Karen McCormick GM Adult Network Chair, HMR CCG I am the chair of the Adult Network across Greater Manchester (GM) and I support the national and local agenda around protecting Adults at risk across the wider health economy. The work reports directly into NHS England. My role as a Chair is to ensure I drive all the adult safeguarding agenda by working closely with the CCG s adult safeguarding leads across GM. I work as the Designated Nurse for Adult Safeguarding in NHS HMR CCG. My role includes being the Mental Capacity Act and Prevent lead for CCG. Elizabeth Walton GM Adult Network Deputy Chair, Salford CCG As Deputy Chair to the Adult Safeguarding Network I support the Chair to develop the safeguarding adult agenda and work plan which will drive developments and improvements to safeguarding adults. I am the Designated Nurse for Adult Safeguarding, Mental Capacity Act / DoLs and the Prevent Lead for NHS Salford CCG. I am responsible for ensuring that the CCG meets its statutory responsibilities for Safeguarding Adults. We are required to concentrate our efforts within the Prevent Priority Areas, which in the North West are Manchester, Liverpool, Burnley and Blackburn; however we will assist wherever we can. The thrust of our work is about ensuring that NHS organisations are meeting the Statutory Obligations, as set out by the Counter Terrorism and Security Act In the main this involves ensuring that 81 health organisations in the North West have due regard to the need to prevent people being drawn in terrorism, This includes having named Prevent Leads and recognised policy and procedures in place (which may be part of the general Safeguarding policy and procedures), that they are training their staff and they are gathering and reporting in data. 2 1. Care Act 2014 The Care Act 2014 modernises and consolidates the law on adult care in England into one statute and has been described as the biggest change to the law in 60 years. Key changes include the introduction of national eligibility criteria, a right to independent advocacy and, from 2016, and a cap on care costs faced by selffunder. The Care Act replaces the No Secrets guidance (2000) under section of the Act and places a statutory duty for local authorities to undertake safeguarding enquires. Safeguarding means protecting an adult s right to live in safety, free from abuse and neglect. It is about people and organisations working together to prevent and stop both the risks and experience of abuse or neglect, while at the same time making sure that the adult s wellbeing is promoted including, where appropriate, having regard to their views, wishes, feelings and beliefs in deciding on any action. 2. Roles of the Adult Designated Nurses/ Professionals The Adult Designate Nurses/Professionals work across the local health system to support other professionals on all aspects of safeguarding adults and act as an expert clinical resource on safeguarding adult issues to Clinical Commissioning Groups. They provide strong professional leadership to assess current safeguarding arrangements, and inform the long term strategic direction for safeguarding adults; and by working with CCG commissioned services. The role is to also assure that the CCG s who commission health services hold providers to account if they do not have in place the strategies and plans to safeguard vulnerable people whilst fulfilling their responsibilities in line with the CCG s contract and national legislation and guidance whilst following the local multi-agency safeguarding procedures in line with the local authority. 3. Provider Audit tool the standardisation of the evidence As part of responsibilities set out within the Assurance and Accountability Framework (2015), Designated Adult Nurses are in the process of implementing processes to seek safeguarding assurances from Nursing Care Homes across GM). To ensure consistency across GM, the Adult Network have agreed standard evidence requirements for each of the standards within the Safeguarding audit tool for Non NHS Providers. It is anticipated that this will provide a standardised approach to safeguarding audits and provide comparable outcomes to support future innovative and improvement initiatives within the Network to improve safeguarding standards in Nursing Care Homes. 4. Accountability and Assurance Framework The Safeguarding Vulnerable People in the NHS Accountability and Assurance Framework (published 2015) strengthens NHS England s commitment to safeguarding vulnerable individuals. As vulnerable children and adults face more challenges and the NHS Commissioning system matures, it is important to have a document that sets out with great clarity the responsibilities of each part of the system and the key individuals who work within it. It is also important to recognise that our communities have local characteristics and relationships that are needed to keep our most vulnerable citizens safe. NHS England have therefore worked extensively with local commissioning practitioners and partner agencies to ensure this framework is flexible to support appropriate decision making between partners at local level. The framework aims to provide guidance and minimum standards but should not be seen as constraining the development of effective local safeguarding practice and arrangements in line with the underlying legal duties. The responsibilities for safeguarding form part of the core functions for each organisations and must therefore be discharged within agreed baseline funding. This is to promote equality and addressing health inequalities are the heart if the NHS England s values. This includes: Give due regard to the need to eliminate discrimination, harassment and victimisation, to advance equality of opportunity, and to foster good relations between people who share a relevant protected characterises (as cited in the Equality Act 2010) and those who do not share it; and Give regard to the need to reduce inequalities between patients in access to, and outcomes from, healthcare services and in securing that services are provided in an integrated way where this might reduce inequalities. 3 5. Mental Capacity Act 2005 Primary Care guide S A F E G U A R D I N G E V E N T I N 2016 The following is a key event that is taking place across Greater Manchester. Did You Know That There Are Six Key Principles that Underpin All Adult Safeguarding Work? These are: Empowerment Prevention Proportionality Protection Partnership Accountability The Greater Manchester Safeguarding Adult network developed a Mental Capacity Act (MCA) guide to support GP Practices in understanding what the law says we must do to support vulnerable adults who may or may not lack the mental capacity to make decisions about their healthcare needs. This guidance was approved by NHS England and will be rolled out in 2016 by the local Adult Designated Nurses/ Professionals across Greater Manchester. NHS Bolton CCG developed and commissioned two promotional short films on MCA to support GP practices in Bolton. The films could also be applied across Greater Manchester to the GP Practices. CARE HOME SAFEGUARDING POLICY The Greater Manchester Adult Safeguarding Network is committed to ensuring that there are consistent systems in place to ensure that all adults at risk are protected from abuse or exploitation. This is done through the effective use of safeguarding assurance processes and specifically review of Nursing Care Homes safeguarding arrangements by using the Greater Manchester Safeguarding Audit Tools. The Adult Network identified distinct differences in the quality and content of safeguarding policies within Nursing Care Homes and felt it was important to support the nursing home sector in developing a policy which would be in line with the Care Act (2014) and subsequent guidance and would have provision to include links to relevant local Multi Agency Safeguarding Policies and Procedures. The policy was devised with support from Care Home Providers and it is anticipated the policy will be launched in 2016 across Greater Manchester for localisation by all Care Home providers including residential Care providers should they wish to adopt it. As a network we meet on a quarterly basis to develop an action log. The network leads on quality and development requirements for the Looked After Children population and ensures developments and requirements are highlighted within both the adult and Children safeguarding agendas. Members primarily support the Safeguarding Adult Boards. In addition a representative from Greater Manchester Police and CCG also attend these meetings to ensure effective Communication across the Statutory Agencies represented at the Safeguarding Adults Boards. The main aim of the work of this group is to share best practice and promote cross Local Authority co-operation in Greater Manchester and aid consistency and effective policy development. The group also provides an opportunity to share experience and knowledge of the implementation of the Care Act relating to Safeguarding Adults. Karen and her colleagues were nominated in the Best Clinical Research category for their work and recent publication of an investigation into whether care homes and nursing homes perceive pressure ulcers to be a safeguarding concern. The project was a joint venture between NHS HMR CCG and Huddersfield University. Karen and her team gained 2nd place out of 35 international nominations.
