Approval of Minutes: April minutes deferred until January 2017 because there weren t enough agencies represented at October meeting. 2. Introductions Sean Gibson is the new Duke TPM Group went around and introduced themselves 3. Regional Trauma Program Duke RAC has been without a RAC coordinator for over a year Goal is to visit each EMS and Hospital in the next 90 days Goals are to rebuild relationships and trust 580,000 people live within Duke s RAC 300,000 others that pass through Duke s RAC roughly 600 trauma transfers came through RAC roughly 700 trauma transfers came through RAC Caswell change Willie Crumpton to William Crumpton in July minutes (completed) 4. Response to Hurricane Matthew Resources were pulled on Monday 10/3/16 Mission finalized on Wednesday 10/5 Deployment scheduled for Goldsboro felt it was close enough where there would be serious

2 impact 10/6 confirmation of deployment was received partnered with CapRAC 1 st mission had personnel mostly from Duke and NC400 9 nurses/1 EMT-B/4 EMT-P/2 MD/1 RT/1 PharmD/3 Admin/2 Logistics/2 State O Berry Neuro Medical Center An advantage is there was some equipment left behind Originally staged for 25 patients Entire hospice center moved in brought their own supplies and staff 20 patients and families required support for 6 days -> food/shelter/medical supplies 16 patients and visiting families came with hospice Limitations Bariatric beds ED s were trying to send patients EMS transported a patient with COPD to the shelter to stabilize because they couldn t get to the hospital shelter was unable to keep the patient, but had MD ride to hospital with patient National Guard was not available to assist in the area Challenges Volunteer availability SMAT accommodations weren t available Limited supplies for specific mission needs (oxygen/bariatric beds/long term bed support) Huge thank you to Wayne Memorial for the support

Trauma Center Update Georgina Durst will be joining Duke Trauma Center as the RAC Coordinator as of December 1, 2016 Trauma Narrator Provides ABCD secondary survey report Transfer of care of patients EMS please call as early as possible so staff can be prepared Silent Time Out when EMS arrives Attempting to capture information in real time Trauma Registry Working on transition and rebuilding Bringing resources to help catchup on backlog of charts Conducting interviews 6. Life Flight Smithfield has two helicopters flying 24/7 8-8 shifts Durham flies 7-7 shifts Neo-natal is up and running 5 critical care paramedics will rotate 4 for ground ALS support 7. OEMS Rule Change 10A NCAC 13P.204 air medical trauma center affiliation Public hearing held on November 1, 2016 Current rule is helicopter has to be affiliated with a L1 or L2 trauma center Written comments due in by November to congress Hospital helicopters don t make money after transport of patients but private companies do Fear that flights will mimic ambulance chasers Once law is changed it is almost impossible to

4 undo Several states are trying to get private companies pushed out Patients face huge risks of large bills for unnecessary flight transports 8. Injury Prevention NC Injury Prevention Branch will be releasing strategic plan for Shared risk factors and protective risk factors Previous plan was injury and violence as a whole Education Lifesavers Conference 3/26 and 3/27 NC Safe Kids 5/22-5/25 Safe Kids Worldwide Prevention 7/26-7/29 9. Education coming soon! TNCC ENPC Rural Trauma Development Course PHTLS Guideline and Protocol Development SMAT is working on schedule for 2017 Hope to schedule DECON training in Regional Updates Duke Regional No new updates at this time Maria Parham Franklin Regional will come under their control hopefully by July 2017 Free standing ED with psych beds New CEO Bert Bernard Needs CNO Person Memorial New CEO David Ziolkowski

Meeting date/time discussion Caswell Family Medical Center Need medical director and physicians Generator was ordered Holding Compassion Fatigue Training Durham EMS/Granville EMS/Caswell EMS/Vance EMS/Robeson/SERMC not present Group discussed the option of moving the RAC meeting to a different day. Group decided to keep RAC meeting on the 4 th Friday quarterly January/April/July/October 12.
