1 South Bank Primary School - Health & Safety Policy General Statement The purpose of this policy is to provide a secure, safe, healthy and stimulating environment for all pupils, staff and visitors to the school. Parents/carers need to know that every measure will be taken to keep their children safe. We believe that the prevention of accidents and hazards is a key responsibility for every member of the school community. However, staff are encouraged not to be over anxious about the requirements placed upon them. What is required is that our actions are reasonable. Good learning experiences for pupils are often challenging and stimulating. When this involves a small element of risk, all staff endeavour to keep Health and Safety issues in perspective. The policy content is in line with guidance from R&C County Council as well as the DfE and the Health and Safety Executive. Management Roles and responsibilities Head teacher: Helen Hall H&S officer: Helen Hall Site Manager: Geoff Higgins Educational Visits co-ordinator: Heather Boase First-aid co-ordinator: Linda Hewitt Lunchtime supervisor: Belinda Barnes Fire warden: Helen Hall H&S Governor: Helen Bashford Organisation The head teacher is responsible for the day-to-day implementation of school safety organisation. She will develop a culture of safety throughout the school and will ensure that: : all members of staff understand and fulfil their responsibilities to ensure a safe learning environment relevant staff have access to appropriate training LA and DfE guidance is followed for all school trips and visits risk assessments are carried out for activities on and off the school site termly health and safety inspections are carried out together with the H&S representative sufficient resources (eg first-aid and body fluid clean-up kits) are allocated to meet health and safety priorities sufficient members of staff receive first-aid, administration of medicines and fire warden training to ensure adequate cover at all times all relevant staff are informed about any medical conditions that their pupils have a log is maintained of all activities relating to ensuring health and safety, including dealing with accidents and incidents report to the Site Manager any defects or hazards that are brought to her notice all defects and/or hazards are made safe in a timescale commensurate with the risk they pose by Robertsons staff specialist advice is sought, as and when necessary, especially regarding issues with the building eg fire doors not closing, cracks in walls and floors, tripping hazards etc report to the governors on pertinent issues, accidents and incidents of violence The governing body will: decide policy give strategic guidance promote high standards of health and safety within the school assign responsibilities, including designating a governor for health and safety as well as fire safety ensure sufficient resources are available for health and safety 1
2 The governing body will (cont): evaluate the measures taken to minimise or eliminate risks and hazards ensure that there are risk assessments procedures in place to identify all risks relating to the premises, school activities and school-sponsored activities provide adequate training, information, instruction and supervision to enable all staff employed in the school and pupils to perform their work safely and efficiently provide and maintain a working environment that is safe (without risk to health) and adequate with regards to welfare facilities for staff, pupils and other supervising adults maintain the premises to a condition that is safe and is without risks to health including maintenance of access to, and exit from the premises maintain a close interest in all the health and safety matters that concern activities in the premises under the control of the school monitor health and safety issues, review the policy and update it annually All staff will: be familiar with the health and safety policy and all safety regulations take an active interest in promoting health and safety and suggest ways of reducing risks take reasonable care for their own health and safety and that of others, who may be affected by their actions ensure, as far as is reasonably practicable, that their classroom or office is safe use equipment safely ensure, as far as is reasonably practicable, that pupils use equipment safely ensure risk assessments are in place for appropriate activities report situations (which may present a serious or imminent danger) to the head teacher, h&s officer or site manager report any defects and hazards to the site manager by recording these in the Robertson jobs report book located in the General Office report any concerns of abuse to pupils to either the head teacher (who is Designated Safeguarding Lead); the deputy head teacher or the Pastoral Co-ordinator (who are Deputy Designated Safeguarding Leads) or where appropriate, the EYFS Designated Safeguarding Lead Be responsible for informing all staff, and display on staffroom notice board, of any pupils with medical needs (eg significant allergies, epilepsy) or who may need specific handling, to ensure the health and safety of pupils and staff. Supply staff are asked to familiarise themselves with this. complete an accident/incident/violent investigation form, available from the General Office, in the event of a significant accident or incident of violence All pupils and visitors to the school will be expected to take reasonable care for their own health and safety and that of others who may be affected by their actions. Pupils are made aware of general safety procedures and clear parameters of behaviour are set. Arrangements Accidents and Incident Reporting If a pupil has a minor accident (such as a graze) in the classroom, the class teacher or teaching assistant will deal with the injury initially and administer first aid. Any injuries considered more serious and all head injuries will be checked by a first aider and reported in the accident book. Parents will be informed by telephone and letter. Minor head injuries will be monitored throughout the day and a head injuries letter will be given to the parent at home time. Injuries that require medical treatment/diagnosis will be reported to the head teacher and referred to the hospital. Parents will be contacted in the case of a child. If parents cannot be contacted, a note should be posted through the letterbox informing the parent what has happened and asking them to contact school on their return. The pupil will be taken to hospital, by car or ambulance and be accompanied by the head teacher, who is in LOCO PARENTIS, if permission needs to be given. The nearest member of staff on duty will attend to playtime and lunchtime accidents and follow the above procedures. 2
3 Serious accidents must be reported in the accident book located in the General Office and an accident report should also be completed. Minor accidents and incidents are to be recorded in the incident book located in the HUB with the first-aid box. If in doubt about the seriousness of any injury, ALWAYS seek a second opinion from a firstaider. Staff should take precautions to protect themselves when treating pupils, who are bleeding or vomiting. Open wounds should be covered with a waterproof dressing and plastic gloves should be worn (gloves are available in classrooms and staffroom cupboard). Administration of medicine Medication will only be administered to pupils if it: has been prescribed by a doctor is clearly marked with the child s name has clear instructions regarding dosage (min 4 times per day) and frequency of dose An Administration of Medicine form available from the General Office should be filled in, dated and signed by parents with Miss Boocock at the General Office. This will be administered by Miss Boocock, supported by Mrs Hewitt, Mrs Clarke and Mrs Hall. (See Policy) Medicines are stored in the medication only fridge or in a locked cupboard. Medication for asthma is kept by pupils and administered by them. A spare, blue Ventolin inhaler is kept in staffroom for emergencies. Pupil information - about specific medical conditions such as asthma, diabetes, epilepsy - is kept on SIMs and the class teacher is responsible for informing the support staff, who work with those pupils. Staff also receive a copy of their new class medical needs/conditions at the beginning of each academic year from the office. A medical health care plan will be agreed with the parents/guardians of any child with more long term complex needs. Epilepsy and Diabetes Specific medication and instructions for its use are kept in the child s classroom. Dental Extractions If a pupil is visiting the dentist to have a tooth extracted and is to be anaesthetised, they should not take anything by mouth for six hours before the treatment. It is therefore in the interests of safety that the pupil does not attend school that day. Assault In the case of an assault, the head teacher should be informed immediately following the summons of aid from the nearest adult. A doctor/ambulance and police should be called, if necessary. Written accounts of the incident should be made as soon as possible and a report form completed. Any weapons should be retained for evidence. Staff are recommended to contact their union as soon as is reasonably possible. The Director of Adult and Children s Services will be informed the same day. The building is fitted with a fob swipe entry device. To prevent unauthorised entry and the possibility of assaults against adults and pupils, always lock outside doors when you enter/leave the building. Do not allow people to enter as you leave without checking first with the Office manager. Control of hazardous Substances The site manager completes a COSHH assessment sheet for substances in school, compiling and maintaining a list giving details of these substances. Cleaning fluids etc. are stored in a locked cupboard. 3
4 Cooking Cookers should not be used without essential fire precautions being immediately available e.g. fire blanket, fire extinguisher. Staff should ensure pupils receive instructions to enable them to be safe during a cooking activity and the level of supervision should be appropriate. Educational Visits Heather Boase is the Educational Visits co-ordinator and has responsibility for ensuring staff have adhered to the school s Educational Visits Procedures when organising a visit. A qualified first aider must accompany each trip. Electrical Testing All items of portable electrical apparatus and equipment in use at the school are inspected and checked annually. Fire and Emergency procedures fire doors close on the sounding of the alarm the fire bell - a continuous siren sound - will be activated in case of any emergency that requires the evacuation of the building (ie fire, bomb, gas leak etc) once activated, the bell alerts everyone on the premises to follow the evacuation procedure; the fire station is automatically alerted mainstream classes leave by their pod door and proceed to the FENCED COURT AREA, where they line up to be registered the Foundation Stage leave by the nearest external door and assemble under the SHELTER the fire wardens do a final check of all corridors the office manager will take the registers to the teachers at their assembly point in the playground, where a roll call will be taken. Children who have medical appointments will be indicated in the class register. Return to the building is only permitted when the all-clear has been given by the emergency services, or the head teacher in the case of a practice. Anyone who discovers a fire should break the glass in the nearest firebox (this automatically activates the fire bell; a map of locations of fireboxes is included in the Fire Risk Assessment) Remember to evacuate the building in an orderly manner. Do not stop to collect personal belongings. Close the door and proceed to the assembly point. Fire exits are clearly labelled. Plans showing exit routes are displayed by the door of each classroom. Fire practices are carried out, at least, once every term and reported to the governing body in the head teacher s report. Escape routes must be clear at all times and all doors easily open form the inside. Fire bells and fire doors are tested weekly by the site manager. Fire appliances are checked annually. 4
5 First Aid Provision First-Aid boxes are situated in the: staff room nursery staff room Hub Meeting Room Portable First Aid kits are taken out at playtime and lunchtime. Additionally they are taken on educational visits and are available from the staffroom cupboard. The above are kept replenished by Linda Hewitt. An up-to-date list of first aiders is displayed in the staffroom. Hot Drinks Staff should ensure that they only transport hot drinks around school when it is quiet in the corridor areas. Hot drinks should not be transported when large numbers of pupils are moving around school. If a member of staff has a hot drink in the classroom, s/he should ensure that a pupil cannot reach it and that it is in a safe position. Manual Handling Pupils, staff and any other supervising adults should only lift equipment and furniture within their own individual capacity. On Site Vehicle Movement The car park is to the front of the school building, separate from the playground. If a vehicle is present during playtime, it is supervised by a member of staff and remains stationary until all pupils are clear of the playground. PE equipment and clothing PE equipment is checked by Continental Sports according to the PFI contract. If a fault is detected, the piece of equipment should be withdrawn from use until it has been checked and repaired. The PE co-ordinator, H&S officer and Head teacher should be informed so that appropriate measures can be taken. Clothing for PE should be streamline to prevent snagging on apparatus. It is also essential for hygiene purposes that a change of clothing is worn for PE. Bare feet are safest on apparatus. Jewellery will not be worn for PE lessons. If earring studs cannot removed by the pupil, then they should be covered with surgical tape. Pregnant Workers and Nursing Mothers The head teacher or H&S officer will carry out a risk assessment in accordance with LEA guidance. Appropriate action will be taken to ensure that she is not exposed to any significant risks. Safe stacking and Storage Equipment should be stored at an appropriate level and position relative to its height, weight and bulk. 5
6 Site Inspections The site manager inspects the site as part of his daily routine. The site manager conducts fire bell, fire door and water inspections on a weekly basis. Plant equipment is checked by Zurich annually according to the PFI contract. The head teacher and H&S officer inspect the premises each term. Smoking The school and its grounds are a non-smoking site. Supervision Staff and other supervising adults (eg lunchtime supervisors, after school club staff) should maintain good order and discipline, safeguarding health and safety at all times. No pupil should be left unsupervised. If a member of staff knows that s/he is unable to undertake a duty s/he should organise cover. Teachers should be on duty and collect pupils from the playground promptly. If you are called away from your playground duty to deal with an incident, remember to inform your duty colleague to cover you whilst you are absent. return to duty as soon as possible. If a parent fails to collect a pupil after school, staff should make every effort to contact the parent or emergency contact. Failing this, the head teacher should be informed and emergency procedure followed. Stress Management The head teacher and senior staff practise an Open Door policy for any member of staff to discuss concerns, problems or issues that may be causing pressures or difficulties, either professionally or personally. If In House support is inappropriate or the staff member requires additional or further professional help, Redcar & Cleveland Borough Council run a Stress Management and Trauma Counselling Service for all. Tel: Teacher Support Line Online information is available at Transporting pupils Staff should have appropriate insurance and, if necessary, use a child seat available from the General Office. Appropriate insurance is checked annually. Tyre Park & Climbing Frame The tyre park should only be used: if a pupil has parental permission and is wearing suitable footwear in dry weather conditions it is supervised by a member of (dinner) staff Please read this policy in conjunction with the Positive Handling Policy.
