2 INTRODUCTION The Canadian Anesthesiologists' Society (CAS) is a not-for-profit, physician led organization. It is dedicated to the advancement of the medical practice of anesthesia. It has Accreditor Provider status in the Royal College of Physicians and Surgeons of Canada (RPSC) Maintenance of Certification Program and is able to approve programs meeting Sections 1 and 3 criteria. In 2011 one of the three Royal College Accredited CPD Provider Innovation Awards was presented to CAS for demonstrating excellence through their innovative CAS Session Tracker. DEFINITIONS AND GLOSSARY Continuing professional development (CPD) CPD extends beyond traditional continuing medical education, which is perceived to focus on updating medical knowledge. In CPD, practitioners define competencies that they see as relevant to their individual practice needs. CPD covers subject matter such as doctorpatient communication, interdisciplinary team skills and risk management, as well as other competencies defined by the Royal College s CanMEDS 2005 Framework. php CPD activities utilize a wide variety of education and content delivery formats. Accredited Provider of CPD Activities A National Specialty Society or University Office of CME that has been deemed by the Royal College of Physicians and Surgeons of Canada Continuing Professional Development Accreditation Committee to meet the requirements of an Accreditor Organization. An Accredited Provider can approve Section 1 and 3 programs submitted by either Physician (Group A) or Non-Physician (Group B) organizations. Application Documents Forms and documents submitted by the CPD program applicant to the CAS office. These include: Completed and signed CAS Application Form Signed declaration of agreement to adhere to CAS/ CMA Guidelines on interactions with industry Summary of Needs Assessment results Program Agenda and/or Draft program brochure Completed and signed faculty/organizer disclosure forms Program budget Sample of Evaluation forms Application fee. Application Package Information provided by the CAS to CPD program applicants. It includes: CAS Application Form (Includes CAS/CMA Guidelines on interactions with industry) Application form information guide Examples of budget and evaluation Faculty/Organizer disclosure form Guide to writing learning objectives. Approval of a CPD Activity An accredited CPD provider approves a CPD activity for either Section 1 and/or 3 of the RCPSC Maintenance of Certification program. Continuing Professional Development Activity An educational event for specialists, which is based upon identified needs, has a purpose or objectives, and is Page 2 of 7
3 evaluated to ensure that the learning needs identified have been met. Co- Development An educational program or activity that is planned and developed jointly by a physician and non-physician organization with specific roles and responsibilities required by each organization. The physician organization is ultimately responsible for the program content, delivery and fiscal activities of the program and must use the appropriate accreditation statement. Group A (Physician) Organization A physician organization a not-for-profit group of health professionals with a formal governance structure, accountable to and serving, among others, its specialist physician members through: Continuing professional development Provision of health care, and/or Research. This definition includes (but is not limited to) the following groups: Faculties of medicine Hospital departments or divisions Medical societies Medical associations Medical academies Physician research organizations Health authorities not linked to government agencies. This definition excludes pharmaceutical companies or their advisory groups, medical supply and surgical supply companies, communication companies or other for-profit organizations and ventures/activities. Types of organizations that are not considered physician organizations: Disease-oriented patient advocacy organizations (e.g. Canadian Diabetes Association) Government departments or agencies (e.g. Health Canada, Public Health Agency of Canada) Industry (e.g. pharmaceutical companies, medical device companies, etc.) Medical education or communications (MEC) companies (e.g. CME Inc.) 'For-profit' on-line educators, publishing companies or simulation companies (e.g. Medscape, CAE) Small number of physicians working together to develop educational programming. Group B (Non-Physician) Organization Organizations that do not meet the definition of a physician organization. Group B organizations include pharmaceutical companies or their advisory groups, medical supply and surgical supply companies, communication companies, for-profit physician led and other for profit organizations and ventures/activities. Educational activities sponsored by Group B organizations must be codeveloped by an accredited provider if they wish to obtain Section 1 or 3 Maintenance of Certification credits for their educational activity. Section 1 Accredited Group Learning Activities All Section 1 Accredited Group Learning activities must meet the following criteria: The activity must be planned to address the identified needs of the target audience. The activity must create learning objectives to address identified needs. The learning objectives must be Page 3 of 7
4 printed on the program brochure and/or hand-out materials. At least 25% of the total education time must be devoted to interactive learning strategies. The activity includes an evaluation of learning for practice. Group CPD activities approved under Section 1 must meet the CAS and CMA Guidelines governing the relationship between physicians and the pharmaceutical industry. Group A organizations The planning committee is responsible for keeping program planning documentation and correspondence including records of attendance and providing confirmation of attendance upon request by the RCPSC Credit Validation Program. Group B organizations The sponsoring organization i.e. the CAS is responsible for keeping program planning documentation and correspondence including records of attendance and providing confirmation of attendance upon request by the RCPSC Credit Validation Program. Section 3 Accredited Self Assessment programs (SAP) referred to by the CAS as a MODULE All Section 3 Accredited Self Assessment programs must meet the following criteria: Be developed by a planning committee who are members of a physician organization Address a defined need within a specific subject area, topic, or problem Describe or include methods that enable participants to demonstrate or apply knowledge, skills or attitudes Provide detailed feedback to participants on their performance to enable the identification of any deficit in knowledge and the development of a future learning plan Be independent from any commercial interests. Group CPD activities approved under Section 3 must meet the CMA Guidelines governing the relationship between physicians and the pharmaceutical industry. policybase.cma.ca/dbtwwpd/policypdf/pd08-01.pdf Québec events, adheres to the Conseil de l ÉMC du Québec s Code of Ethics entitled, Code of Ethics for parties involved in Continuing Medical Education s/guide_ethique.pdf. Fees for Section 1 Program Application Submissions Group A Applicants Group B Applicants CAS Members or CAS Division Non-CAS Members Non-Medical Organizations (co- developed) $400+HST $750 to $1,500+HST $750 to $1,500+HST Fees for Section 3 Program Application Submissions Group A Applicants Group B Applicants CAS Members or CAS Division Non-CAS Members Non-Medical Organizations (co- developed) First Application $750+HST $750 to $1,500+HST $750 to $1,500+HST Subsequent Applications $500+HST Page 4 of 7
5 CAS members: A program for which at least 50% of the planning committee are CAS members. Non-CAS Members: A program organized by a not-for-profit physician organization, the planning committee of which consists of less than the required percentage of CAS members. Non-Medical Organizations: Non-physician and for-profit physician organizations. These organizations events must be co- developed by a Group A. CAS APPLICATION AND APPROVAL PROCESS: GROUP A (PHYSICIAN ORGANIZATIONS - see definitions) Program Chair contacts CAS requesting Accreditation application form CAS provides Program Chair with CAS Application Package Program Planner returns all required forms with Application Documents at least six (6) weeks in advance of date of intended program plus application fee to CAS CAS reviews application. Notifies Program Planner of application outcome (Program approved for credits) Program Planner maintains Documents, Speaker and Planning Committee Disclosure forms, Registration, Evaluation and attendance information (Program approved pending revisions) Program Planner amends application and returns it to CAS for review. Program Planner maintains Documents, Speaker and Planning Committee Disclosure forms, Registration, Evaluation and attendance information (Program not approved) Program Planner receives documentation stating why approval cannot be granted to the program as outlined in application. CAS Office receives all documentation. Maintains files on documents received Page 5 of 7
6 CAS APPLICATION AND APPROVAL PROCESS: GROUP B (NON-PHYSICIAN ORGANIZATIONS - see definitions) Non-Physician Organization contacts a Group A Organization requesting co- development for a CPD Activity. It is recommended this occur at least 4-6 months prior to planned event CAS provides Program Chair with CAS Application Package Program Planner returns all required forms with Application Documents within six (6) weeks of date of intended program plus application fee. CAS reviews application and notifies Program Planner of application outcome. (Program approved for credits) Program Planner maintains Documents, Speaker and Planning Committee Disclosure forms, Registration, Evaluation and attendance information (Program approved pending revisions) Program Planner amends application and returns it to CAS for review. Program Planner maintains Documents, Speaker and Planning Committee Disclosure forms, Registration, Evaluation and attendance information (Program not approved) Program Planner receives documentation stating why approval cannot be granted to the program as outlined in application.
