:- (i) Step 1 : Wash palms and fingers (i) Step 2 : Wash back of hands. (iii) Step 3 :Wash fingers and knuckles (iv) Step 4 : Wash thumbs 71

108 (v) Step 5 : Wash fingertips (vi) Step 6 : Wash wrists (c) Eat nutritious and balanced food. (d) Immunisation state should be up to date. (e) Prevent overcrowding. (f) Good ventilation. (g) Protect from hot and cold weather. (h) Health Education. (i) Surveillance. C. Take a First Aid and Cardio-Pulmonary Resuscitation (CPR) training. D. Subscribe to a Medical Insurance Plan. 3. DO s & DON TS A. DIARRHOEAL GROUP OF DISEASES INCLUDING CHOLERA Do s 1. Hand Hygiene. 2. Encourage drinking of water from a safe source or water that has been disinfected (chlorinated). Add bleaching powder in all community wells at regular intervals. Use water pumped out from India Mark II hand pumps, if installed in the village/community. 3. Drink boiled potable water in an emergency that has been boiled for at least 15 minutes and consumed it the same day. 4. Promote storage of water in narrow mouthed container. 5. Cook food thoroughly especially meat, poultry, eggs and seafood until it is steaming and eat it while it is still hot. 6. Ensure cooked meat and poultry is safe and no part of the meat discoloured or foul smelling, or in the case of egg, their shells are not cracked. 7. If food is not eaten immediately, reheat cooked until it is steaming hot prior to serving. 8. Keep food items covered. 72

Increase fluid intake as soon as diarrhoea starts by drinking ORS solution or home-made preparation of Table Salt 5 grams (1 teaspoon) in and 20 grams (4 teaspoons) of Sugar dissolved in 1 litre of drinking water. 10. Encourage banana eating, which provides potassium. 11. Continue feeding children when they are sick and to continue breastfeeding if the child is being breast fed. 12. Refer the diarrhoea case to the nearest health facility in case of the following : Child is irritable, restless or lethargic or unconscious: eating or drinking poorly; child has marked thirst; child has fever or blood in stool. Don ts 1. Do not drink water from unsafe sources. 2. Do not eat uncooked food unless it is peeled or shelled. 3. Do not leave cooked food at room temperature longer than 2 hours. 4. Do not consume cut fruits from vendors. 5. Do not defecate in open area. 6. Do not give access to rats and houseflies in your premises. B. RESPIRATORY GROUP OF DISEASES LIKE TUBERCULOSIS, INFLUENZA, CHICKENPOX, MENINGITIS Do s and Don ts: 1. Avoid close contact with people who are having respiratory illness. 2. The sick person should stay at home, and avoid going into the community, school/office, public places for at least 24 hours after symptoms have resolved. 3. Sick persons at home should keep distance from others. 4. Respiratory Hygiene/Cough Etiquette:- (a) Cover the nose/mouth with a handkerchief/ tissue paper when coughing or sneezing which should be disposed off in dustbins; (b) Perform hand hygiene (e.g., frequent hand washing with soap and water, alcohol-based hand rub, or antiseptic hand wash) and thoroughly dried preferably using disposable tissue/ paper/ towel after contact after having contact with respiratory secretions and contaminated objects/materials. 5. Triple layer surgical Mask of standard and certified make should be worn by Suspected/ probable/confirmed cases of influenza or by the care provider in home care settings and close family contacts of such cases undergoing home care. 6. Get plenty of sleep, be physically active, manage your stress, drink plenty of fluids, and eat nutritious food. 7. Avoid smoking. 8. Persons who have difficulty breathing or shortness of breath should seek immediate medical attention and report to the nearby hospital. 9. If sick persons must go into the community (e.g., to seek medical care), then they should wear a face mask or use a handkerchief or tissues 73

110 to cover any coughing and sneezing so as to reduce the risk of spreading the infection in the community. 10. Immunization status should be up to date as per National Universal Immunization Programme. C. MOSQUITO BORNE DISEASES LIKE MALARIA, DENGUE, FILARIA, CHIKUNGUNYA Do s 1. Follow sun-down sleeves-down approach. Wear clothes that cover arms and legs. 2. Prevent water collections on ground and other places to prevent malaria breeding. 3. Empty water containers at least once a week. 4. Remove water from coolers from time to time. 5. Cover and seal any septic tanks. 6. Use Mosquito Nets preferably Insecticide Treated Bed Nets (ITBN). 7. Apply insect repellants while sleeping to keep away mosquitoes. 8. Seek medical advice in case of rashes, mental irritation or unconsciousness.. Don ts 1. Do not encourage children to wear shorts and half sleeved clothing. 2. Do not allow water to stagnate. 3. Do not allow discarded items to accumulate such as tires, tubes, empty coconut shells, household items and objects wherein water may collect. 4. Do not bathe in village ponds and allow cattle to take bath in the same pond. 74
