1 EARLY YEARS FOUNDATION STAGE POLICIES AND PROCEDURES This file contains our policies relating to the Early Years Foundation Stage. These documents provide information and guidance on Early Years' procedures and practice and act as a day to day checklist/summary for Early Years' staff. ALL staff must be familiar with the contents of this file and sign a declaration to say when they have read them. The Early Years policies are part of whole school policies, copies of which can be found alongside this folder. Policies and procedures are regularly reviewed. EYFS policies and procedures at St. Dominic's Priory School follow ISI regulatory requirements and the Early Years Statutory Framework.

3 SAFEGUARDING CHILDREN The welfare, safety and protection of children are paramount. Staff must be familiar with the Whole School and Early Years Policies and the Government s statutory guidance Working Together to Safeguard Children Coping with concerns about the possible abuse of a child is very stressful for all involved but our first responsibility is to the child. If you are worried about a child share your concerns with the Designated Safeguarding contact, Mrs P Adamson, Head Teacher. The deputy Safeguarding contact is Mrs P Porter, Deputy Head and additional contact for Early Years is Miss Felicity McDermid. Most of the knocks, scrapes and bruises that children suffer as part of their young lives are usually easily explained accidents do happen. However, in some cases these and other more serious injuries are inflicted deliberately. Cases are seldom clear cut and it is not unusual for people to be uncertain about acting on unspecified concerns. As well as physical abuse, other examples are emotional and sexual abuse, it is important that staff notify the Head of any concerns they have regarding: 1. Any significant changes in a child s behaviour. 2. Any unexplained bruising, marks or signs of possible abuse or neglect. 3. Any comments children make which give cause for concern. 4. Any deterioration in a child s well-being. 5. Any reason to suspect neglect/abuse outside setting i.e. in child s home If a child discloses details of abuse, the adult involved should 1. Reassure the child. 2. Listen but do not push for information. 3. Do not make promises especially not to tell anyone. 4. Make notes about what has been said as soon as possible after the disclosure, and date them. Use Safeguarding Form 5. Inform the Manager and the Head. 4 SAFEGUARDING PROCEDURE If a member of staff has cause for concern they should 1. Inform the Nursery Manager and/or Head Teacher as soon as possible. 2. Complete a Safeguarding Form (see attached) If a child discloses details of abuse, the adult involved should 1. Reassure the child. 2. Listen but do not push for information. 3. Do not make promises especially not to tell anyone. 4. Make notes about what has been said as soon as possible after the disclosure, and date them. Use Safeguarding Form 5. Inform the Manager and the Head. Well kept records are essential in situations where it is suspected or believed that a child may be at risk or harm. Records should: 1. State who was present, time, date and place 2. Use the child s words wherever possible 3. Be factual/state exactly what was said 4. Differentiate clearly between fact, opinion, interpretation, observation and/or allegation 5. Be written in ink and signed by the recorder Page 2 of 3

6 SAFEGUARDING CHILDREN (Allegations/Concerns Against Staff.) It is important that staff avoid putting themselves in a situation that may lead to allegations of child abuse being made against them. Signs of possible abuse may include: 1. Inappropriate behaviour displayed by other members of staff or any other person working with the children. 2. Inappropriate sexual comments. 3. Excessive one-to-one attention beyond the requirements of their usual role and responsibilities. 4. Inappropriate sharing of images. If allegations are made it should immediately be reported to Mrs Pat Adamson, Head teacher, the school s Safeguarding Designated person, who will then deal with the matter according to Whole School Policy. Allegations against the head should be reported to the chair of governors, Mr Hughes, contact details are via the school office or governors on school network. The Child Protection Agency, ISI/Ofsted must be informed without delay of an allegation being made against a member of staff and action taken in respect of the allegations being made. Notifications must be made as soon as is reasonably practicable but at least within 14 days of the allegations being made. The school has undertaken to report to the DBS as soon as possible and at the latest, within one month, any person (whether employed, contracted, a volunteer or student) whose services are no longer used because he or she is considered unsuitable to work with children. The school recognises that failure to make a report constitutes an offence and that the School may be removed from the DCSF register of Independent Schools. OFSTED will be informed of any allegations of serious harm or abuse by any person living, working or looking after children at School premises (whether that allegation relates to harm or abuse committed on the premises or elsewhere), or any other abuse which is alleged to have taken place on the premises and of the action taken in respect of these allegations. This will be done as soon as is reasonably practicable but at the latest within 14 days. Page 1 of 2

8 CAMERAS AND MOBILE PHONES Permission must be given by the parent/guardian before any photographs or videos may be taken. Photographs are taken for the following reasons; 1. Evidence of child s progress in My Learning Journey 2. On School/Nursery website 3. As evidence for ISI/Ofsted inspections. 4. In displays within the setting/school 5. In media coverage of Early Years and the school. Photographs/videos will only be taken with official cameras belonging to the school or official photographers for media photographs. The photographs taken with the school cameras will be stored on the school s computer and/or USB stick. Any USB stick with children s images on it will not leave the setting/school grounds. Cameras are not allowed in the toilet or nappy changing areas. Any person entering the setting whilst on their mobile phone will be asked to complete their call outside the building. Staff mobile phones must not be carried around the setting but kept with their personal belongings. Staff are asked not to make or receive personal calls during their working hours. However, in urgent cases, a call may be made or accepted by arrangement with the Manager.

9 SUITABLE PEOPLE Responsibilities under the Safeguarding Vulnerable Groups Act 2006 will be met. All staff involved at present in Early Years has suitable qualifications, and/or is experienced working with young children and understands the Early Years Policies. New staff applying for a position in Early Years will need to provide evidence of qualifications, knowledge of childcare matters and experience. References will be checked and there will also be checks on their suitability following the school s recruitment, interview and vetting procedures and the Registering Authority guidelines. An enhanced Criminal Records Bureau (CRB) Disclosure will be obtained in respect of every person aged 16 and over who works directly with the children or who works on the premises. Any person whose suitability has not been checked, including CRB, will not be allowed to have unsupervised contact with the children. A member of staff must accompany visitors to the premises at all times and visitors must sign in and out using the Visitors Register. If volunteers or students wish to gain experience in our setting, we would follow normal school procedures have recommendations from school/college, Head/Deputy Head will meet the person to explain procedures and other areas e.g. confidentiality. The person would not be allowed to be on their own with the children. Records demonstrating staff suitability, including the unique reference number of CRB Disclosure and the date they were obtained will be kept in the Staff Information File that is kept in a secure place and in strict confidence. They will only be available to those who have a right or professional need to see this information. Staff will sign a disclosure form to declare, whether received before or during their employment, all convictions, cautions, court orders, reprimands and warnings which may affect their suitability to work with children. 10 DISQUALIFICATION In the event of the disqualification of the registered provider the provider must not continue as an Early Years provider. If an employer becomes aware of relevant information which may lead to disqualification of an employee, the provider must take appropriate action to ensure the safety of the children. In the event of disqualification of a person employed in Early Years provision, the provider must not continue to employ that person. Ofsted must be informed when relevant of the following: 1. Details of any order, determination, conviction or other ground for disqualification from registration under regulations made under section 75 of the Childcare Act The date of the order, determination, conviction or the date when the other ground for disqualification arose. 3. The body or court which made the order, determination, conviction and the sentence (if any) imposed. 4. A certified copy of the relevant order (in relation to an order or conviction). The information will be provided to Ofsted as soon as reasonably practicable, but at the latest within 14 days of the date the provider became aware of the information or ought reasonably to have become aware of it if they had made reasonable enquiries.

11 HEALTH, SAFETY, WELFARE AND HYGIENE STAFF TAKING MEDICATION/OTHER SUBSTANCES Staff must not be under the influence of alcohol or any other substance which may affect their ability to care for the children. Staff will be given a declaration form to sign stating they will inform the school if the above circumstances occur. Staff taking medication, which they believe may affect their ability to care for children, should seek medical advice. Practitioners will only work directly with children if medical advice confirms that the medication is unlikely to impair their ability to look after children properly. Staff medication on the premises must be securely stored, and out of reach of children at all times. If your performance or attendance at work is affected as a result of alcohol or drugs, or we believe you have been involved in any drug related action/offence, you may be subject to disciplinary action and, dependent on the circumstances, this may lead to your dismissal. SAFETY Staff should make themselves familiar with the whole school s Health and Safety Policy. Staff must not take any action that could threaten the health or safety of themselves, children, other employees, parents or members of the public. Gloves and aprons are provided for various roles within the Nursery for your protection, because of the nature of your job these must be used at all appropriate times. Failure to do so could be a contravention of your health and safety responsibilities. All accidents and injuries at work, no matter how minor, should be reported in the accident book in the School office. Staff must be aware of the fire and evacuation procedures and the action to be taken in the event of such an emergency. STAFF ROOM/BREAK Refreshment making facilities are provided, which must be kept clean and tidy at all times. A staff room is provided for staff use, which must be kept clean and tidy at all times. Staff must sign out when leaving the school site and back in again.

12 STAFF QUALIFICATIONS, TRAINING, SUPPORT AND SKILLS We provide an induction for all staff in order to fully brief them about the setting, the families we serve, our policies, curriculum and daily practice. We have a written induction plan for all new staff, which includes the following: 1. Familiarisation with the building. 2. Information regarding emergency evacuation procedures. 3. Information about safeguarding, child protection, our equality policy and health and safety issues. 4. Ensuring our policies have been read and are carried out. 5. Introduction to parents, especially parents of allocated key children where appropriate. 6. Familiarising them with confidential information where applicable in relation to any key children. 7. Details of tasks and daily routines to be completed. Staff have the opportunity 1. To discuss any issues concerning children s development and well-being. 2. Identify solutions to address issues as they arise. 3. Receive coaching to improve their personal effectiveness. Miss Felicity McDermid holds a level 3 qualification and has sufficient experience working in an early years setting. Mrs Jane Holland is the named deputy in the absence of Miss McDermid. Staff appraisals carried out identifies the training needs of staff. A programme of continuing professional development is applied so these needs are met. Staff will be informed of training opportunities and will be expected to undergo any training necessary to develop their skills and gain qualifications appropriate to the welfare of children within their care. Support is given to any member of staff who wishes to improve their qualification levels. At least one person who has a current paediatric first aid certificate must be on the premises at all times when children are present and must accompany children on outings. Our aim is for all staff to hold a current paediatric first aid certificate. All staff have sufficient understanding and use of English to ensure the wellbeing of children in our care, to keep records, to liaise with other agencies, to summon emergency help and understand instruction for medicines or food hygiene. 14 KEY WORKER Each child is given a Key Worker within the Nursery setting. A photograph of the child s Key Worker, their name and an explanation of the role of a Key Worker is put into each child s communication book when they join the setting. The Key Worker ensures that every child s learning and care is tailored to meet their individual needs. The Key Worker must seek to engage and support parent/carers in guiding their child s development at home and help families engage with more specialist support if appropriate. The key worker helps the child become familiar with the setting and offers a settled relationship for the child and builds a relationship with their parents. Updated October 2013 KD and JH

15 STAFF: CHILD RATIOS Sufficient staff will always be on duty so that the needs of all children are met and their safety ensured. All children must be supervised at all times. A picture of staff will be on the main notice board and also by the relevant room where they are employed. Parents will be informed of any change to staff deployment and when relevant and practical, aim to be involved in these decisions. Children must usually be within sight and hearing of staff and always within sight or hearing. Staff aged 17 or over are included in adult/child ratios. Staff under 17 must be supervised at all times. Students on long term placements and volunteers aged 17 or over may be included in adult/child ratios at the Managers discretion if they are competent and responsible. The minimum staffing ratio is 1 adult to 3 babies up to 18 months 1 adult to 3 children aged 18 months. 1 adult to 4 children aged 2 years. 1 adult to 8 children aged 3 and over The staffing ratio for a qualified teacher is: 1. For Reception class 1 adult for every 30 children 2. For Nursery 1 adult for every 13 children with at least one other member of staff holding a full and relevant level 3 qualification. In the event of staff absences or an increase in the number of children attending other members of the school staff will assist to uphold staff/child ratio.

16 Care, Learning and Play Guidelines for Staff Staff must promote the development of the children s emotional, physical, social, and intellectual capabilities effectively. All staff must work to the following guidelines: Staff must communicate with children in an appropriate manner i.e. ensure language used is appropriate to child s age, abilities and background. Be a good listener and always make time for the children to talk. Staff must be welcoming, warm, caring and understanding. Be positive and respectful of children of all backgrounds and abilities, and give praise and encouragement where appropriate. Be honest, straightforward, consistent and fair and build a framework in which the child learns to trust the adults in the play environment. Encourage the children to try new activities and to put forward their own ideas, creating an atmosphere of mutual respect in a safe environment. Respect the child s opinions and views and show that you value what they have to say. Any beliefs or ideas that come into conflict with the Whole School Equality and Diversity Policy must be challenged. Help children to learn to distinguish right from wrong and help them to respect the feelings of others. Provide an interesting and stimulating balance of activities, allowing for more active play and relaxing activities wherever possible. Develop positive relationships with parents/guardians by talking to them when they deliver/collect their children and provide them with information about their time in the setting. 17 MEDICINES The parent/guardian must fill in a medical form for the child, when they start in the setting. They must give details of any ongoing medical condition, dietary requirements or allergies. Information about any child with long-term medical needs is kept in a folder in the appropriate room and a separate care plan is created in accordance with the parents. If administration of prescription medicine requires technical/medical knowledge then individual training is provided for staff from a qualified health professional and training is specific to the child concerned. Medicines will not usually be administered unless they have been prescribed by a doctor, dentist, nurse or pharmacist. Medicines, both prescription and non-prescription will only be administered to a child where written permission for that particular medicine has been obtained. A general consent, which does not refer to specific medication, will not be acceptable. The form must by signed by the parent/carer, when the child is collected to acknowledge that the medicine has been given. A dose of Calpol can be given in an emergency i.e. a very high temperature, if a parent has signed the Medical form giving permission. The Parent/Carer and staff will sign, date and time to acknowledge that a dose has been given. Medicine will be stored in accordance with product instruction and in the original container. A child under 16 will not be given any medicine containing aspirin unless a doctor has prescribed it. If a child becomes ill at the setting a quiet area will be made and the parent informed to collect their child as soon as they can. A member of staff will stay with/watch out for the child until someone arrives. For further information please see the Whole School Policy on Medicines.

18 Sick Child Guidelines for Staff If a child becomes ill during the day, the following guidelines should be followed: Make the child as comfortable as possible. A blanket is available and must be laundered when used. Contact parent/guardian using emergency contact telephone numbers on child s registration form and ask for the child to be collected as soon as possible. Keep other children away from the sick child, in case of infection. If a child has vomited, inform the Site Manager who will make the necessary cleaning arrangements. Each child brings spare clothes should the child need changing. Another member of staff must be aware of the situation and be in the vicinity but allowing some privacy for the child. Protective items will be worn when dealing with this procedure Staff should wash hands after contact with the sick child. The school will follow medical advice and the procedures related to infectious, notifiable and communicable diseases. If an ambulance is required, the school office will phone 999 so arrangements can be made to meet it. Before or after office hours a member of early years staff will phone 999. 19 A member of staff needs to accompany the child to the hospital. Remember to take the child s information form. Where parental permission is required in the case of a medical emergency, staff must check the child s registration documents where details of such parental consent will be found. Inform Mrs Adamson, Headteacher Ofsted/ISI must be notified of any serious accident, illness or injury to or death of any child in our care and any action taken. Notification must be made as soon as reasonably practicable but in any event within 14 days of the incident occurring. Ofsted/ISI will be notified of any communicable diseases as defined by the Health Protection Agency. Page 2 of 2

20 Sick Child Notifiable Diseases Guidelines for Staff The table below shows notifiable diseases that staff should be aware of. If a child shows signs of any of these, then the school needs to follow medical advice and procedures. 21 FOOD AND DRINK All staff should ensure that the premises and equipment are kept clean and follow good hygiene practice in order to prevent the spread of infection. When handling food staff should be aware of and comply with regulations relating to food safety and hygiene. All staff involved in preparing and handling food receives at least Level 1 food hygiene training. Food hygiene is included in the induction and on the job training. All staff must check the premises for cleanliness and report any problems to the Site Manager. Lunch is prepared by the catering staff in the school kitchen. The meal is served by Early Years staff followed by a drink of water. Afternoon tea is prepared by the catering staff in the school kitchen. The Early Years staff finish the preparation at the designated food preparation areas in the Nursery rooms and the children eat in the classrooms. Reception children are booked into Tea Club, which is situated in the main school building. Staff are to encourage and raise the children s awareness of good hygiene practices and healthy living. Ensure that children wash their hands before eating and after going to the toilet. Ensure that wash your hands notices are displayed in the kitchen and toilet areas at all times. Children are asked to bring in a water bottle to school each day which they can access at all times. Children may ask a member of staff for a drink at any time. Information on a child s dietary requirements, food preferences and allergies are recorded on the Pupil Information form when they enter the setting and distributed to all school staff. The Nursery children bring a piece of fruit or healthy snack to school which is then prepared by the Early Years staff and shared amongst the children followed by a drink of milk or water. Reception children bring fruit to school which they eat during playtime and they are given a drink of milk during the day. Use designated sink for washing dishes. Ofsted must be informed of any food poisoning affecting two or more children looked after on the premises. Notification must be made as soon as reasonably practicable but in any event within 14 days of the incident occurring.

22 ACCIDENT AND INJURY A first aid box is accessible at all times in the setting, stocks are regularly checked and replenished. The first aid box also contains plasters and parents sign a release form for staff to apply plasters. An accident form is completed for all accidents and injuries with details of first aid treatment. Nursery parents are informed when they collect their child and sign the form to confirm they have been informed of the accident/injury. Reception parents are informed of any accident. In the event of a head injury the parents/guardians must be contacted immediately. If an ambulance is required, the school office will phone 999 so arrangements can be made to meet it. Before or after office hours a member of early years staff will phone 999. The Early Years Unit is situated. St Dominic s Priory School, Early Years Unit, 21 Station Road, Stone Staffordshire. 23 MANAGING BEHAVIOUR Miss Karen Davies is the named person responsible for behaviour management issues in the Reception Class. Miss Felicity McDermid is the named person responsible for behaviour management issues in Nursery. Mrs P Adamson has overall responsibility for behaviour management in the EYFS. Staff must not use corporal punishment and, so far as it is reasonably practicable shall ensure that corporal punishment is not given to any child by: a) Any person who cares for, or who is in regular contact with children. b) any person working on the premises. Physical intervention is only seen as appropriate when it is necessary to prevent personal injury to the child, other children or an adult, to prevent serious damage to property, or in what would reasonably be regarded as exceptional circumstances. Any such incident should be recorded and the parent informed of the incident on the same day. Staff must not threaten corporal punishment, nor use or threaten any form of punishment that could have an adverse impact on the child s well being. Practices that humiliate or frighten the child must not be used. Food/drink must never be withheld as a sanction for bad behaviour. Staff will show themselves as positive role models. Our aim at St Dominic s Priory School is to promote acceptable behaviour and respect for others. The framework of behaviour reflects the values the school believes are important for growing children to flourish. Good behaviour is valued and encouraged, according to the children s different stages of development. Children will be encouraged to: a. Show respect for themselves and others by being polite, caring and sharing. b. Understand what they do and say has an effect on others. c. Show respect for school resources and property. d. Consider their own safety and walk while indoors and moving between buildings. Rewards. Staff will have a generous approach with verbal praise for positive behaviour and achievement. Rewards such as stickers and privileges may be used to encourage positive behaviour. Unacceptable behaviour should be addressed by using positive techniques such as: Page 1 of 2

24 a. Early intervention and re-directing children. b. Praising and reinforcing good behaviour. c. Encouraging sharing and negotiation. d. Helping children to understand the effects of their behaviour on others. e. Help children to challenge bullying. f. Encourage responsibility such as tidying up, during and at the end of the play session. Sanctions a. Discussions and verbal warnings. b. Movement from area where behaviour is unacceptable. c. Sitting down in a quiet area to reflect on behaviour for short time. d. Loss of privileges. e. Apologies. Any significant incident must be recorded using the Unacceptable Behaviour form. Staff should recognise that children are learning to deal with a range of emotions and feelings. Acknowledge these feelings and work with the children to find constructive solutions. Explain to the children why their behaviour is unacceptable and be consistent in applying agreed procedures. Avoid discussing children s behaviour with staff or parents in front of them or others. If behaviour is consistently poor, discussions will take place with parent/carer to establish if there are any underlying reasons for behaviour. Routines will be established with parents to provide consistency and support for the child. Page 2 of 2

25 Nappy Changing/Toileting Procedure All children are treated with dignity, care and compassion during nappy changing/toileting. Staff will ensure this time is relaxed; they do not make negative comments about nappy/potty/toilet contents. We ask parents/carers to provide: Spare nappies Wet wipes Change of clothes/undergarments Nappy cream (if appropriate) Only staff members with Criminal Records Bureau (CRB) Enhanced Disclosure clearance will undertake nappy changing/toileting duties. Staff will undertake a nappy induction. Children are changed at set times and when necessary. All children are changed in the changing room. Staff will wear a fresh pair of disposable gloves and apron for each nappy change. Staff will follow the nappy changing rules found in the Nappy room. - Never leave a child unattended on the changing table. - Always use the strap provided. - Never stand a child on the changing table. - Always clean the mat after every use. - Clean potties after every use. - Leave the nappy room tidy. Nappy cream can be applied if supplied by parent/carer.

26 Nappies are put in a nappy sack and placed in the nappy bin provided. The changing mat is wiped down with antibacterial wipes/spray after each nappy change. Children will be encouraged to wash their hands after having their nappy changed. Staff will wash their hands with hot, soapy water and dry on disposable towels immediately after completing task. Potty training is undertaken in conjunction with parents to ensure a stress free time for the child. Lidded potties will be used within the setting. Potty Training is the child ready?? Taken from the Huggies Pull up website 1) The child can stay dry for two hours at a time during the day or is dry after a nap. 2) The child is uncomfortable with soiled nappies and wants them changed. 3) The child shows increasing interest in the bathroom. 4) The child s bowel movements are regular and predictable. 5) The child wants to wear pants 6) The child can indicate by words, facial expression or body language that he or she is about to go. 7) The child can follow simple verbal directions 8) The child can pull up own pants If the child shows three or more of these signs, it s a good indication that they re ready to start potty training.

27 Whistle Blowing Policy This policy has been developed to outline the procedure for employees who wish to notify any suspicions of another employee acting inappropriately. The Early Years Department operates within legal requirements and regulations and expects all employees to co-operate in this by adhering to all laws, regulations, policies and procedures. Any employee becoming aware of another employee acting inappropriately is obliged and encouraged to report this activity. When an employee feels concerned about bad practice, he or she will need to identify the issues carefully. An employee must be clear about the standards against which he or she is judging practice: 1) Is it legal? 2) Does it contravene professional codes of practice? 3) Is it against Government guidelines? 4) Is it about one individual s behaviour or is it about general working practices? 5) Has the employee witnessed the incident? (If so, he or she should write it down.) 6) Did anyone else witness the incident? (If so they should write it down.) Staff must acknowledge their individual responsibility to bring matters of concern to the attention of Miss Felicity, Miss Davies and/or Mrs Adamson, depending upon the seriousness and sensitivity of the issue involved and who is suspected of the malpractice. All concerns will be treated in confidence and every effort will be made not to reveal employees identities if that is their wish. However, this cannot be guaranteed, if the matter is considered by Page 1 of 2

28 an external body, outside of the school s control e.g. legal proceedings. This policy encourages staff to raise serious concerns, without fear of reprisal or victimisation, within the Early Years setting. This policy encourages employees to put their name to any allegations whenever possible. If employees make an allegation in good faith, but it is not confirmed by the investigation no action will be taken against them. If however, they make an allegation frivolously, maliciously or for personal gain, disciplinary action may be taken against them. Included in Staff Grievance policy See also staff handbook. 29 Collecting Children/Missing Child The parent or nominated person must sign the register and record the time before taking their child off the premises. Only the authorized person nominated on the registration form will be allowed to collect the child unless we have been notified in advance, preferably in writing if someone else is collecting the child. In an emergency a parent must ring to give alternative arrangements. Children will not be allowed to leave the premises unsupervised. The main entrance to the building is locked with a security code. When the bell sounds a member of staff must open the door. If the member of staff does not know the person waiting they must ascertain who it is before opening the door. In the event of a missing child the following procedure will take place: A search of the room, toilets and building will be carried out. After this a search will be made of the immediate vicinity including the Nursery playground. The Nursery Manager and Headteacher will be informed that a child is missing. Other member of school staff will help to make a search further afield. The parents will be contacted and informed of the situation. The police will be called.
