1 GENERAL ADMINISTRATION AND RESPONSIBILITIES OF FIRST AIDERS Provision of first aid takes priority over the normal working tasks of first aid trained staff. All First Aiders are required to have their name displayed on the list of current First Aid Certificate Holders located in all Sick Bays. These lists are maintained by Facilities Management and can also be viewed on the Albany Health & Safety website at Record of Accident or Incident Reporting Forms are available in the Sick Bays or can be obtained from the Massey University Health and Safety Website or from Departmental H&S representatives. It is important that First Aiders are aware of the reporting requirements in terms of workplace accidents or incidents. (Refer to the Massey University H&S Website for details on what action must be taken.) First Aiders must be aware of the location of all buildings on campus, i.e. actual street names. This ensures accurate directions can be given to emergency services. These directions should include access roads, gate number and building name or number. All First Aiders must familiarise themselves with the information in the Massey University Health and Safety website, which can be found through the Massey University People and Organisational Development (POD) website. The Ministry of Business, Innovation and Employment (MBIE) has a guideline for first aid entitled First aid for workplaces - A good practice guide which can be downloaded from their website for background information. 2 FIRST AID FACILITIES ON CAMPUS There are sick bays, first aid kits, a wheelchair, defibrillators and oxygen cylinders on campus for use in first aid emergencies. SICK BAYS Location First Aid kits are located in all Sick Bays. The Sick Bays are locked and identified by a green cross symbol on the outside of the building and/or on the Sick Bay door. Sick Bays are listed on building directory boards and identified on the campus map. Sick Bays are located as follows: EAST PRECINCT: KEY LOCATION Study Centre, Room 1.35 School of Accountancy, Level 2 Level One Quad Block A, Room 2.25 Massey Contact, Level 1 Level Two Quad Block B, Level Two Room 2.25 Reception, School of Management, Level 2, Room 2.47 Library Recovery Room 2.04 Lending desk, Level 2 room Recreation Centre Room 2.19 Unlocked OTEHA ROHE: KEY LOCATION Building 20 Room Facilities Management Reception, Building 34 First aid kits are also located in the Atrium building at the reception desk on Level 2.. Sick Bays keys are also available from Security, ext Maintenance of Sick Bays The Sick Bay contents and general condition are inspected by the Health and Counselling Centre Nurse at the end of each Semester. First aid kits are then replenished as required. First Aiders using the room and key holders are asked to Check that First Aid kits are adequately supplied throughout the semester. (Refer Appendix A for a list of supplies). When stock is running low or past expiry date, contact the Health and Counselling Centre on extension so that the kit can be replenished. Keep bed and bed linen clean and tidy (linen does not need to be changed after every use). Dirty bed linen should be returned to and clean linen obtained from the Health and Counselling Centre. Any issues surrounding use of the room should also be reported to the Health and Counselling Centre. November 2013 First Aid Guidelines Page 2/7

3 Ensure the Sick Bay has been cleaned regularly by cleaners. If cleaning is substandard, please advise the Facilities Management Helpdesk on ext or by as soon as possible. Contact the Facilities Management Helpdesk if any repairs and maintenance are required in the Sick Bay. DEFIBRILLATORS AND WHEELCHAIRS There are three Automated External Defibrillators (AED s) and oxygen cylinders and a wheelchair on campus for use in an emergency. It is also vital to ring the defibrillator location so that the staff there can have the defibrillator ready and on the way to the emergency location as soon as possible. Staff have been given training in the use of the defibrillator, however this training is not necessary to use this life saving device. 4 EMERGENCY PROCEDURES First aid and emergency procedure instructions are on the Emergency flip charts located in public areas throughout the campus. A full emergency plan is also available on the H&S website. CRITICAL INCIDENTS OR ACCIDENTS 1. In a serious emergency Dial 111 to call for emergency services and state the service required. Provide the building number/name and which Gate to enter. 2. Security can be contacted for immediate assistance on or (09) or Emergencies or critical accidents must be reported to the Office of the Campus Registrar or the Facilities Management Helpdesk on ext IMMEDIATELY. After hours contact Security on ext or (09) or Other emergency phone numbers are attached as Appendix B. 5. If emergency services are required to provide rescue or engineering services, Facilities Management (extension 41606) must be contacted. 6. For all accidents, including incidents and damage to property, an accident investigation must take place. This is usually undertaken by the Manager of the area involved, with the assistance of the Departmental Health and Safety Representative to establish the cause of the accident. 7. If serious harm has occurred, do not interfere with the accident scene other than to render first aid and make the scene safe, until the appropriate authorities give permission to do so (eg. Police, MBIE). Required Actions: The First Aider should assess the situation and check the following: Safety (personal and of the area); Ensure that the appropriate emergency service/s have been called; Assist the injured person/s; Ensure that Regional Facilities Management Office and the Office of the Campus Registrar have been informed of the emergency. Also contact the Student Health and Counselling Centre if extra assistance is required. The First Aider should follow the Airways Breathing Circulation rules by checking the patient s airways and ascertaining whether or not the patient is breathing. If not breathing, open airway and then commence CPR if necessary, then stop any bleeding. Make the patient as comfortable as possible and administer required November 2013 First Aid Guidelines Page 4/7

5 first aid. Instructions are on the Emergency flip charts located in public areas throughout the campus. The First Aider should stay with the injured person to offer reassurance until the emergency service arrives. If possible, the First Aider should obtain personal and incident details to advise the emergency service on arrival, and for recording for accident reporting purposes. After the Emergency Service has the situation under control, the First Aider must ensure the necessary accident reporting procedures take place (Refer to the Massey University H&S Website for guidelines). Please note that copies of the reports must also be forwarded to the H&S Advisor. Critical Incidents If a critical incident has occurred, the First Aider should get the names and contact addresses of witnesses or other people involved in the incident. Advise Student Health and Counselling on extension 41410, or after hours through Security, ext The Employee Assistance Programme (EAP) is available to First Aiders and other staff members should counselling and support be required. Either phone or after hours. The Student Health and Counselling Centre is also available. MINOR ACCIDENTS, INCIDENTS, INJURIES AND ILLNESSES 1. Assess the situation and request assistance from bystanders or an additional First Aider if required. 2. Other contacts include the Student Health and Counselling Centre, extension 41410, or as listed in the emergency pages of the Internal Telephone Directory. 3. If the person is not seriously injured or is unwell, the First Aider should assist them to the nearest Sick Bay. Patients left in the Sick Bay should be checked at least half hourly, depending on severity of condition. If the patient s condition deteriorates, the First Aider should stay with the patient and call for further assistance. 4. If a patient requires medical assistance, please contact the Student Health and Counselling Centre for advice. 5. Ensure that the necessary accident/incident reporting procedures take place.
