1 DIRECTOR OF SAFE AND SECURE SCHOOLS A. QUALIFICATIONS: 1. The Director of Safe and Secure Schools shall hold at least a master s degree from an accredited college or university and a valid administrator s certificate. 2. The Director of Safe and Secure Schools shall have at least five (5) years of successful teaching, administrative, and/or supervisory experience. B. APPOINTMENT: The Board of Trustees shall appoint the Director of Safe and Secure Schools upon the recommendation of the Superintendent of Schools for a term of not more than two (2) years, and the contract will be considered for extension at the regular February meeting each year. C. REPORTS TO: The Director of Safe and Secure Schools shall be responsible to the Assistant Superintendent of Administration for the performance of all duties. D. JOB PERFORMANCE STATEMENTS: 1. Instructional Management a. Researches and develops a district-wide safe and secure school program for students and employees. b. Works with building principals to ensure a safe learning and working environment by implementing and enforcing a good safety and emergency operations program. c. Chairs a fire safety and inspection program designed to promote safety and fire prevention. 2. School/Organizational Climate a. Models behavior that promotes positive organizational climate. b. Use practices that promote goal directed behavior. c. Provides a positive, caring environment. d. Works harmoniously with all administrators and teaching personnel. 2040

2 3. School/Organizational Improvement a. Develops and administers a district-wide fund raising (Approximately $15,000.00) program for purchasing t-shirts for the C.H.I.C.K.E.N. Club. b. Works cooperatively with the Operations Directors, Chief of Police, and the Assistant Superintendent of Administration to meet the objectives and goals of the district. c. Establishes and chairs C.H.I.C.K.E.N. Club program. d. Co-Chairs the vehicle accident review board in conjunction with the directors of transportation. e. Protects the district s assets by identifying and examining after-school hours and weekends activities, selecting and implementing appropriate penalties and improvement plan measures and monitoring the effectiveness of the security assessment program. 4. Personnel Management a. Communicates effectively with employees to ensure all employees know emergency operations safety requirements in performance of their duties. b. Provides thorough training, supervision, and evaluation in emergency operations safety procedures for all employees in respect to their job duties during campus or facility emergencies. c. Assisted building principals and operations directors with fieldwork related to the implementation of security procedures. d. Investigates and reviews after-school hours and weekends security violations. e. Provides leadership to district management regarding implementation of emergency operations procedures. f. Provides training, notification and emergency response relative to the Texas Hazardous Communication Act. 5. Administration and Fiscal/Facilities Management a. Conducts the efficient and orderly operation of the safe and secure schools department. b. Administers and is responsible for compliance regarding federal and state required postings

3 c. Effectively coordinates the district s AED s and life safety programs. 6. Student Management a. Ensures all employees are aware and knowledgeable of the emergency operations safety procedures when performing duties as to the safety of students. b. Works with school counselors, district director for counseling services, principals, Aldine Police Department, and teachers to identify, address and prevent violence within our schools. c. Implements and update guidelines and procedures in Senate Bill #11. d. Works collaboratively in developing the district s school emergency operations plan. e. Assists in training school safety teams and monitoring weekly security walk tests. f. Evaluates school emergency operations plans. g. Conducts school safety checks and assessments. 7. School/Community Relations a. Articulates the school s mission to the community and solicits their support in making that mission become a reality. b. Emphasizes and nurtures two-way communication between the school and community. c. Serves as a liaison between the school district and civic, local, state, and federal agencies in matters of Senate Bill #1; fire/building codes, child safety, transportation safety, and industrial safety and hygiene. d. Projects a positive image to the community. 8. Professional Growth and Development a. Uses information provided through assessment instruments, the district appraisal process, and evaluative feedback from supervisors to improve performance. b. Strives to improve leadership skills through self-initiated professional development activities. c. Utilizes information and insights gained in professional development programs for self-improvement

4 d. Disseminates ideas and information to other professionals; provides leadership in addressing the challenges facing the profession. e. Maintains awareness of new developments, products and legislation relating to safety. 9. Other a. Performs other duties as may be assigned by the Superintendent of Schools. F. EVALUATION: 1. The job performance statements shall constitute the criteria for an evaluation form with an evaluation code as follows: N/A Measure Not Being Taken. 1 No Measurable Progress. 2 Progressed Toward The Goal. 3 Met The Goal. 4 Exceeded The Goal. 5 Significantly Exceeded The Goal 2. The evaluation form shall contain a place for comments and general observations made by the evaluating person. These comments shall constitute additional criteria for evaluation. 3. The Director or Safe and Secure Schools evaluation is a responsibility resting with the Assistant Superintendent of Administration. An evaluation shall be completed in writing at least once during the course of the school year. 4. Assistant Superintendent of Administration shall submit to the Superintendent of Schools or the staff person designated by the Superintendent of Schools, the completed evaluation of the Director of Safe and Secure Schools at the time stipulated by the Superintendent of Schools. 5. Administrators will be appraised according to the following calendar: Action Plan and Goal Setting Conference Data Collection and Analysis July August September May
