4 1.0 Introduction 1.1 Northamptonshire Teaching Primary Care Trust ( the Trust ) has a clear responsibility to ensure all directly employed staff have the appropriate skills and competencies to deliver health care services in a safe and competent manner to meet corporate objectives, by providing a comprehensive programme of mandatory training. 1.2 As part of the Trust s drive to provide excellence in education and development, this policy describes the provision of a comprehensive programme of mandatory training which all Trust employed staff will need to undertake, as well as the frequency and duration of training. 1.3 The policy is intended to assist managers in identifying programmes of mandatory training relevant to the specific groups of staff they manage, and to provide guidance on accessing training. 1.4 Mandatory training covers a range of compulsory training subjects. 1.5 All Trust employed staff must undertake Core Mandatory Training, this will include bank staff and those on temporary contracts. 1.6 Non-executive directors working on behalf of the Trust will be expected to undertake and will have direct access to Mandatory Training. 1.7 Volunteers working on behalf of the Trust will be expected to undertake and will have direct access to a specific programme of Mandatory Training. 1.8 The policy provides for equal opportunity of access to mandatory training for all staff groups including staff that work part time, evening or night shifts, and for those with physical or other difficulties. 1.9 This policy is available for adoption by all Trust Independent Contractors, and the Trust would encourage them to do so The Trust recognises the role of the Knowledge and Skills Framework (KSF) in identifying key skills and competencies for all staff, excluding doctors, dentists and senior managers who have contracts outside Agenda for Change. It will ensure future reviews of this policy reflect the needs of staff to meet KSF requirements as they become clear. 2.0 Definitions 2.1 STATUTORY REQUIREMENTS: Education and training that is required to fulfil legislative and Trust policy procedures. 2.2 MANDATORY TRAINING: A range of compulsory training subjects identified as a Statutory Requirement, meeting a duty of care to patients and staff or where it is recognised as best practice. The Governance Committee on behalf of the NtPCT Board will be responsible for ratifying this policy. HR 16 Mandatory Training Policy Page 9 of 20

10 The Training and Development Forum will be responsible for overseeing and monitoring the implementation of this policy. The Director of Corporate Services has overall responsibility for the management of mandatory training within the NtPCT. 4.2 Training Department To compile a list of Mandatory training requirements for both clinical and non-clinical staff. To compile a register of internal and external mandatory training providers and resources. This register will confirm responsibility for arranging and supporting specific mandatory training sessions, including identifying the budget holder (if appropriate), advertising training sessions, booking venues, processing applications, recording attendance and issuing certificates of completion (if required). To evaluate all training provision, making changes as appropriate and providing feedback to trainers, managers and the Training and Development Forum. To compile a register of internal and external venues suitable for training purposes, meeting the equal opportunity requirements specified below. To develop a database to record attendance and nonattendance of staff at mandatory training sessions. 4.3 Managers (including Directors) To allow staff time to access Mandatory Training by whatever method it is delivered to include e-learning. To ensure staff attend all relevant training, including s, at the required frequency. To ensure staff attend training on which they are booked and to attend for the full duration. To notify the Training Department if staff are unable to attend a booked session with a valid reason. To build attendance at mandatory training into the individual s regular appraisal reviews and Personal Development Plan (PDP). To enable staff to transfer learning from the training into everyday practice. To monitor and resolve issues of persistent nonattendance with staff. 11 4.4 Staff To attend all relevant mandatory training. To attend the session on which they are booked. To make suitable provision to ensure they can attend for the duration of a booked session. To inform their line manager and the Training Department when they are unable to attend a booked session. To keep up to date personal records of training attended. To apply learning in their jobs. To plan and review training attended with their manager as part of their Appraisal Reviews and Personal Development Plan (PDP). 4.5 Internal and External Trainers 5.0 Best Practice To keep up to date with the latest best practice in the subject of their training and to built this into training programmes. To ensure that training programmes are delivered with due consideration for staff learning needs, including (but not limited to) those with visual, hearing and literacy difficulties. To ensure participants complete an attendance register and to return relevant information and documentation to the Training Department within agreed time scales. 5.1 To ensure that the core business of the organisation is supported through staff development, there are some additional training programmes that should be undertaken by staff to allow them to provide the best service possible. These will be described in the table below, and it will be for the manager and the individual together to decide which are the appropriate programmes for individuals to attend. 5.2 These courses can be used to support the individual to attain evidence for KSF dimensions. 12 Appraisal and KSF ½ day Customer Care ½ day (managing expectations) 6.0 Equal Opportunities 6.1 The Training Department will work with managers and trainers to arrange for training to be accessible for staff groups who work part time, on evening or night shifts and / or who find it impossible to attend training run between 9am and 5pm. However Managers are expected to support their staff to attend mandatory training within these hours as much as possible. 6.2 Managers have the responsibility to facilitate all staff access to mandatory training. 6.3 Trainers will be required to deliver programmes with due consideration for staff including (but not limited to) those with physical, visual, hearing and literacy difficulties. 6.4 The Training Department and relevant Managers will ensure that training is held at venues that are accessible to people with disabilities including wheelchair access. 7.0 Monitoring and Evaluating 7.1 Attendance records The Training Department will enter attendance and nonattendance on a training database. The Training Department will notify managers of their staff s failure to attend and reasons for this, if known, regularly. All trainers will be required to ensure participants complete attendance register and to return relevant information to the Training Department within agreed time scales. 7.2 Evaluation An evaluation form will be developed by the Training Department to enable participants to give feedback to trainers, the Training Department, line managers and for participants own development portfolio. This form to be used at the end of every training session to gather feedback on design and delivery of training, perceived learning and participants implementation aims in the workplace. 13 Trainers will be required to use this evaluation form at every training session, build in sufficient time for participants to complete at the end of a training session, and to forward completed forms to the Training Department. Where Service Managers have arranged mandatory training locally they will be required to ensure that trainers use this evaluation form at every training session, build in sufficient time for participants to complete at the end of a training session, and to forward completed forms to the Training Department. 7.3 Attendance Targets Due to the significant challenge in achieving compliance with this policy within its provider services NtPCT has set a series of targets to be achieved as follows: 50% of all staff by 31 st March % of all staff by 31 st March % of all staff by 31 st March 2011 The above targets will be reviewed annually by the Governance Committee as part of its annual review of this Policy. 8.0 Reporting Mechanisms and Management of Non-attendance 8.1 Reporting Mechanisms The Training Department will provide regular reports on attendance to the Training and Development Forum. The Training and Development Forum will report annually on the implementation of the Mandatory Training Policy and levels of staff compliance to the PEC. The Training Department will provide regular reports to service managers on attendance and non-attendance at mandatory training for their staff groups. The Training Department will provide regular reports on attendance of Mandatory Training to the Health and Safety Committee. 8.2 Management of Non-attendance It is recognised that on occasions domestic and operational requirements can interfere with attendance at training sessions. If a member of staff is unable to attend a booked sessions they or their manager are required to notify the Training Department at least 48 hours before HR 16 Mandatory Training Policy Page 13 of 20

14 the course date, with a valid reason for not attending the session. If cancellation occurs on the day of the course e.g. due to sickness, family emergency etc., the Training Department should be notified by the member of staff or their manager as soon as is reasonably possible. In extreme cases the Training and Development Forum retain the right to charge managers of staff who persistently fail to attend courses or sessions (3 or more consecutive occasions of non-attendance), who do not notify the Training Department of their non-attendance or do not provide a valid reason for non-attendance. This charge will be a nominal ( 50) for each instance and will be applied in particular to those sessions purchased from an external provider. When staff do not complete a whole session or course the Training Department, in conjunction with the trainer, may also decide whether their level of attendance is sufficient to issue a certificate of completion for their personal development portfolios. The Training Department will notify the member of staff and their line manager if this is the case and the member of staff will be required to attend another session. 9.0 Integration with other Trust Policies This policy links with the following Trust Policies: Corporate and Local Induction Policy. Study Leave Policy. Appraisal & Personal Development Policy incorporating The NHS KSF. Child Protection Policy.
